Subject: initiative on race/higher education
i was wondering if anyone has begun looking at the issues regarding
minority student's attendance at predominately non-minority higher
education institutions, specifically, not in terms of access to - that
was addressed with the Civil Rights Act of 1965, but more so in terms of
the things that minority students face when entering these environments,
namely the lack of understanding and respect for their culture. ·So many
times minority students have been asked, subtle or not, to assimilate to
the dominant culture instead of being encouraged to celbrate their own
self-identifing culture. any thought regarding this - or do you know
any resources that have looked into this???
I would appreciate your comments, and wonder where President Clinton
stands on this issue.

Diversity and Equal Opportunity. Our charge is to implement the State's
Affirmative Action Program which is grounded in state and federal equal
employment opportunity laws.

going to be hosting a conference on race relations. The office that I work

I am writing as a member of the Holden Town Democratic Committe and an
individual citizen. It Is clear to me that President Clinton Is right.
Before America can progress we need to have a very clear conversation about
race and its meaning In our society. Certlanly government can not take any
significant action until there is some form of consensus amoung the people.
I want to support the Initiative as much as possible.
Our town committe has chosen race as the subject of a study group which will
function until early spring and then report to the whole committe. Please
let me know what the advisory counsel is doing· and how our group can
interface. Is there a mailing list? Can I get mall from the initiative?

On April 11 , 1997, six Asian American and one Caucasian students
were attacked by a group of white men at a Denny's restaurant in
Syracuse, New York. The local District Attorney of the County of
Onondaga, William J. Fitzpatrick, has refused to make an arrest
of the perpetrators in that attack, even though two of the victims
have positively identified one of the perpetrators and the D.A.
believes that perpetrator to be the one who instigated the attack.

students complained about denial of service, they were ejected
from the restaurant by two of the security guards and pushed by
one of them. Several white patrons then exited the restaurant,
shouting racial slurs and attacked some of the Asian American
party. The security guards watched and did nothing to stop the
attack.
Onondaga County D.A. William Fitzpatrick Resorts to Personal
Attacks, Not Objective Investigation
D.A. Fitzpatrick has not interviewed key witnesses. D.A.
Fitzpatrick has not shown witnesses photos of the alleged
assailants. D.A. Fitzpatrick has ignored vital evidence.
D.A. Fitzpatrick has dismissed the attack as a "brawl" between
drunken patrons, even though the Asian American party was
clearly outnumbered by their attackers, and independent medical
evidence refutes the D.A. 's allegations that the victims were
intoxicated. D.A. Fitzpatrick has said that discrimination
against Asian Americans is all "orchestrated." He has dismissed
the Asian American students' claims as "orchestrated nonsense."

My name is Denise Clay and I am a reporter for the Reading Eagle/Reading
Times in Reading, Pa. I have been covering the subject of hate crimes in
Berks County, the county in which Reading is located, since I came to the
paper in December 1996.
The reason I am writing to you today is because a contingent of people from
the Reading/Berks Human Relations Council's Hate Crimes Task Force is
coming to the White House for the conference on hate crimes this November.
I am attempting to obtain permission from my paper to come with them and
cover this event, but I need the following information to give my editors:
1-When is it going to be held? (Dates)
2-Who should I contact to obtain a press credential and what information
will this person need from me?
3-ls there an official hotel that the conference will be using? (Should
they send me, they will need to know how much it is going to cost for me to
stay there for the number of days the conference runs.)
4-What kind of press filing access will be available? Will there be lines
available for filing from a laptop?

Dear Sir Or Ms:
The Interfaith Housing Center of the Northern Suburbs is a fair housing
agency covering the largely white and affluent northern suburbs of Chicago
that is celebrating its 25th anniversary next month. The organization has
over 60 members, including congregations and civic organizations.
We are holding our Annual Meeting on Sunday, October 26th, from 2-4 pm, and
would very much like Mr. John Hope Franklin to serve as speaker and moderator
on a panel on "Creating Welcoming Communities." Of late, presitigious New
Trier Township has been a locus of hate crimes against Jews and
African-Americans, but this is largely shoved under the rug. I create a

Hello,
We in the City of Athens, Ohio and at Ohio University are excited
about the President's Initiative on Race and are currently planning a
year-long series of events. My question is regarding the proposed town
meetings. Please send information about the town meetings. Is there a
suggested format? Will President Clinton attend some of them? We feel
a special affinity with the Clinton's. Hillary has been here three
times in recent years, most recently last month, and President Clinton
held a town meeting in Chillicothe, less than an hour away, several
years ago.
In an area where the Ku Klux Klan holds regular meetings on nearby
farms, Athens is blessed with a community that has pulled together to
fight racism. We would like to have a town meeting. Please let us know
what this entails.

I've printed most of the stuff on this site for further reading. Although I
am
getting on-line services installed at work, today is my first day on-line at
home and I have benefitted immensely from the information found here.
I'm so excited about being able to access this information on-line instead
of weeks and weeks of paper deliveries and paper losses etc ... This site
is a tremendous value to me. I am the leader of an organization responsible
for the implementation of special emphasis programs since Feb this year
and have had no convenient access to on-line services ... the entire time
thirsting for this connection. I'm also working on the marketing of the
services of my organization and our government and will be able to use these
sites to make connections for our workforce.
As an active participant in the OneAmerica, one team, strength through
diversity
initiatives in our country, I highly value the information provided here and
applaud
those responsible for causing the site to be developed, as well as the people
behind the scenes developing the pages, updating the files and marketing the
information.
I work as an adjunct management consultant and frequently find myself needing
to link to the highest levels of guidance, such as the constitution,
presidential quality

One thing that would make this site more valuable would be if it were
possible to have a group discussion online. Obviously it would be difficult
to accomodate everyone that wanted to participate, so somehow you would
have to sample those interested in the discussion to come up with a decent
cross-section of opinion from black separatists to white supremacists and
all points in between. Unfortunately I do not think that America will ever
be free of racism (too many people profit from it), but if we can get all
of the opinions out in the open, and get a fix on just what people REALLY
think, then steps can be made towards trying the foundations for racist
thought in America.

