Scope and Content
The materials in FOIA 2006-0325-F are a selective body of documents responsive to the topic of the
FOIA. Researchers should consult the archivist about related materials.
FOIA request 2006-0325-F contains correspondence, memorandum, resumes, travel documents, press
releases, and event planning related to or concerning General Wesley Clark. General Wesley Clark
served in the U.S. Army and was the Supreme Allied Commander Europe (SACEUR) of NATO from
1997 to 2000. He commanded Operation Allied Force in the Kosovo War, for which he was awarded the
first Kosovo Campaign Medal in 2000 by President Clinton. He was also awarded the Medal of
Freedom in 2000 by President Clinton for his service and leadership in Kosovo. As a former White
House Fellow, he received in 1999 the White House Fellow’s first Legacy of Leadership Award.

Electronic Daily Diary records contain events attended by General Wesley K. Clark.
Automated Records Management System (ARMS) Email and Tape Restoration Project (TRP) Email
both contain records responsive to this request. The researcher will find correspondence between both
White House Fellows and White House staff concerning lectures, luncheons, the retirement of, and the
former service of General Wesley Clark. Records also contain preparations on behalf of the the White
House staff and the White House Fellows in arrangement of giving General Clark the Legacy of
Leadership Award in 1999, the Kosovo Campaign Medal in 2000, and the Medal of Freedom in 2000. In
addition many responsive email are from the general public addressed to the President, First Lady, Vice
President, and White House staffers concerning or mentioning General Clark.
National Security Council (NSC) Cables, Emails, and Records Management System documents contain
records related to the promotion of General Wesley Clark to Supreme Allied Commander Europe
(SACEUR) of NATO in 1997. Also included, are emails related to his acceptance of the Legacy of
Leadership Award in 1999 and correspondence regarding his retirement as SACEUR in 2000. Because
of the topic of this FOIA request, the majority of these records are closed for national security reasons.
System of Arrangement
Records that are responsive to this FOIA request were found in these collection areas – Clinton
Presidential Records: WHORM Subject Files, Clinton Presidential Records: White House Staff and
Office Files, Clinton Presidential Records: ARMS Emails, Clinton Presidential Records: TRP Emails,
Clinton Presidential Records: Electronic Daily Diary, and Clinton Presidential Records: NSC Cable,
Email, and Records Management Systems.
The White House Office of Records Management (WHORM) contains a variety of series created to
organize and track documents and correspondence. The WHORM Subject file was compiled by the
White House Office of Records Management and is a series of categories designated by a
letter/combination.
Staff and Office files were maintained at the folder level by staff members within their individual offices
and document all levels of administration activity.
WHORM Subject Files are processed at the document level; whereas, Staff and Office files are
processed at the folder level, that is, individual documents are not selected and removed from a folder
for processing. While this method maintains folder integrity, it frequently results in the incidental
processing of documents that are not wholly responsive to the subject area.
The Automated Records Management System (ARMS) is a database that contains email records of the
Executive Office of the President. This system maintained unclassified Presidential email. The ARMS
dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD,
POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date.
The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated
Records Management System from July 1994 through June of 2000. The TRP is a database that
contains email records of the Executive Office of the President. This system maintained unclassified
Presidential record email. The TRP dataset is comprised of 6 sub-series of email records called

Description
An account of the resource
Finding aids at the Clinton Presidential Library contain a detailed description of the collection including the total number of pages or photos and length of video and audio recordings. Finding aids also include background information of the collection’s topic and details on the record type (ex: email, memorandum, briefing book, Betacam video, audio cassette etc). <br /><br />Finding aids describe collections at the box and folder level, and include a folder title list and information about the arrangement of the collection. <br /><br /><strong>Please note the majority of collections have not yet been scanned nor made available online.</strong>

This collection consists of records related to General Wesley Clark, Supreme Allied Commander of Europe (SACEUR) NATO from 1997-2000. The topics covered in this FOIA include Clark’s appointment as SACEUR, the White House Fellows program of which Clark was an alumnus, Kosovo Campaign Medal in 2000 and the Medal of Freedom in 2000. The records in this collection contain correspondence, memorandums, resumes, travel documents, press releases and event information.
