TALKING POINTS ON GEPHARDT AND BINGAMAN PROPOSALS
General Statement:
The President challenged everyone in the State of the Union to do their part to help
make good on a comprehensive, economic growth strategy that supports our values
and allows all Americans to share in such economic growth. That is why the President
believes anyone serious about these issues should be joining him in fighting for not
only a balanced budget, but an increase in the minimum wage, health care portability,
pension simplification, a new GI Bill of Rights for Re-employment of Workers, a
$10,000 education deduction and a Technology literacy Challenge.
As the President has said, corporations must do their part. The President believes the
best approach is to challenge companies to be good corporate citizens, look to the
longterm and treat their workers as valued assets, but we will review new legislative
proposals by our consistent standards of whether they are fair, pro-job growth, and
efficient and well-targeted.

Q: Do you support the Gepbardt proposals?
A: We will review them, but the President already has an ambitious set of legislative
proposals that we are fighting for -- including minimum wage, health reform, pension
simplification, balanced budget proposal, technology literacy challenge, $10,000
education deduction -- and he plans to focus on these and use his national platform
on challenge corporations to meet their obligations of ~rporate citizenship without
major new pieces of legislation. But, as we said, we will certainly review any new
proposals under our consistent criteria
Q: Do you support Bingaman's proposals for sweeping tax reform?
A: The President already has an ambitious set of legislative proposals that we are
fighting for -- including minimum wage, health reform, pension simplification,
balanced budget proposal, technology literacy challenge, $10,000 education deduction
-- and he plans to focus on these and use his national platform to challenge
corporations to meet their obligations of corporate citizenship without major reforms
of the tax code. While we will review some of these proposals, based on our
consistent criteria, we would have serious concerns about many of Senator Bingaman's
major tax proposals, including the tax transfer tax.

ECONOMIC. PROGRESS IN KENTUCKY UNDER PRESIDENT CLINTON
President Clinton's strategy to strengthen the economy is based on reducing the federal budget deficit, lowering trade
barriers, and empowering workers, families, businesses and communities to succeed. Here are some of the results for
Kentucky after the first 35 months of the Clinton Administration:
Improved Economic Conditions in Kentucky:
• The unemployment rate has dropped .from 6.3% to 5.3%.
• 42% more new jobs per year -- 42,982 vs. 30,250 average during the previous 4 years. In 33 months, Kentucky has
added 118,200 total new jobs, after adding 121,000 during the previous 4 years combined.
• 68% more new private sector jobs per year-- 38,836 vs. 23,075 average during the previous 4 years. In 33 months,
Kentucky has added 106,800 private sector jobs, after adding 92,300 during the previous 4 years combined.
• Over 2 112 times as many new manufacturing jobs per year -- 6,182 vs. 2,300 average during the previous 4 years. In
33 months, Kentucky has added 17,000 manufacturing jobs, after adding 9,200 during the previous 4 years combined.
• New business incorporations have increased 4%
per year.

• The Help Wanted Index has increased 56%.
• Consumer confidence is up 60% -- after falling 31% during the previous 4 years.
• Home building has increased 6% per year.
What President Clinton's Accomplishments Have Achieved for the People of Kentucky:
$15,000 OF REDUCED FEDERAL DEBT FOR EVERY FAMILY OF FOUR IN KENTUCKY: The national debt will
be more than $1 trillion lower than was projected before the passage of the President's economic plan. That's about
$15,000 of reduced federal debt for each family of four in Kentucky.
19 TIMES MORE KENTUCKY FAMILIES RECEIVE A TAX CUT THAN A TAX INCREASE: As a result of the
expanded Earned Income Tax Credit, 236,592 working families in Kentucky will receive a tax cut. This compares to an
increase in the income tax rate for only th~ 12,491 wealthiest taxpayers in Kentucky.
TAX CUT FOR 17,550 SMALL BUSINESSES IN KENTUCKY: The President helped entrepreneurs, proprietors, and
other small businessmen and women by expanding the annual expensing allowance from $10,000 to $17,500. About 17,550
small businesses in Kentucky are likely to benefit from the expansion of the expensing allowance this year alone and many
more will benefit over the coming years.
543,000 KENTUCKY WORKERS PROTECTED BY FAMILY AND MEDICAL LEAVE ACT: The Family and
Medical Leave Act allows workers to take up to 12 weeks of unpaid leave for the birth of a child, to care for a sick family
member, or if they become too sick to work. This law covers about 543,188 workers in Kentucky, and protects the jobs of
32,632 workers in Kentucky who are likely to use unpaid leave this year alone.
185,600 STUDENTS AND FORMER STUDENTS IN KENTUCKY WILL BE ABLE TO BENEFIT FROM STUDENT
LOAN REFORMS: Approximately 185,600 Kentucky borrowers-- 129,900 current borrowers and 55,700 new borrowers
in the next few years -- can take advantage of the new direct student loan program by participating directly in the program
or by consolidating guaranteed loans into direct loans. Some will benefit from lower interest rates, and all will benefit from
more repayment options, including income contingent repayment.