I have been to the White House site a few times, and, as one who works with
the technology frequently, consider the site to be solid. Kudos to you all
for knowing where to draw the line between gimmick and content. With that
said, I would like to offer my opinion on the One American initiative.
I applaud the efforts underway, still I am concerned that advisory boards,
town meetings, and the like are constructive at the theoretical level. We
need action. We need to see the up.coming events on the web. We need to ask
for input to the agenda on the web. We need to hear from the advisory board
on the web. We need to see action being taken. We need to see the President
and his advisory board taking part in some activity with African America, or
Latinos, or some other group. I can see President Clinton and Chelse (?) ,
with President Carter, hammering away at Habitat for Humanity- not for an
hour, but for a day. (Make it so the press has to work half a day before
being allowed any access to the President.) Get creative .... l'm sure you
could get the President and some leading musician to come up with some
interesting events ....

Please make a web page that lists anti-racism/understanding our
diversity related materials that are probably available from a wide
range of places (For example, the Southern Poverty Law Association has
some education materials, and a psychologist made a film called "Color
of Fear" which is good for group discussion).
I'm part of a local group of people from Pullman, Washington and
Moscow,ldaho (2 towns 8 miles apart) that is just getting started
called, "Building Community Through Diversity". Our aim is to network

Subject: Making the site reflective of the initiative's efforts
First of all, I am very proud that my President has made this initiative
a priority for this nation. I live in Riverhead, NY, a town of about
30,000 people, of which approximately 30% are black. There is also a
large Hispanic community here which supports the local farms, and a
substantial number of emigrants from Poland. My family and I moved here
from Amagansett, NY, located in the glitzy Hamptons area, four years ago
because we wanted our son (now 11 ) to grow up in an area which was
multi-ethnic, multi-cultural and multi-racial. However, there are many
in that same Hamptons area who wonder if we did the right thing. "Do
you feel safe with your son in the schools there?" they ask. They
haven't even visited the schools or the area (except for maybe the new
Tanger Outlet Mall), and yet they still think they k~ow enough to
judge. Haven't they heard that our schools consistently have finalists
or winners in the state-wide Mathlete competition?
Anyway, enough of that rant. My suggestion is to provide some way of
linking to projects which are doing the work your initiative is seeking
to promote. You could have a way for someone to submit a web site or
some sort of documentation about their work. This would then give the
sense that it really was happening. It would also reinforce the notion
that it is locally based and not some top-down government program. I
know that in my community my wife is reaching out to members of the
black community through an art gallery she just opened. We have been
exploring the issues of cultural diversity at this university (SUNY
Stony Brook) and how they affect our education here as well as our jobs
further on down in time. In some areas and in some ways, Dr. King's
dream is being transformed into reality. There is still so much work to
do, but there also is much that has been done. Let's find a way to
celebrate the efforts in the past, the present and in the future.

One of the problems with race relations Is that history has not properly
shown the role's of the various people's of this •America•. On each
day, some focus could be placed on various persons of different
backgorunds, demonstrating the we as a group of people were what has
made America the country it is. As a child, I often had difficulty in
sing certain patroltic songs for when we talked about things like •land
where my father died, land of the pilgrims pride• as a •alack youth• I
could not visualize my forefathers in that picture. There are numerous
examples where co-operative efforts by all have made us successful.

Maybe you could update the information at your site once in a while..
Maybe you could provide a forum at this website for a "diversity of
opinions". This site currently only offers the views of one person,
W.J. Clinton, and he isn't a very diverse guy.
Maybe you could offer real facts about affirmative action programs, sa
that the American people could understand how they really work and the
"progress" that has been made over the last few decades (unless these
are considered state secrets that would only further Inflame an air~
bad situation).· For example ... a company must submit an affirmative
action plan and report progress against that plan to the EEOC ... what
does the data show7
Perhaps you could provide "good news" about progress being made an the
·
race relations front ... median income/education/etc. progress of
minorities since 1960 instead of focusing on bad news and painting
entire corporations such as Texaco or Denny's as racist because of l!te
comments/actions of one or two employees. No one denies that raCism
exists ... but the actions of a few should not be allowed to paint the
rest of the group (wouldn't that be stereotyping)?
Perhaps you could encourage a scientific study to determine whether
diversity in the workplace actually is a strength ... or whether that
statement is just a bunch of PC propaganda (I don't think the Japanese
are suffering from a "lack of diversity", do you7). Same goes for the
miltary .•• you could have two equally trained army divisions supplied
with the same equipment perform a military exercise to determine if a
"diverse group" could perform as well on the battlefield as a
"non-diverse" group.
Maybe you could encourage honesty in the race relations dialogue .. .iethe reason why black people are more likely to be treated as suspeelS by
the police rather than citizens may just be because Dept of Justice
figures show that black people (on average) commit more crimes tha1 do
people in any other ethnic group (in other words, the reason why PEOPle
rob banks is ... that's where the money is).
Maybe you could anounce the recently released figures from the D~. of
Education that show that schools actually spend 15% more money ~er pupil
on minority students (after adjusting for urban vs suburban schools
etc.), thereby debunking all educational equity arguments that have :een
made over the last few years. Maybe you could drag out Hernstein !
�Murray's Bell Curve data and come to some conclusion as to why some
ethnic groups may not be performing as well as others.
May111t you could perform a 12 • year study in which you spend $5000/year
per pupil on white & oriental kids and $1 00,000/year on each
black/hispanic kid and then see if you could get the black/hispanic kids
to score as well on an 10 test at the end of the 12 years.
Maybe you could expose and denounce the tactics of the NAACP regarding
corporate greenmail (donate money or we boycon... provide affirmative
action data to us or we boycott). Maybe there should be a law against
allowing any governmental body to consult or have on its' advisory
· boards members of the NAACP unless other ethnic groups are equally
represented.
Maybe you could get Dinsesh D'Souza and Glen loury to face off on
national television for a few hours, explaining their viewpoints on
race. Maybe you could provide a link at your website to Arthur Hu's
Fairness in Diversity Homepage.

This is a misleading name for this page. I'd
recommend renaming it to •Request for Comments•
or something that reflects its contents.
As for what the page can do to help me, I think
the web is a perfect place to link together a
network of local sites which are involved in
OneAmerica. If there is no grass roots involvement
then Pres. Clinton's year won't be as valuable
as it could be. It would be a valuable resource to
find a local group that is interested race relations.

also be a valuable addition to the page so that
I can learn more about the current state of race

OneAmerica is having a profound impact in our community--one of the
most racially segregated communities left in America. Indeed when one
arrives in this wonderful valley and scenic village the first thing
one notices is the stark separation of races ... Chagrin Falls nearly
all white, and the Soweto-like "Chagrin Falls Park" right next door.
The parallels with former South Africa's separatness could become the
material for a documentary ... including footage of the KKK meetings,
the gerymandering of school boundaries so the children of various
races could be kept separate, and the ways the physical isolation ,
have been kept in tact. Indeed, until the President's initiative
nobody could voice any hope of integration without having people roll
their eyes in disbelief or mockery; the sense of hopelessness about
race had become endemic as a disease. People were rotting inside--the
insidious dynamics of race and feelings of helplessness were
destroying the life of the entire community.

We would like to invite the President to Chagrin Falls to see what
has been catalyzed as walls are coming down, and PE!rhaps speak from
our community as a symbol of hope. I am a professor at Case Western
Reserve University in the School of Management, and am certain that
this would be. a wonderful place from which to speak on race. Our
Church, The Federated Church of the United Church of Christ has been
a leader in the call to action by the President and would love to
serve as host to a future "town hall meeting". Please let me know
how we may develop this idea further. There is no question we have so

I think a good place to begin is with the news, illustrating every
possible example of a coming together of the races. Secondly, use the
media, especially with big business, to show minorites in positions that
are historically "white male" oriented.
Closer to home we can help our children through requiring reading
assignments that help our children to understand the customs of a
different culture.
In our churches by practing a once a month "same faith" intra-relations
day.
And last, but most importantly, on the job by encouraging employers to
have a time set aside to have "racial expressions• where people share
cultural or ethnic beliefs with a joyful type of approach (stressing
expression as in show and tell instead of group discussion).

A national museum dedicated to slavery and It's aftermath would be extremely
helpful to our country. It Is Interesting that we have a national holocaust
museum, but not a national slavery museum, since the atrocities of the holocaust
were mainly In Europe and the atrocities of slavery were mainly here. My
experience of the national holocaust museum Is that It Is an extraordinary tool
for understanding World War II. Facts and details bring clarity and clarity
brings mature understanding. A national slavery museum would be maturing for
our country. Validation of abuse is always an Important Initial component of
healing.

Also, as the years go on, since slavery is not well documented in our popular
culture, it becomes harder and harder to learn what happened. I can tell my
children about It, but since there is no museum anywhere focused on this they do
not really comprehend. I think that this would be very helpful to our country
and that If constructed, It should be In Washington, D.C.

I have had a dream for some time regarding bringing 'together the peoples of
our country. I feel the strength of this country can be reinforced because
of the deversity of our society, not weakened by it. I was channel surfing
yesterday when I came across your speech at the University of California, San
Diego. What you said hit the bulls-eye of my feelings. First, I would like
to tell you a little about my background and why I feel as I do. Next, I
would like to discuss the dream I have to help bring together the people of
our wonderful country.
I just retired from teaching In a vocational school, Hennepin Technical
College, in Minnesota. I have taught In technical education for the past
thirty years. In these past years I have had students of all different
backgrounds and cultures and the experience has been very rewarding. What
has helped make this experience rewarding Is my lifes experience in traveling
throughout the world. I served nine years in the US Navy traveling
throughout Asia and I was contracted to develop a training program and teach
Libyans for Exxon Oil company. While working for Exxon, I had the
opportunity to travel through many of the Mediterranean countries such as
Egypt, Lebanon, and serveral European countries. While teaching in the U.S .•
.1 have had people from many of these countries and many other countries come
through my classes and it has brought back good memories of my experiences of
traveling overseas. I also feel that I have been able to relate ~o them

�better because of my expe,iences and I realize what an asset they are to our
country. In your speech, you suggested that In todays world, we have to do
business with people throughout the world and what an excellent advantage we
have in asmuch as we have people from these countries living as U.S.
citizens. Who else can better understand the thinking of a country's people .
then a person from that country. Who can best communicate with people from
other countries but people who were raised In that country and speak that
country's language.
Because I am an educator, I may be biased about part of the solution to bring
our people together. Part of the solution Is through education. Start in
the early yeac~g our children !bo_u!_!~d_v.antage_~ersity and
the fun of it. _J_personat~citing to be around people of---_
other cultures, races, etc .. I believe the children could feel the same way .

show typical dress, dances, etc.. At the end of the· film, review what was
shown and note that the scenes were taken in America. E.g. Jewish

etc .. Of course, the internetJ1eJ~ bring people together. I know many
teachers are usinQ'""tlliSnOw, but, more should be-incouraged to do so.

