Provenance
Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library

the Presidential Records Act (PRA).

Scope and Content
The materials in FOIA 2007-0088-F are a selective body of documents responsive to the topic of the
FOIA. Researchers should consult the archivist about related materials.
FOIA request 2007-0088-F consists of correspondence, talking points, drafts of correspondence, guest
lists, articles, email, cables, publications, speeches, and executive summaries concerning relations
between the Clinton Administration and Catholics, particularly U.S. Catholic bishops, on the issues of
abortion, the death penalty, health care, and American involvement in Bosnia, Serbia, and Croatia.
White House Staff and Office files responsive to this FOIA request include correspondence, notes, and
memos concerning various topics related to U.S. relations with the Catholic Church.
Automated Records Management System [Email] (ARMS) records responsive to this FOIA request are
primarily emails between White House staffers concerning interactions and relations between the
Clinton White House and U.S. Catholic bishops (including both individual bishops and the broader U.S.

�Conference of Catholic Bishops. Additional email concerns other U.S. Catholic organizations, such as
the Catholic Health Association and the Catholic Hospital Association. The records illustrate the ways in
which the Clinton Administration tried to reach out and work with Catholics as a whole as well as the
institutional Catholic Church, and groups affiliated with the Catholic Church. They also illustrate ways
in which the institutional Catholic Church and groups affiliated with the Catholic Church tried to reach
out to and work together with the Clinton Administration, on issues in which they were in agreement
and on issues in which they were in disagreement.
NSC Cable, Email, and Records Management System files responsive to this FOIA request contain
mostly cables regarding Catholics in or concerning Bosnia, and some files concern abortion or the death
penalty. The majority of the email is in regard to the Pope’s visit to America, and his meetings with the
Clinton Administration.
System of Arrangement
Records that are responsive to this FOIA request were found in the following collection areas— Clinton
Presidential Records: White House Office of Records Management (WHORM), Clinton Presidential
Records: WHORM Alpha Project, Clinton Presidential Records: WHORM Subject Files, Clinton
Presidential Records: WHORM (OP), Clinton Presidential Records: WHORM Various Offices, Clinton
Presidential Records: White House Staff and Office Files, Clinton Presidential Records: Automated
Records Management System [Email], and Clinton Presidential Records: NSC Cable, Email, and
Records Management Systems.
The White House Office of Records Management (WHORM) contains a variety of series created to
organize and track documents and correspondence. The WHORM Alpha file was compiled by the White
House Office of Records Management from 1993 – 1996 and is a series of documents arranged by name
of persons, organizations, or events. The WHORM Subject file was compiled by the White House
Office of Records Management and is a series of categories designated by a letter/number combination.
In addition, there are WHORM, WHORM Counsel, WHORM (CL), WHORM (OP), WHORM (Too
Late); WHORM (Various Offices); and WHORM (Alpha Project) series.
Staff and Office files were maintained at the folder level by staff members within their individual offices
and document all levels of administration activity.
WHORM files are processed at the document level; whereas, Staff and Office files are processed at the
folder level, that is, individual documents are not selected and removed from a folder for processing.
While this method maintains folder integrity, it frequently results in the incidental processing of
documents that are not wholly responsive to the subject area.
The Automated Records Management System (ARMS) is a database that contains email records of the
Executive Office of the President. This system maintained unclassified Presidential Records email. The
ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include
NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation
date.