Dear Mr. Speaker:
The Congressional Budget Office (CBO) has prepared a prelim;naxy analysis of the
President's budgetaty submission of this date. The analysis is based on draft legislative
language or on other descriptive material provided by staff. It employs CBO's updated
economic and technical estimating assumptions. which incorporate the economic effects of
balancing the federal budget by 2002 and ue described in the CBO memorandum "Economic
and Budget Outlook: December 1995 Update." The analysis also assumes, as specified by
staff: that the projected adjustment to reduce the fonnula bias in the consumer price index
(CPI) will reduce the rate of growth of the CPI by 0.3 percentage points a year~ which is the
upper end of the range estimated by the Bureau of Labor Statistics. CBO's December
baseline assumes a reduction near the middle of the range.
Under these assumptions, the proposal would result in deficits of S153 billion in 1996
and $167 billion in 1997 and a surplus of$1 billion in 2002. ~mpared to the CBO baseline,
the proposal would reduce the deficit by $220 billion over the next five years and by $583
billion over the 1996-2002 period. Table 1 summarizes the proposed policy changes. Table ..
2 shows the ec;rimated savings from the changes in direct spending and revenues that would •
result from enactment of each title of the proposal.

President Clinton will make the cuts we need to balance the budget, but he refuses to make cuts that will
hurt our fundamental American values. He will stand against Republican blackmail if it means standing
up for for values like:
Balancing the Budget to lift the burden of debt
off our children.
Protecting Medicaid and Medicare so that we
honor our commitment to America's elderly,
people with disabilities, and children.
Investing in Education and Training. so
America's families can thrive in the new
economy.
Protecting the Environment and Public Health,
so our children grow up in a clean and safe
world.
Rewarding Work over welfare and providing
tax relief for middle class families.
The Shutdown is Breaking Those Values.

President Clinton is comitted to balancing the budget, but will not abandon his principles to do it just
because Republicans insist on keeping the American people hostage. He is fighting the strategy by the
House Republicans that is continuing the government shutdown.
Congress has the responsibility to pass appropriations that the President can sign, and to leave that
responsibility and shut down the government is just wrong. In the face of the growing and very real effect
of the shutdown, the President commended the Senate's vote to abandon the shutdown and open the
government. So far, the shutdown means that:

Funds to pay for drugs, food and supplies at
veterans hospitals ran out yesterday,
* 170,000 veterans did not receive their
December educational benefits,
* This week, the Meals on Wheels program for
senior citizens will run out of money;
* This month, half the Head Start programs in
the country will run out of money,
* The Centers for Disease Control tracking
system cannot accurately keep up with the flu
outbreak in the midwest,
* On an average day, 260 small businesses are
being denied $40 million in capital -- loans that
would create real jobs for Americans,
* FEMA's emergency food and shelter program
for people facing disasters has run out of funds,
*
The national security of the country is being
adversely affected, as is diplomacy abroad,
* We are not able to enforce our trade laws to
protect our workers and our products,
* The Environmental Protection Agency shut
down toxic waste cleanups at 32 sites across
America,
* Medicare contractors who serve our elderly are
not being paid,
• Ninety-five percent of all workplace safety
activities have been shut down,
* Ten states have run out of the funding they use
to run our unemployment insurance program,
* Hundreds of thousands of dedicated public
servants are working without pay or are not
permitted to work.

