Provenance
Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library
and administered by the National Archives and Records Administration (NARA) under the provisions of
the Presidential Records Act (PRA).

Scope and Content
The materials in FOIA 2006-0231-F are a selective, not necessarily all inclusive, body of documents
responsive to the topic of the FOIA. Researchers should consult the archivist about related materials.
FOIA request 2006-0231-F contains materials from several agencies and individuals, including the
Advance Office and Travel Office. These two departments were responsible for arranging the trips and
campaign stops of personnel in the Clinton Administration. Prominent advisors and staff members came
to Chautauqua in October 1996 to get ready for a scheduled debate in Hartford, Connecticut between
President Clinton and his Republican opponent, Senator Robert Dole. These preparations became quite
intense in nature and ended up lasting several days. As a consequence, the stay in Chautauqua took on
the look of a presidential retreat.
The White House Office of Records Management (WHORM) Subject Categories contain only two
records related to the retreat at Chautauqua. WHORM Subject File FG001-07 has copies of the

�President’s daily schedule for October 4 and 5, 1996. On these two days President Clinton was heavily
involved in mock debates as a way of getting up to speed for his encounter with Senator Dole.
The WHORM Alpha Files contain no relevant records.
The White House Staff and Office Files contain plane manifests, lists of contact persons, daily schedules
of the President, correspondence, and memoranda maintained by individual staff members and offices.
The files of Catherine Cornelius consist of letters dealing with hotel accommodations, reservations, and
billing arrangements, memos regarding the addition of photographers, stenographers, and other
personnel to the party traveling with the President, and lists of the debate prep team. Christopher
Szymanski files include invoices and checks for White House Airlift Operations associated with the
journey of the First Lady to Chautauqua. Made up of a trip book for the President’s stay at Buffalo and
Chautauqua, the files of Stephanie Streett contain material that can largely be found elsewhere in the
collection. Constituting a vital addition to the textual records, the files of Theresa Faye Granger have a
considerable amount of information concerning press arrangements for the excursion to Chautauqua.
Contract bids and detailed descriptions of the food and beverages offered to the press can be found in
these documents.
The Automated Records Management System (ARMS) Emails throw a little more light on the retreat of
the President at Chautauqua. There are press briefings in which the debate preparations for Senator
Dole receive a little attention, travel plans of the President including flight times, and press releases
outlining the President’s trip to New York. Also, it should be noted that many copies of the President’s
daily schedule for his few days in Chautauqua are located in the emails.
System of Arrangement
Records that were responsive to this FOIA request were found in three collection areas—Clinton
Presidential Records: WHORM Subject Files, Clinton Presidential Records: White House Staff and
Office Files, Clinton Presidential Records: ARMS Emails. As policy, Staff and Office Files are
processed at the folder level. That is, individual documents are not selected and removed from a folder
for processing. WHORM Subject and WHORM Alpha files are processed at the document level. While
this method maintains folder integrity, it frequently results in the incidental processing of documents
that are not wholly responsive to the subject area.
The WHORM Subject file was compiled by the White House Office of Records Management and is a
series of categories designated by a letter/number combination. A complete listing of the categories
with detailed descriptions is provided in our research room.