What would be the absolute most helpful information that you could
provide to the American people on the website to support this initiative
would be STATISTICS, STATISTICS, STATISTICS -- but keep it simple.
For example, I think the effects of past and present discrimination
could clearly be seen if you simply posted the percentage of business
awarded state-by-state to minority businesses and woman owned businesses
SEPARATELY. Do NOT commingle and bury the information like the State of
Texas does with its Historically Underutilized Business program by
mixing MBE purchasing statistics with WBE purchasing statistics. Again,
break this information out separately.
MBEs are vastly under represented in the State of Texas, however, the
State has successfully buried MBE participation by commingling MBE
infomation with WBE information. As a matter of fact, when asked, the
State of Texas cannot even tell you what percentage of its business goes
to MBEs --this is a MAJOR problem, and should send up red flags
everywhere!! If you don't believe me, contact this person:

Ms. Hinojosa works for the State of Texas General Services Commission.
She is the person responsible for tracking this type of information.
I think the American people would be astonished if they could see on a
state-by-state basis, what percentage of business his or her state does
with MBEs. The American people are under the assumption that each state
does a signifinact amount of contractacting with MBEs, and that MBEs are
over represented, when in fact, this is NOT the case. Each state does
very little purchasing from MBEs as a percentage of the state's total
purchasing.
If you really want to show the disparate impact borne by the minority
community, also show each states percentage of minorities that live

All that has to be proven is that a disparate Impact exists -- there are

the minority business community and the woman business community would ·
be much better off.
For that matter, if the President would focus on the disparate impact of
the application process imposed to attend law school in the State of
Texas and the State of California, then he could show that minorities
are adversely affected by these policies and procedures, which results
in "disparate impact. • Again, once disparate impact Is proven by
looking at enrollment statistics, then court ordered affirmative action
programs could be imposed.
If it can be proven, which It easily can be, that policies and
procedures of the State of California and Texas result in a disparate
Impact on a particular minority group, then maybe the federal government
could also suspend federal monies that go to these states until the
problem is corrected.

Dear Sir, Ms at the President's Initiative on Racism,
There are beautiful moments that are televised nationally on a regular
basis and which could be used in ads to help eliminate racism: in
sports. A (Black) football player (I think he was a 9er) once said that
he loved football because it was the only place you could see a Black
man chasing down a White man and 60,00 people cheering him on. But
seriously, do you ever notice how after big plays Black and White
players just jump into each other's arms? I truly believe that they see
no racial identity of any kind in those moments; all they see is "That's
my man!" It would be interesting to poll them on this, but perhaps not,
because they might consequently begin to see race. I've always found
these moments to be beautiful and true and "aracial". Since I assume
that most racial violence is perpetrated by men, and since men do seem
to love Monday Night Football, it seems to me that this would be a good
occasion to air ads of these embraces accompanied by slogans about being
"on the same team" or having the same objectives of success, or "that's
my man!" or something. It might help get through that we should look at
the PERSON and not the skin color, and the MNF audience would be an
appropriate market for such ads.

Dear Madam or Sir,
I am a German citizen who moved to the U.S., just this past July.
Looking at the German history of this century, I, as well.as all Germans, am
fully aware of all implications with racism, as a fundamental part of the
German scholar system today is focussed on explaining, warning and overcome
the Third Reich.
Since the reunification, we had to witness a lot of far right incidents
happening all over Germany. These involved arson of homes for asylum seeking
people, man hunts on foreigners and even single murders of people belonging
to racial minorities.
Looking at all these cases, one would think that Germany is back to the state
of 1933, but this is fundamentally wrong. In all the above mentioned cases,
it is a single individual who is responsible for the hatred, the suppression
and the injustice applied to racial minorities.
This is, because the German authorities are extremely hard on far right
organizations and are always attempting to nip them in the bud. The executive
has been given all power necessary to eliminate any nazi ideas coming back
alive.
What a difference here in the U.S.! Members of the KKK can be seen as guests
on talk shows, given the opportunity to spread out their sick ideas.
Investigative reports show armed nazi militias in their training camps, with
barely disguised swastikas stitched to their uniforms. What are they training
for? A second Oklahoma City?
All this is happening right here, right now in this country and everybody is
watching in silence.
In Germany, the display of a swastika or even the singing of the first verse
of the national anthem (the one being used during the Third Reich) is
punished by high fines and even imprisonment.
This is the way to go! Eliminate these nazi organizations and their
descendants. Scare people off from joining them by threatening with hard
punishment.
�America is known and admired throughout the world for it's liberalism. But
you can certainly push liberalism too far, by letting these nazi
organizations exist and spread out in full knowledge of how dangerous they
are and how much harm they do to society.

The Berkeley campus of the University of California has an original and way
of addressing American cultural diversity: the American Cultures
graduation requirement. All Berkeley undergraduates must pass an American
Cultures course. Each year now, over 8500 students enroll in over 100
American Cultures courses taught by faculty members in about 35
departments. Since the requirement went into effect in fall 1991, some
33,000 graduates have satisfied the requirement.
The American Cultures approach to the teaching and study of American
history, society and culture connects majority and minority perspectives
and connects the different ethnic minority perspectives to one another.
American Cultures courses approach American majority and minority cultures
as parts of an interacting, pluralistic ensemble, laying out the conceptual
frameworks and the factual evidence necessary for an understanding of
ethnicity, culture, and pluralism and their influences upon the ways that
Americans think about themselves and approach the issues and problems that
confront their society. The goal is to teach Berkeley students that the
United States has been fundamentally shaped by a complex of cultural
traditions.
The study of American Cultural diversity undertaken at Berkeley, in other
words, differs in fundamental ways from what has been undertaken in the
American academy at large. Though the intellectual diversity of the
participating faculty precludes any single philosophical characterization,
certain conclusions surface continually: that American experience cannot
be understood adequately without constant and deep reference to American
ethnic diversity; that ethnic diversity in the United States has been in
large measure responsible for the coherence and vitality of the national
community, the legacy of racialized violence notwithstanding; that "culture
war" is more commonly the result of cultural homogenization than it is of
cultural difference; and that the understanding of American ethnic
experience must be approached through a comparative study of multiple group
experiences.