President Clinton's 7 year balanced budget
protects America's values and meets the goals of his agreement with the Republicans. In putting forth his
plan to balance the budget in 7 years while protecting America's priorities, President Clinton satisfied both
stipulations of the Continuing Resolution agreement: (1) balance the budget in 7 years; (2) while protecting
Medicare, Medicaid, education, and the environment, and adopting tax policies to help working families and
stimulate economic growth.
Now that the President has shown that you can balance the budget in 7 years using conservative economic
assumptions while protecting these fundamental priorities, the onus is on the Republicans to explain why
they insist on an extreme budget that unnecessarily disregards America's priorities and values.

The only remaining dispute is that Republicans still insist on excessive cuts in Medicare, Medicaid,
Education, and the Environment, beyond what is needed to balance the budget.

Now that the President has provided a 7-year balanced budget certified by CBO that makes room for a
modest tax cut, the only issue that divides the two parties is how much more must the Republicans cut
Medicare, Medicaid, Education and the Environment in order to fund a larger tax cut?
Republicans are insisting on these excessive Medicare, Medicaid, Education, and Environmental cuts -beyond what is needed ;to balance the budget and give a middle class tax cut -- ·for two reasons:
1)
They do not believe in the values these programs represent and
2)
They need to fund an excessive tax cut for the well-off.
REPUBLICANS Do NOT VALUE THESE VITAL COMMITMENTS:

Medicaid: They want to eliminate the guarantee of quality nursing home care and meaningful
health care benefits for older Americans, individuals with disabilitie~. pregnant women, and
poor children -- even though it is not necessary to balance the budget.
•
Medicare: They want to charge 37 million Medicare recipients higher premiums and change the
system so that it benefits the healthiest and wealthiest while allowing the traditional Medicare
program to wither on the vine -- even though it is not necessary to balance the budget.
•
Education: They call for cuts in aid for smaller classrooms, Head Start, basic skills, and
higher standards, while ending the Direct Student Loan program -- even though it is not
necessary to balance the budget.
•
Environment: They continually put the special interests over the environment and take the
environmental cop off the beat -- even though it is not necessary to balance the budget.
Republicans are insisting on these harmful and excessive cuts in Medicare, Medicaid,
Education, and the Environment -- as well as tax increases on working poor families because they insist on a large tax cut that benefits the most well-off Americans.

The Congressional Budget Office (CBO) has prepared a prelim;naty analysis of the
President's budgetary submission of this date. The analysis is based on draft legislative
language or on other descriptive material provided by stafL It employs CBO's updated
economic and technical estimating assumptio~ which incorporate the economic effects of
balancing the federal budget by 2002 and ue described in the CBO memorandum "Economic
and Budget Outlook: December 1995 Update." The analysis also assumes, as specified by
staft: that the projected adjustment to reduce the formula bias in the consumer price iDdex
(CPI) will reduce the rate of growth of the CPI by 0.3 percentage points a year, which is the.
upper end of the range estimated by the Burean of Labor Statistics. CBO's Decanber
baseline assumes a reduction near the middle of the range.
Under these assumptions, the proposal would result in deficits of $153 billion in 1996
and $167 billion in 1997 and a surplus of Sl billion in 2002. Compared to the CBO baseline,
the proposal would reduce the deficit by $220 billion over the next five years and by $583
billion over the 1996-2002 period. Table 1 summarizes the proposed policy changes. Table _
2 shows the e$imated savings from the changes in direct spending and revenues that would result from enactment of each tide of the proposal.

Capitol. He will challenge the American people to come together as a nation and face the future
together. Right now, we have reached agreement to balance the budget, cut government and provide a
responsible tax cut. In the State of the Union. the President will talk not only about what we have
agreed to for today. but also what we must do together for tomorrow.
All Americans Must Do Their Part. If we are going to seize the promise of our times, we must all
work together. Not government alone. Not individuals alone. The President will challenge Americans
to work together -- in their communities, their families, businesses, churches, schools, and in our
government-- to help Americans make the most of their own lives in the new century. We can only
meet the challenges of this new time together.

his speech:
