Scope and Content
The materials in FOIA 2006-0198-F (Segment 4) are a selective, not necessarily all inclusive, body of
documents responsive to the FOIA. Researchers should consult the archivist about related materials.
FOIA 2006-0198-F (Segment 4) contains records regarding the conferences and events attended and
hosted by the First Lady, Hillary Rodham Clinton. The key events in this collection consist of the United
Nations Fourth World Conference on Women, Vital Voices, Beijing +5, and the Early Childhood
Development Conference. The records include background materials in preparation for each of these
conferences.
The United Nations Fourth World Conference on Women in Beijing was held September 4-15, 1995. Its
mission was to address women’s issues such as: poverty, health, education, women’s rights as human
rights, empowerment, and women’s participation in government. Hillary Clinton attended with the U.S.
Delegation and gave several addresses. Of note were the remarks she gave on September 5th, wherein
she delivered the line, "If there is one message that echoes forth from this conference, let it be that
human rights are women's rights and women's rights are human rights, once and for all." The result of

�the conference was the Declaration and Platform for Action which focused on achieving greater equality
and opportunities for women around the world.
Vital Voices was established in 1997 after the United Nations Fourth World Conference on Women to
promote the advancement of women as a U.S. foreign policy goal. The organization was created in part
by the First Lady and then Secretary of State Madeleine Albright. The Vital Voices organization created
conferences around the world bringing together women leaders. Conferences covered in this collection
include, but are not limited to: Vienna, Austria in July, 1997; Belfast, Northern Ireland on August 31 September 2, 1998; Montevideo, Uruguay on October 1- 3, 1998; Istanbul, Turkey on November 19,
1999; and Reykjavik, Iceland on October 8-10, 1999.
Beijing +5 was a five-year review of the implementation of the Declaration and Platform for Action
held in the United Nations’ General Assembly, June 5 - 9, 2000. The Conference’s theme was, "Women
2000: Gender Equality, Development and Peace for the Twenty-First Century". This follow-up
conference allowed countries to report on the progress they had made since the Fourth World
Conference on Women in Beijing.
The White House Conference on Early Childhood Development and Learning: What New Research on
the Brain Tells Us About Our Youngest Children, was a day-long conference hosted by the President
and First Lady on April 17, 1997. The Conference focused on new scientific findings on brain
development in young children and highlighted the importance of children's earliest experiences in
helping them start out healthy and strong in life. A large section of the records in connection to this
conference are background materials and correspondence from persons interested in attending and/or
participating in the conference.
The vast majority of the records found in the collection come from the Clinton Presidential Records:
White House Staff and Office Files. Of those, most are from the First Lady’s Office, in particular from
the office of Melanne Verveer. The records include reports, travel arrangements, schedules, speeches,
background materials, speech drafts, correspondence, and memorandums.
System of Arrangement
Records responsive to this FOIA request were found in two collection areas: Clinton Presidential
Records: WHORM Subject Files and Clinton Presidential Records: White House Staff and Office Files.
The White House Office of Records Management (WHORM) contains a variety of series created to
organize and track documents and correspondence. The WHORM Subject file was compiled by the
White House Office of Records Management and is a series of categories designated by a letter/number
combination.
Staff and Office files were maintained at the folder level by staff members within their individual offices
and document all levels of administration activity.
WHORM files are processed at the document level; whereas, Staff and Office files are processed at the
folder level, that is, individual documents are not selected and removed from a folder for processing.
While this method maintains folder integrity, it frequently results in the incidental processing of
documents that are not wholly responsive to the subject area.