Dear Mr. President:
Today I saw a news report on the issue of Blacks and other racial minorities
not being allowed membership in private country clubs. Being a professional
African American living in a small Southern town, I am very familiar with this
practice.
What surprise me in the news story is the fact that many of these private
clubs
enjoy tax exempt status at my expense. An IRS employee quoted in the story
stated and I quote "Under the current law, these clubs only have to have a
written
policy against discrimination to receive tax exemption." Their actual
practices are
not considered in maintaining their tax exempt status.
This is exactly the kind of double talk that supports many of the racist
practices in
our society. We need your leadership and the "OneAmerica Initiative" to
target the laws that in themselves support racist practices. As soon as the
battle is over on the 1998 Budget, you need to send legislation to congress
proposing the amend the IRS law that allow these private segregated country
clubs tax exempt status.

Hello,
I am impressed by your web site, as it is very informative. However, I do
question the validity of the Advisory Board representing accurately some
major issues of race in America. The men and women on the board are
extremely qualified at representing many aspects of race issues in America,
and I am happy to see the high-caliber of people on it, such as Professor
Franklin, an amazing historian. However, it has been reported in the
media, and upon review of your web page, that there are no Native Americans
on the Board. This is in spite of the many qualified Native Americans who
would add to it.
To reasonably think that you can accurately and equitably address the
issues of the First Nations of this country without having a Native
American to assist you flies in the face of 500 years of experience. While
America has huge issues to deal with in terms of other populations, I
wonder if history will be more inclined to judge America based on how it
has treated the indigenous population. Does might make right? Are simple
numbers what "One America" will be determined on (reference the "no
majority population statement").
Without an educated Native American, with the personal experience of living
as a Native American in this land, you cannot reasonably hope to address
our issues. I hope the One America/Initiative on Race will address this
lack in a productive manner, instead of being another well-intentioned but
useless or even damaging program to Native Americans.

Hello,
lm not sure if this is the forum to suggest ideas for the board to review but
i have a few that I would like to mention. I recently read about a program
for police officers that would recieve a significant discount on hud housing
if they moved in economically depressed area. I think this idea should be
expanded. Since integrating neighborhoods would lead to more intergrated
schools,stores, etc etc why not offer discounted housing to people that move
into a majority area. Here is how it could go:
If a white family/or single white person moved in a 75 to 80 % minority area
they could received a discount on housing through hud or assistance through a
rebate of sometype. The same would be true of a black family/black singe
person moving into a predominately 75 to 80% white area. The idea of course
to promote intergration. I realize that there would have to be some type of
housing limit.The amount could be decided on later but for arguement sake you
could say no home over $110,000 to qualify for the program. Since owning a
home is one of the great American dreams i trully feel that a large
percentage of blcks and whites would attempt to take advantage of a program
that would help them attain a peice of that dream. One additional requirement
would be that they have to occupy the home/be primary residence for at least
3 years.Once the barriers are broken down and whites see that blacks keep
nice yards ,are intelligent nice people, etc etc and vice/versa, perhaps
attitudes will slowly change~ A change of attitude is the "only" thing that
can help promote understanding and healing. This type of program would not
cost any money especially if Hud housing is used. It is my hope that a fund
could be established through private and federal sources that could fund this
program nationwide through the National Realtors Association. I have several
other ideas that I would like to pass along to the commitee if this is the
area where i can submit them ? Thanks for listening ..

To whom it may concern:
As a fairly young woman of color who has just finished her
undergraduate degree and entering a white male dominated work force, I
am very curious as to why this One America program has not been
implemented in our schools.
As shocking as it may seem, I am very cynical about the One America
program because I do not feel that the majority of the individuals on
the task force adequately represent those people for whom they are
speaking. I do not feel that our educational system adequately
teaches or encourages diversity and that is how we fail our children.
Furthermore, the majority of the people we call Americans in this
country are not fairly educated and are among the lower working
classes and I know that they are not represented appropriately. How
do I know this? Because despite my professional status and my
education, I am quite comfortable in engaging in conversation with
those less fortunate than myself. I hear how they feel about our
government.
If you are really serious about implementing this One America program
then you need real representation from the people. In addition, those
serving one the President's panel must be diverse ages, diverse
backgrounds, various educational experiences, varied walks of life,
and of different leadership capacities. Find those community leaders
in Harlem and Brooklyn, find those Latin, Asian, African-American, and
Caucasian women who have ties to various movements and are up and
coming rather than established within the institutional structures.
It is because you have not that you will meet with skepticism and
cannot question why.
I wish you luck in your endeavors. Much success to you, Mr. President
and your staff.

