ABORTION RESTRICTIONS: THE ACTION IN THE STATES
According to APN's ABORTION REPORT, which tracks abortionrelated legislation, since 1/95, no state has passed a law to
restrict abortion. The following state legislatures have

ABORTION FUNDING: ISSUE HITS STATES, TOO
In Congress this week, GOP moderates kept an amendment,
sponsored by Rep. Ernest Istook (R-OK), from being considered
that would have allowed states to refuse to pay for rape/incest
abortions. But Speaker Gingrich has promised it will return.
But the issue of funding of abortions for poor women is not just
going on in DC. Just this week, at least four states debated
sta.te funding:
MD, GLENDENING "BIGGEST" DEFEAT SO FAR: In a "sharp" defeat
for Gov. Parris Glendening (D) and pro-choicers, the MD House of
Delegates on 3/15 voted 72-67 to keep MD's limits on funding for
abortions for poor women on Medicaid. MD currently pays for
abortions for Medicaid recipients only in cases of rape, incest,
life/health-of-the-mother, or in cases of severe fetal deformity.
The defeat was the "biggest" of Glendening's young admin.,
despite his efforts to lobby delegates over the phone and in oneon-one meetings. Glendening had deleted the Medicaid
restrictions from his proposed budget amendment for next year,
arguing that they had the effect of treating poor women on
Medicaid differently from all other women by limiting their
access to abortion. But opponents "questioned" pro-choice
statistics suggesting that ·most Medicaid abortions are now
performed in the second trimester due to the lengthy approval
process to obtain funding. State Sen. Barbara Hoffman (D) said
that since the House approved the restrictions "you can't fight
it in the Senate," where an end-of-session filibuster "would be
all but certain" (Frece, Balto. SUN, 3/16). It still will be
"difficult" for Glendening to find the 41 votes needed in the MD
Senate (Naylor, w. TIMES, 3/16). The vote was· the MD House's
final action before it gave preliminary approval to a proposed
$13.48 budget and passed the motion to the Senate (SUN, 3/16).
