Scope and Content
The materials in 2006-0218-F are a selective, not necessarily all inclusive, body of documents
responsive to the topic of the FOIA. Researchers should consult the archivist about related materials.
FOIA request 2006-0218-F contains records dealing with Donald Steinberg, Senior Director for African
Affairs on the National Security Council, and the policy of the Clinton Administration towards Rwanda
from 1993-1994. These records include information regarding legal issues such as the application of the
War Powers Act to Rwanda and whether or not the violence taking place in the country could be
considered to fall within the officially recognized definition of genocide. In addition, these records
reveal the concern Steinberg had with the press coverage of the carnage in Rwanda that unfairly
emphasized the slowness of the United States to react to the conflict between the Hutus and Tutsis.
The White House Office of Records Management (WHORM) Alpha Files contain no relevant records.
The WHORM Subject Files contain no relevant records.

�The White House Staff and Office Files contain reports, memos, correspondence, press briefings and
guidance, and United Nations documents. These records can all be found in the files of Steinberg and
deal in large part with a number of related matters. Foremost, the overwhelming humanitarian
assistance rendered by the United States receives a considerable amount of attention. American
policymakers worry about what countries will supply the troops needed to establish some degree of
security in Rwanda. Finally, there is much discussion about how the perpetrators of the genocide in
Rwanda will be brought to justice.
The Automated Records Management System (ARMS) Emails contain no relevant records.
The NSC Cable, Email, and Records Management Systems contain relevant material that adds to an
understanding of the explosive situation in Rwanda. For example, there are daily reports concerning
major activities in Rwanda and neighboring Burundi. In addition, the new Rwandan government that
comes into power is the topic of many emails between Steinberg and his colleagues.
System of Arrangement
Records that were responsive to this FOIA request were found in two collection areas—Clinton
Presidential Records: White House Staff and Office Files and Clinton Presidential Records: NSC
Cable, Email, and Records Management Systems. As policy, Staff and Office Files are processed at the
folder level. That is, individual documents are not selected and removed from a folder for processing.
While this method maintains folder integrity, it frequently results in the incidental processing of
documents that are not wholly responsive to the subject area.