Subject: my input
I have something to throw out about this One America iniative. It sounds
very wonderful and idealistic, but how is President Clinton going to get
it across to the entire nation? I believe one of the most prominent
examples of leadership by a President came when FOR introduced his New
Deal. It was massive, nation-wide, affected everyone, and highly visible
and publicized. That is the approach something as important as race
relations needs to take. The importance of the race relations all over
this country is something that should no longer be in the dark. It needs
to be exposed. If the President really wants to make a difference start
with the younger generations, those who are more impressionable.
President Clinton should make a visit to my college, Miami University in
Oxford, OH, and then have a first-hand account of just how horrible race
relations are. Sure, we have come a long way since the Civil Rights
movement and we are a desegrated school, but in a way that is a joke. I
find it pathetic that a dining hall on a college campus in 1997 is
segregated by color. There aren't posted signs, but rarely do you see an
African-American sitting at a "white" table. Last year we had an episode
where an African-American student on campus received life-threatening
phone calls from an alleged KKK member. Just how far have we come in
race relations? Not an acceptable amount! This iniative needs to be
visible to every person, every age in this country. Maybe the President
should place this issue in front of such self-interested issues as taxes
and campaign fund raising. Isn't our government supposed to promote the
general welfare of this nation?

If the article in the WASHINGTON POST is accurate and my perception of you
first televised meeting is correct, then perhaps what your group should do
is alert the President to the fact that the membership of the group (mostly
minorities) is inappropriate to accomplish the designated task (formulate
recommendations to improve race relations). The reason, of course, is that
racial antagonism (in this country) is largely a problem behavior exhibited
on the part of whites, and particularly white males, who are unlikely to be
responsive to the advice and interests of people they are inclined to
dismiss as unimportant to their well-being. In other countries, of course,
such irrational antagonisms influence the behavior of non-white populations.
But, since your group has been constituted to address behaviors in the
United States, the racial antagonims of "minority" populations, of which you
may or may not have some understanding, aren't really germaine.
That perspective doesn't necessarily leave you with nothing to do. It might
even be useful, though probably not appreciated by the populations you
represent, to point out that shutting some people out or making relations
with them tabu, is a time-honored strategy for controlling the behavior of
the majority, just as, for example, the tabu against consuming certain meats
in the Middle East secures the market for the suppliers of traditional
vittles. In other words, social tabus against outsiders or the strange
serve to promote the power and control of the established order, even if it
actually deprives or impoverishes the community as a whole. So, while tha
traditional explanation for the economic backwardness of the South is
connected to the devastation caused by the Civil War and the lack of capital
investment, the real explanation would seem to lie in the South's insistence
on keeping a large segment of the (black) population in a marginal
subsistence condition, rather than "exploiting" the latent talents of that
population through education, health care, and a transportation system
(roads and vehicles) to take them where their talents were most needed. In
other words, the racist South traded-in its physical well-being for the
psychic satisfaction of regulating the behavior of the off-spring (both
white and black). Moreover, the plight of blacks served as a "salutary"
example to whites of what would happen if they didn't behave
themselves--sort of like that lamb Abraham slaughtered to show Isaac what
would have happened to him, if God hadn't had a change of heart.

Finally, let me suggest that your staff develop a response mechanism to at
least let your public know that their input has been received and considered.

