Provenance
Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library
and administered by the National Archives and Records Administration (NARA) under the provisions of
the Presidential Records Act (PRA).

Scope and Content
The materials in FOIA 2006-0528-F are a selective body of documents responsive to the topic of the
FOIA. Researchers should consult the archivist about related materials.
On November 22, 1963, President John F. Kennedy was killed while riding in a Presidential motorcade
in Dallas, Texas. Lee Harvey Oswald was arrested and charged with the murder, but was himself shot
and killed less than 24 hours later. The John F. Kennedy Records Collection Act was passed by
Congress in 1992 in response to widespread doubt by the American public surrounding the
circumstances of Kennedy’s death. The Assassination Records Review Board (ARRB) was created by
this Act and given the task of identifying and declassifying files on the assassination. The board
finished its work on September 30, 1998 and its records are housed at the National Archives in College
Park, Maryland.
Records from the White House Office of Records Management (WHORM) Subject Files primarily
consist of letters and memoranda concerning the creation and funding of the ARRB, as well as, the

�selection of its board members. Within these files there is also a copy of the 1992 JFK Records
Collection Act (Public Law 102-526, passed by the 102d Congress).
One file of responsive material was found in the White House Office of Records Management (OP).
Included is correspondence between the President and a student regarding Clinton’s memories of the
Kennedy assassination.
Responsive White House Staff and Office Files were found in the Counsel’s Office, Management and
Administration, and National Security Council files. These files consist of letters from the ARRB, the
Federal Bureau of Investigation (FBI) and the United States Secret Service (USSS) regarding the release
of Kennedy era documents. Photocopies of a portion of the records released by the ARRB are included
in this collection. These records discuss Lee Harvey Oswald’s activities prior to November 22, 1963
and the U.S. government’s investigation of President Kennedy’s murder. Also included are copies of
Russian language documents regarding the Kennedy Assassination given by President Yeltsin to
President Clinton at a meeting between the two leaders in Cologne, Germany on June 20, 1999.
The Automated Records Management System (Email) contains press briefings, news transcripts, and
transcripts of Presidential remarks. Most are regarding Yeltsin’s gift to Clinton of Kennedy era
documents.
The NSC Cable, Email, and Records Management Systems contain additional records regarding the
Kennedy assassination. The NSC Cable System contains requests for documents sent to foreign
governments for records related to the assassination. The NSC Email System consists mostly of NSC
press guidance regarding Yeltsin’s gift and transcripts of Presidential remarks. A NSC memo to the
President summarizing the Russian documents is also included. The NSC Records Management System
contains memoranda and letters dealing with the public release of records gathered by the Assassination
Records Review Board. Included is a June 27, 1995 memo to the President regarding the process of
handling document disputes between the Review Board and the originating agencies. Also included are
translations of some of the Russian documents gifted by President Yeltsin, including a letter from
Jacqueline Kennedy to Soviet Leader Nikita Khrushchev reaffirming her desire for peace between the
two countries following her husband’s death.
System of Arrangement
Records that were responsive to this FOIA request were found in these collection areas—Clinton
Presidential Records WHORM Subject Files, Clinton Presidential Records: WHORM (OP), Clinton
Presidential Records: White House Staff and Office Files, Clinton Presidential Records: ARMS Emails,
Clinton Presidential Records: TRP Emails, and Clinton Presidential Records: NSC Cable, Email, and
Records Management Systems.
The White House Office of Records Management (WHORM) contains a variety of series created to
organize and track documents and correspondence. The WHORM Subject file was compiled by the
White House Office of Records Management and is a series of categories designated by a letter/number
combination. In addition, there are WHORM, WHORM Counsel, WHORM (CL), WHORM (OP),
WHORM (Too Late), WHORM (Various Offices), and WHORM (Alpha Project) series.
Staff and Office files were maintained at the folder level by staff members within their individual offices
and documents all levels of administration activity.
WHORM files are processed at the document level; whereas, Staff and Office files are processed at the
folder level, that is, individual documents are not selected and removed from a folder for processing. While

�this method maintains folder integrity, it frequently results in the incidental processing of documents that are
not wholly responsive to the subject area.
The Automated Records Management System (ARMS) is a database that contains email records of the
Executive Office of the President. This system maintained unclassified Presidential email. The ARMS
dataset is comprised of 6 sub-series of email records called ―Buckets.‖ The buckets include NPR, OPD,
POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date.
The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated Records
Management System from July 1994 through June of 2000. The TRP is a database that contains email
records of the Executive Office of the President. This system maintained unclassified Presidential record
email. The TRP dataset is comprised of 6 sub-series of email records called ―Buckets.‖ The buckets include
NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation date.
