CFIDS has been a controversial disease; i t was once
ridiculed as "yuppie f l u . " Now, however, hundreds of thousands
of Americans are debilitated by i t . So far i t has apparently not
killed anyone, but i t s pernicious effects have caused some of
those afflicted with i t to take their own lives. The National
Institutes of Health and the Centers for Disease Control have
recognized CFIDS as a real and serious disease, and private and
public research on CFIDS i s ongoing. However, we believe that
because of the complexity of diseases that attack the immune
system, private research i s unlikely to be effective, and that
CFIDS i s particularly suited for federal research.

Unfortunately, however, only three million dollars in
federal funds was earmarked for CFIDS research last year.
Three million dollars, when compared to amounts spent by the
federal government in other areas, i s a minuscule amount. I f
just a bit of the money that subsidizes tobacco growers, or the
money for a single military aircraft or for any of the myriad
federal projects of the kinds to which Senator Proxmire used to
give his golden fleece awards, could be diverted to CFIDS
research, i t might work wonders. We believe that only such
expanded federal research w i l l lead to the establishment of the
cause(s) of and effective treatments for CFIDS, which w i l l enable
the increasing numbers of Americans suffering from this disease
to become healthy, vigorous, and productive again.
Please do what you can to increase federal funding for CFIDS
research.

I am the National Chairman of the Myasthenia Gravis ("MG")
Foundation, a volunteer position, and I am also the founding shareholder of a
small law firm that employs about fifteen people. My firm has always paid for
full health care coverage for our employees and their families, and we have still
been able to pay generous salaries. As my wife suffers from MG, which is an
auto-immune disease that affects the voluntary muscles, she cannot get health
insurance if there is a pre-existing condition exclusion. Fortunately, she is
employed as a school teacher and has a group plan that covers her, but she is
one of the people you often mention who cannot quit her job or change jobs.
We tried to get her on my lawfirm'spolicy, but she was rejected.
I am not writing in my official capacity as Chairman of the MG
Foundation, but as a concerned citizen who happens to be one of your
supporters and someone who hopes you succeed in your efforts to improve our
country, especially in the area of health care. Even though I realize that you do
not personally see most of the mail that is addressed to you, I am hoping that
whichever staff person reads this will somehow bring to your attention my
message, if not the letter itself.

I think now is the time for you to reassert your leadership position on
this subject. When you first announced your health care reforms, a vast
majority of the American people supported the two key elements of employer
mandates and universal coverage. It was only after the special interests started
their campaigns of half-truths and outright falsehoods that support started
slipping. Your attempts to offer compromise, such as indicating a willingness
to accept phased-in universal coverage, have been twisted by those who would
not support you on anything and by your political opponents to be a sign of
"waffling" and weakness, which they have exploited.
Now is the time for you to step forward and lead the country. J_
recommend that you schedule a prime-time televised address to the nation and
announcejHat you are withdrawing your support for all of the "compromise"
health reform plans being discussed in Congress, that you will veto any bill
adoptedjhatjloes not provide for employer mandates and universal coverage,
as you initially promised you would do; and that you will take the fight directly
to the Ajnerican people. You should make the November elections a plebiscite
on health care reform, asking the voters to reject candidates who do not
support those two key elements of true reform. You succeeded in selling that
message during the campaign, and I think you can do it again. There is simply
too much at stake for you not to try.
Based upon my experience, which I believe mirrors that of most small
businesses, I have no sympathy for the politicians that rail against employer
mandates on the grounds that they will hurt small businesses. All they will hurt
are the selfish and greedy. It is really the big businesses, such as the Pepsicos,
who are fighting the employer mandates, but their spokespersons are using the
small businesses as a front, because they know the American people are much
less likely to sympathize with the big conglomerates. My wife's condition
means we very much want to see a change in the health care system that
ensures the insurability of all people, no matter what their pre-existing
conditions. Of course, such a system will not work unless the insurance pool
covers everyone, including the healthy. That is why universal coverage, as you
well know, is a vital element of true and cost effective health care reform.
If you accept any of the "compromise" plans now being discussed in the
Congress, you will be the ultimate loser. Those plans will not work. They will
result in higher costs and less benefits. And you will be blamed. Your
opponents will claim that health care reform was doomed to failure from the