Dear Mrs. Winston:
It was with great interest and empathy that I watched your appearance on
behalf of The President's Initiative on Race on "Evening Exchange," the
WHMM television talkshow, a little over a week ago. 'vou see, I am the
Caucasian parent of an 8 year old multiracial child and, as such, I am
very concerned about my son's future. Will his Nubian heritage be a
perpetual source of conflict as he grows up in our society, or will he
live to see an America which has evolved beyond its artificial
limitations of race?
I listened intently as you spoke of developing "Promising Practices,"
and identifying volunteer leaders who are willing to commit to study,
dialogue, and action. Let me be among those earnestly responding to
your call. Please consider me for a leadership role.
FYI, my background is diverse and non-partisan. I have an M.A. in Media
Communication, and have worked as a' production freelancer in corporate
and political media (Democratic and Republican), including television,
radio, and film. Currently, I hold a full-time staff position in
presentation media. I am also an experienced speaker and presenter
myself.
During the past thirty years, I have learned how to successfully bridge
the racial chasms that often exist between individuals or groups. In
addition to having been married once interracially, I lived in Southeast
Asia during the early 1970s; traveled to Africa as part of the
international famine relief effort in the 1980s; promoted
American-based, Pan-African reggae acts in the early 1990s; wrote an
unpublished collection of personal vignettes and poems on race in the
mid-1990s, delivered a provocative speech at the 1996 Martin Luther King
Day celebration at work (see Attachment 1 below); and emerged in the
past two years as a committed multiracial activist.
�As a concerned parent, I testified last May before Congress on behalf of
my son, as well as all other multiracial children and adults (see
Attachment 2). An excerpt from that testimony was featured on NPR's
"All Things Considered." I subsequently appeared as one of Kweisi
Mfume's guests on "The Bottom Line," his Baltimore-based television
talkshow. Additionally, several of my essays on multiracialism, and
other matters of race and ethnicity, have appeared on the most
outspoken, honest, racially progressive website on the Internet -"Interracial Voice."
Now for those of us who have been following the national dialogue
surrounding the multiracial movement, it has become painfully clear that
our society has a long way to go before coming to grips with its own
racial insanity. What we need most, right now, is a candid, rational
dialogue about the fundamentals of race and racism, including a
realistic assessment of cultural and individual behavior.
Unfortunately, the rampant hypocrisy, misinformation, and dishonesty
that accompanies most racial discussion have become our greatest
challenges.
For instance, I am particularly concerned about the semantics of race.
I gave a speech at the first Multiracial Solidarity March, held on The
Mall back in July, 1996, in which I addressed something I call semantic
equality. Among the issues explored in that speech is the inconsistency
of our racial terminology: e.g., "color-logically" the government's
racial categories should be black, white, yellow, and red; or
"geo-logically," they should be Asian/Pacific Islander, American
Indian/Alaskan Native, African, and European. (Likewise, the three main
racial groups in America should be called African-American,
Asian-American, and European-American.) On the surface this may sound
simplistic, but articulating such nuances can help us understand many
other fallacies of race.
I also questioned why we continue to allow ourselves to be called
"black" or "white" by our government, when we know there is no such
thing as black skin or white skin. (Everyone is some shade of brown,
from very light to very dark, due to the skin pigment, melanin.) The
folly and danger of defining people as "black" and/or "white" is the
accompanying semantical baggage. Black and white are opposites of each
other. So by definition, we can never, ever be the same. "Blacks" and
"whites" are semantical polar opposites. How tragic. Also, in our
society "white" is routinely associated with goodness, "black" with
badness. Obviously, we are perpetually defining and designing our own
self-destructive, racial impasses.
"Of color" is yet another dysfunctional term because it implies that
so-called "whites" are not "of color." This is a blatant lie. Everyone
is "of color," of course, again due to melanin. To say that all
"non-whites," including Japanese and Koreans with the same skin hue and
brightness as mine, are somehow members of a great,
universal-but-exclusive amalgamation of peoples is pure political
fantasy. The fact that we routinely accept this terminology as true and
valid shows just how deluded our collective thought processes have
�become.
And recently, there has been much talk about the vileness of "the
n-word," but no widespread discussion of the corresponding pejorative
term, "white boy." It is hypocritical for one term to be taboo, while
the other gets a nod and a wink. Futhermore, there exists a dishonest,
informal campaign to validate what is being packaged as a legitimate
variation of "the n-word" within the African-American community. This
subtle variant, "niggah," has become increasingly acceptable. Make no
mistake about it: "niggah" is "the n-word," but some folks apparently
believe they own the rights to it. We must confront their hypocrisy and
their internalized racism.
Against this rather curious backdrop, America's melting pot has now been
updated by well-meaning folks to become a metaphorical tossed salad.
This new premise asserts that we are all different varieties of fruits
and vegetables, tossed together in some massive, non-edible concoction
which miraculously preserves our individual flavors or heritages. But
in the rush to disavow America's time-honored melting pot metaphor, we
are embracing a flawed model which tells us, among other things, we can
never be the same because we are so rudimentarily different. In other
words, a tomato can never be a carrot, and a green pepper can never be a
head of lettuce. (Think about it.)
At least in the old melting pot metaphor we could blend together, as
members of the same species, into something distinctly American. So if
we must be transmogrified into fruits or vegetables by modern social
commentators, then at least they should give us more accurate,
species-compatible metaphors-- like apples. Yes, some are red, some
green, some golden, some a combination of others, but we are all apples.
(Again, these semantic exercises may seem frivolous to the uninitiated,
but they point out many intrinsic problems which exist in our racial
communications.)
Another example is Reverend Jesse Jackson's "Rainbow Coalition." We
racial progressives shake our heads in appreciation and acknowledgment
when it is mentioned, but have we ever considered the implications of
this semantic trap? After all, the color of human skin (brown) is not
in any rainbow. Neither are the non-colors, black or white. Have you
ever seen anyone who was any color of the rainbow? Of course not. Yes,
semantics are at the wellspring of our racial problems -- we keep
talking in terms that are deceptive, dishonest, and disingenuous.
This semantical confusion can even be expanded to encompass the very
essence of race, when it gets stereotypically framed in terms of skin
color alone. Obviously, our concepts of race are based on more than
just skin color, otherwise everyone with similar shades of skin would be
treated the same. Such is clearly not the case, and we need to
recognize that fact and deal with it.
Hopefully, the examples above shed some light on my unique perspective.
Mrs. Winston, we must start our national dialogue on race at its roots:
how we define and describe race. By delving honestly into these murky
areas, we can emerge with greater insight. I believe it is absolutely
�imperative that we discuss the nuances of racial language before we
advance to any relevant discussions of culture which is, of course,
distinct from race. One inherits his or her race; one learns his or her
culture.
Also let it be known that the real flash points of our day are not truly
issues of race -- they are issues of culture and behavior. In that
regard, all Americans are going to have to come to terms with the
controversial beliefs of cultural relativism and/or cultural equivalence
(all cultures are valid and equal). Ultimately, I believe we will find
our society needs to incorporate only the very best cultural models or
behaviors into our mainstream.
As Vice President Gore said, in his remarks at the Mayflower Hotel on
9/30/97, " ... After acknowledging and respecting difference and
establishing mutual respect, then the next step is to transcend that
difference and reach out for the highest common denominator." Or as
President Clinton said in his "Between Hope and History" speech: "We
must begin with the essential proposition that Americans are not bound
together by race, religion, or any other single distinguishing trait,
but by common allegiance to the Declaration of Independence, the
Constitution, and the Bill of Rights, and common embrace of both the
privileges and the obligations of citizenship."
In conclusion, it is perhaps ironic that the ultimate purpose of any
constructive racial dialogue must be, ideally, the elimination of race
as a legitimate consideration in the future. Mrs. Winston, I am
committed to help make that happen. I hope to hear from you soon.

