welfare system.
Your f r u s t r a t i o n s echo those of m i l l i o n s o f Americans who j u s t

f a m i l i e s . People who work hard and play by t h e r u l e s should

Dear Mr. President:
I. am a college student currently attending Miami University of
Ohio, and i n light of the recent welfare reform craze that has ^
swept the nation, I would like to inform you of f i r s t hand
information that may not be available to you through s t a t i s t i c s
and such. My mother i s a recepient of AFDC and Food Stamps. She
now has only one child i n which she claims dependency, and he(my
brother) will soon be of age. My mother has been a victim of what
I would call careless welfare reform i n the state of Ohio. She
attends a school that i s suppose to prepare her to take the GED
test and give her s k i l l s for employment. I am sad to report that
the only knowledge she has gained from these efforts i s the a b i l i t y
to calculate simple fractions. She has worked hard and i s waiting
anxiously to learn pertainent information that w i l l be on the GED
test, but despite her wants, she has been exposed to the same
information for two years. Soon, this system will turn her back to
the inner-city streets with the capabilities to measure out a halfa-cup of sugar for her baked goods. I'm sure this knowledge will
neither strengthen her confidence nor enhance her restome.
I t i s my guess that this scenario i s typical of any individual
attempting to climb out of the welfare poverty trap.
Senator Moynihan's efforts to reform welfare had their merit, and
he i s to be praised for caring, but unfortunatedly, the people
responsible for delegating these reforms lack knowledge and
compassion. I t i s not a "culture of poverty" that allows for
dependence despite reform, i t i s the loopholes i n the system that
allow.- for the exploitation of our fellow human beings. As I
mentioned before, I have climbed out of the gutter with a
combination of luck and hard work, but some of us are not so
fortunate. People on the street are ignorant of their opportunites
for education, so most don't even attempt to improve their standard
of living.
Even for those who strive, there are s t i l l many
obstacles to overcome. When I was in High School, I use to have to
walk back from work i n the early morning hours down the dark city
streets. Some people are not willing to risk their safety for the
pursuit of happiness.
But even when individuals strive to move out of poverty, they are
�r.
often faced with punishment rather than encouragement.
When I worked, I saved money for college expenses such as books
and healt:. care, and to my surprise, my mother and brother were
later cut off benefits because of my impugnance. Now i f I would
have bee knowledgible of this contradicting law i t might have
altered my decision to go to college.
I had no idea that my
family would be forced to starve because of my bold ambitions.
I t i s possible that others with integrity would have l e t those
crazy dreams die.
I am not a member of the notorious "culture of poverty" nor are my
friends and family. Despite the obstacles I have overcome,
there are conservative lawmakers that continue to c a l l people
l i k e me lazy. Most would consider me a much harder worker than
any of my middle-class schoolmates, but yet the ignorance p e r s i s t s .
If I had a car, a computer and about one-hundred thousand dollars
in the bank, I might be at Yale as well.
I know many people who
struggle on this system who are not lazy, just mere scapegoats of
a p o l i t i c a l l y driven system.
I implore you to keep this i n mind
when considering welfare reform for this great nation.

As a Job Corps Graduate I f e e l t h a t Senator Nancy Kassebaum should
r e a l i z e t h a t t h i s program n o t o n l y gave me t h e s k i l l s I needed, I
am now a w e n r o l l e e i n t h e Job Corps Advanced T r a i n i n g Program, a l s o
known as TCU, T r a n s p o r t a t i o n Communications Union, and now t h a t my
s k i l l s has b u i l t up, I am t a k i n g t h e C i v i l S e r v i c e t e s t n e x t month.
People can o n l y judge t h i s program from what t h e y hear, when t h e
t r u t h remains, t h e y w i l l never know what t h i s program r e a l l y has t o
o f f e r someone unless t h e y were here i n t h e program, from t h e i n s i d e .
I f e e l , as w e l l as t h e f r i e n d s I have made, t h i s program i s w e l l

American public wants are getting t h e i r s t a t i s t i c s or information
from, but they are d e f i n i t e l y not getting them from the common
working family and those: who have had jobs but now find them selves
in the position of not being employed losing a l l they have attained
and having to depend on Coimty or State assistance.
I personally think you are a very principled person and i t does not
surprise me that you are getting so much controversy. The only
thing i s , how do you get the word out. that the a d v e r s a r i a l r h e t o r i c
that i s being displayed J(8 j u s t that r h e t o r i c . Almost every one I
t a l k to, for instance, t ^ e e a on the lssu«^: universal health care
coverage. I f the opposing groups thinks tlMilr'opposition i n t r y i n g
to stop you from helping the common person I s going to work. They

<p>This collection contains records on President Clinton’s efforts to overhaul the health care system in the United States. In 1993 he appointed First Lady Hillary Rodham Clinton to be the head of the Health Care Task Force (HCTF). She traveled across the country holding hearings, conferred with Senators and Representatives, and sought advice from sources outside the government in an attempt to repair the health care system in the United States. However, the administration’s health care plan, introduced to Congress as the Health Security Act, failed to pass in 1994.</p>
<p>Due to the vast amount of records from the Health Care Task Force the collection has been divided into segments. Segments will be made available as they are digitized.</p>

Ira Magaziner a Senior Advisor to President Clinton for Policy Development was heavily involved in health care reform. Magaziner assisted the Task Force by coordinating health care policy development through numerous working groups. Magaziner and the First Lady were the President’s primary advisors on health care. The Health Care Task Force eventually produced the administration’s health care plan, introduced to Congress as the Health Security Act. This bill failed to pass in 1994.<br /> Contains 1065 files from 109 boxes.</p>

<p><strong><a href="http://clinton.presidentiallibraries.us/items/browse?advanced%5B0%5D%5Belement_id%5D=43&advanced%5B0%5D%5Btype%5D=is+exactly&advanced%5B0%5D%5Bterms%5D=2006-0885-F+Segment+6">Segment Six</a></strong><br /> This collection consists of the files of the Health Care Task Force, focusing on material from Jack Lew and Lynn Margherio. Lew’s records reflect a preoccupation with figures, statistics, and calculations of all sorts. Graphs and charts abound on the effect reform of the health care system would have on the federal budget. Margherio, a Senior Policy Analyst on the Domestic Policy Council, has documents such as: memoranda, notes, summaries, and articles on individuals (largely doctors) deemed to be experts on the Health Security Act of 1993 qualified to travel across the country and speak to groups in glowing terms about the groundbreaking initiative put forward by President Clinton in his first year in the White House. <br /> Contains 804 files from 40 boxes.</p>
