Scope and Content
The materials in FOIA 2006-0220-F are a selective, not necessarily all inclusive, body of documents
responsive to the topic of the FOIA. Researchers should consult the archivist about related materials.
FOIA request 2006-0220-F contains materials from several agencies, White House offices, and
individuals, including the Department of Housing and Urban Development (HUD), Cabinet Affairs,
Legislative Affairs, and various persons and organizations involved in community development and fair
housing issues across the United States. The records show HUD’s involvement in enforcing fair housing
laws originating in the Fair Housing Act of 1968, and the Fair Housing Amendments Act of 1988. The
records describe HUD’s fair housing programs to provide equity in housing and to combat housing
discrimination, including the Community Development Block Grant (CDBG), and Housing
Opportunities for Persons with AIDS (HOPWA). The records also reflect HUD’s involvement in
Welfare to Work and housing vouchers legislation, and in bringing charges against persons for housing
discrimination. The records contain memos and letters from the Secretaries of HUD, Henry Cisneros
(1993-1997) and Andrew Cuomo (1997-2001), to various senior advisors and to the President and the

�Vice-President, detailing their schedules and HUD’s efforts and accomplishments in addressing housing
problems across the country.
The White House Office of Records Management (WHORM) Alpha File contains few records.
The White House Office of Records Management (WHORM) Subject File contains constituent letters
expressing concern over the possibility of the elimination of HUD programs due to budget cuts.
There are HUD series records in the processed files of the Administration History Project that are
responsive to this request. Other previously processed and open material responsive to this request
include records from the Press Secretary, The White House Healthcare Interdepartmental Working
Group, and the Federal Records: President’s Advisory Board on Race. Shadow folders that contain
markers pointing to the location of these open records are incuded in this FOIA.
The White House Staff and Office Files contain correspondence, publications, memoranda, speeches,
and testimonies.
System of Arrangement
Records that were responsive to this FOIA request were found in four collection areas – Clinton
Presidential Records: WHORM Alpha Files and WHORM Subject Files, Clinton Presidential Records:
White House Staff and Office Files, and the previously opened material mentioned above. As policy,
Staff and Office files are processed at the folder level, meaning that individual documents are not
selected and removed from a folder for processing. While this method maintains folder integrity, it
frequently results in the incidental processing of documents that are not wholly responsive to the subject
area. WHORM Subject and Alpha Files are processed at the document level.

Finding aids at the Clinton Presidential Library contain a detailed description of the collection including the total number of pages or photos and length of video and audio recordings. Finding aids also include background information of the collection’s topic and details on the record type (ex: email, memorandum, briefing book, Betacam video, audio cassette etc). <br /><br />Finding aids describe collections at the box and folder level, and include a folder title list and information about the arrangement of the collection. <br /><br /><strong>Please note the majority of collections have not yet been scanned nor made available online.</strong>

This collection consists of records concerning the Clinton Administration’s policies on fair housing. The records include memos, letters, speeches, correspondence, and testimonies. The records include material from the Department of Housing and Urban Development (HUD), Cabinet Affairs, and Legislative Affairs. The topics covered by these records include the enforcement of Fair Housing Act of 1968, the Fair Housing Amendments Act of 1988, Community Development Block Grant (CDBG), Housing Opportunities for Persons with AIDS (HOPWA), and HUD’s involvement in Welfare to Work programs. There are also records concerning two secretaries of HUD, Henry Cisneros and Andrew Cuomo.