A Lot to Learn
Martin Luther King, Jr., used to march with three youngsters above my
desk at work. The framed picture was meaningful to me not only because
of Dr. King's presence, but also that of a small, African-American
schoolboy in a plain white t-shirt. His notebook was in his hand and
his head was held high. Despite his humble outfit and the extreme
circumstances surrounding him, he proudly stepped forward from a long
line of civil rights marchers and out of the shadow of Dr. King. It was
�obvious this boy's spirits were bright, as he boldly walked toward his
future. That picture always made me think-- whatever happened to him?
Across the room from the picture on my wall there once sat an
African-American high school girl, bright and ambitious, working
alongside me. One day she said her teacher wanted to visit all the
work-study sites. Would I participate? I welcome the opportunity to
meet her teacher for the first time. And to give a good report on my
co-worker. When the day of the visit arrived, I returned to my office
to find the teacher sitting with her student. The two women talked,
their backs to the door. Like her student, the teacher was
African-American.
Walking in, I greeted them warmly. I immediately noticed the teacher
seemed taken aback when she saw me. After regaining her composure, she
accepted an invitation to join me at my desk. When we sat down, she
began commenting on the King picture. I told her that my strongest
connection to the image was that little boy in the white t-shirt. We
discussed the picture some more. Slowly I realized this teacher had not
expected me to be who I was. Or better put, what I was. Finally, to
her credit, she openly admitted she was surprised that a non
African-American would have a picture of Dr. King above their desk.
smiled and changed the subject, all the while thinking, "Man, this
teacher has a lot to learn herself."
Isn't it sad that people assume anyone with a picture of Dr. King over
his or her desk must be "Black"? Isn't it also sad that relatively few
European-Americans openly celebrate Dr. King's legacy? It is as if Dr.
King belongs exclusively to African-Americans. For others to claim him
as a hero is interpreted as an anomaly. Or worse yet, blasphemy.
Unfortunately, it also appears there are many who fail to see the merit
in sharing "their" hero with the rest of humanity. This is, I think,
tragic.
Each of us is part of an ever expanding, world community. Sharing our
heroes is a small, but integral part of the initiation rites for full
citizenship in this community. All kinds of people celebrate the life
and wisdom of Ghandi. Even Dr. King did. Surely all kinds of people
should and do celebrate the life and wisdom of Dr. King. His gifts are
not the exclusive property of anyone or any group, including his family.
King's genius belongs to the wisdom of the ages now. That wisdom, in
turn, belongs to each of us. None of us truly lose, when we make the
choice to share. Surely Dr. King's greatest legacy is that all of us,
regardless of race, can share his life and his always inspiring, ever
enduring vision. In that sense, King's words, "I have a dream," have
now evolved to become "We have a dream."

�Excerpted 5/97 Testimony of Nathan Douglas
I am here today on behalf of my son, Anthony, a healthy, well-adjusted
8-year-old boy who happens to be multiracial. Anthony is not a
statistic. He is flesh and blood. Bones and muscles. Intellect and
genes. And I want to remind everyone, regardless of your opinions on
the multiracial issue, 50% of my son's genes came from me. That means
he is neither "Black" nor "White." He is both. And no one should
presume to have the authority to tell him, or me, anything to the
contrary.
Now most of us know that white supremacists, using their insidious
"One-Drop Rule," tell us that one drop of "black blood" makes a person
"Black." This crazy concept is an anachronism in today's world.
Thankfully, we have reached the point in our nation's great history
where we must reject the racist "One-Drop Rule," once-and-for-all.
Supporting "One-Drop" today is like supporting the flat earth theory.
It is irrational and illogical, period. People who continue to uphold
the "One-Drop" myth, whatever their stated reasons, are major
contributors to lingering racism in America.
Ironically, among those still supporting the "One Drop Myth," and
opposing the new multiracial category, are many in the civil rights
establishment. I say to these folks, brothers and sisters, this is a
civil rights issue, and you are clearly on the wrong side of it. How
can you suggest that a group of your fellow human beings, no matter how
' large or small, must be denied their right to identify accurately, in
order to accommodate the status quo? How hypocritical! The violation
of multiracials' right to self-determination should ring loud warning
bells for every believer in civil rights.
I remind every naysayer, be they from private or public sectors, that
all previous civil rights legislation was construed to be doing harm to
someone, somewhere, somehow. People argued about the loss of presumed
freedoms or privileges; or the projected, disastrous financial impact;
or insurmountable logistical difficulties; or the accompanying social
upheaval. However, these were never legitimate reasons for activists to
withdraw. Civil rights legislation and complementary court decisions
were enacted and implemented because they were morally correct. Ladies
and gentlemen, the multiracial identifier is the morally correct thing
to do.
Multiracials deserve the right to identify accurately. And whatever the
consequences of this change, we as a society will just have to cope with
them. Yes, it may mean other legislation will have to be created and
passed. Yes, there will probably be many test cases before the courts.
And, yes, the whole process will be inconvenient to many. So be it.
Multiracials and their supporters have no reason to be ashamed of
demanding their true identity. They deserve respect, support, and
accommodation in their efforts.
I would also point out that declaring oneself to be multiracial does not
mean one will then cease being "Black," "White," "Asian," "Native
�American," or whatever. "Multiracial" has always been a term of
inclusion. If a multiracial person is discriminated against because of
one or more of his-or-her racial components, then he-or-she can still
claim discrimination based upon race. For instance, if multiracial
Tiger Woods were discriminated against because of his "blackness," he
could seek redress based upon the "black" genetic component of his
racial heritage. No one is suggesting these components will disappear
when people declare themselves "multiracial."
In conclusion, our government should stop demanding that multiracials
and their parents commit fraud, in order to maintain an erroneous status
quo. It is irrational and immoral to ask me as a parent -- or my child
when he becomes an adult -- to choose only one of his racial heritages
as a racial identifier. Exclusively calling my son "African-American"
or "Black" is a lie; calling him just "European-American" or "White" is
a lie, also. Anthony will be multiracial for as long as he lives. We
should respect and acknowledge that fact.
I leave you with an old Chinese saying which is just as relevant today:
The beginning of wisdom is calling things by their right names. I urge
you to add a multiracial category. This issue is not about what
multiracials want to be; it is about what they really are. This issue
is not about the mistakes of the past; it is about the creation of a
future in which we respect the dignity and well-being of my son and
countless other multiracials, including thousands of European-Asian
multiracials who do not fit current categories or stereotypes.
Grant Anthony, and all other multiracial children and adults, an equal
opportunity to accurately identify themselves. Grant them the dignity
they deserve. Grant them the freedom to choose.