I HAVE NEVER WRITTEN TO A PRESIDENT BEFORE, BUT I FEEL COMPELLED TO
EXPRESS MY THOUGHTS CONCERNING HEALTH CARE. IN A NUTSHELL I FEEL
THAT YOU ARE DROPPING THE BALL IN A BIG WAY!
THE CENTERPIECE OF YOUR CAMPAIGN WAS REFORM OF THE HEALTH CARE
SYSTEM. THIS IS AN ISSUE THAT I FEEL VERY STRONGLY ABOUT. THE
INEFFICIENCIES AND INEQUALITIES IN OUR HEALTH CARE DELIVERY SYSTEM
ARE MAJOR CAUSES OF THE RAPID INCREASE IN THE COST. YOU HAVE
ELOQUENTLY EXPRESSED THESE IDEAS OVER AND OVER AGAIN. NONETHELESS,
WHEN THE FIGHT HAS FINALLY ARRIVED YOU HA VE NOT TAKEN UP THE SWORD.
WHERE IS THE "BULLY PULPIT" ON THE ISSUE? WHERE IS THE HEAVY
POLITICAL PRESSURE YOU SHOWED WHEN GAIT WAS AT ISSUE? FROM YOUR
CAMPAIGN ONE GOT THE IMPRESSION YOU WERE WILLING TO EXPEND MAJOR
POLITICAL CAPITAL ON HEALTH CARE REFORM, BUT TO WATCH THE FIGHT
UNFOLD IT APPEARS YOU HAVE RESIGNED THE ISSUE TO THE FORTUNES OF
CONGRESSIONAL COMMITTEES BARGAINING WITH THE INSURANCE LOBBY.
PLEASE TAKE UP THE FIGHT! THIS ISSUE IS VERY IMPORTANT TO THE
AMERICAN PEOPLE, POLLS HA VE SHOWN THIS TIME AND AGAIN. IF YOU DO NOT
LIVE UP TO YOUR PROMISE TO FIGHT FOR REFORM THERE WILL BE MILLIONS

<p>This collection contains records on President Clinton’s efforts to overhaul the health care system in the United States. In 1993 he appointed First Lady Hillary Rodham Clinton to be the head of the Health Care Task Force (HCTF). She traveled across the country holding hearings, conferred with Senators and Representatives, and sought advice from sources outside the government in an attempt to repair the health care system in the United States. However, the administration’s health care plan, introduced to Congress as the Health Security Act, failed to pass in 1994.</p>
<p>Due to the vast amount of records from the Health Care Task Force the collection has been divided into segments. Segments will be made available as they are digitized.</p>
<p><a href="http://clinton.presidentiallibraries.us/items/browse?advanced%5B0%5D%5Belement_id%5D=43&advanced%5B0%5D%5Btype%5D=is+exactly&advanced%5B0%5D%5Bterms%5D=2006-0885-F+Segment+1"><strong>Segment One</strong></a><br /> This collection consists of Ira Magaziner’s Health Care Task Force files including: correspondence, reports, news clippings, press releases, and publications. Ira Magaziner a Senior Advisor to President Clinton for Policy Development was heavily involved in health care reform. Magaziner assisted the Task Force by coordinating health care policy development through numerous working groups. Magaziner and the First Lady were the President’s primary advisors on health care. The Health Care Task Force eventually produced the administration’s health care plan, introduced to Congress as the Health Security Act. This bill failed to pass in 1994.<br /> Contains 1065 files from 109 boxes.</p>

This collection consists of correspondence, newspaper and magazine articles, memos, papers, and reports. A significant feature of the records are letters from constituents describing their feelings about health care reform and disastrous financial situations they found themselves in as the result of inadequate or inappropriate health insurance coverage. The collection also contains records created by Robert Boorstin, Roger Goldblatt, Steven Edelstein, Christine Heenan, Lynn Margherio, Simone Rueschemeyer, Meeghan Prunty, Marjorie Tarmey, and others.<br /> Contains 697 files from 47 boxes.</p>

Lew’s records reflect a preoccupation with figures, statistics, and calculations of all sorts. Graphs and charts abound on the effect reform of the health care system would have on the federal budget. Margherio, a Senior Policy Analyst on the Domestic Policy Council, has documents such as: memoranda, notes, summaries, and articles on individuals (largely doctors) deemed to be experts on the Health Security Act of 1993 qualified to travel across the country and speak to groups in glowing terms about the groundbreaking initiative put forward by President Clinton in his first year in the White House. <br /> Contains 804 files from 40 boxes.</p>
