Dear Jonathan:
I've pulled together material on three urban renewal sites located :within the City of
Pittsburgh and within easy reach of the downtown that you may wish to·consider for the 28th.
1. Pittsburgh Technology Center- a high technology office and research park currently
under development along the Monongahela River on the site of an abandoned steel (J&LILTV)
mill. One building, the University of Pittsburgh's Biotechnology Center is complete and in
operation; and, two others, the Carnegie Mellon University Research Institute and Union Switch
and Signal's Research and Development facility are under construction (the structural steel is in
the air). A city parking garage will begin construction in March. The project began with the
Caliguiri Administration and has continued through Mayor Masloff and now Mayor Murphy.
Participants include: The City ofPittsburgh, Urban Redevelopment Authority, Commonwealth of
Pennsylvania, Pitt, CMU, the Regional Industrial Development Corporation and Union Switch (by
the way, Union Switch's General Counsel is Mike Rivera, who was also a Georgetown classmate
of the President).
The site is convenient - no more than 10 minutes from downtown even in traffic. It has
lots of actjvity underway and great visuals with operating mills visible in one direction and the
downtown sk-yline in the other. And, the site is relatively compact at less than 50 acres.
2. Crawford Square- is a housing project located in the lower Hill District abutting
downtown Pittsburgh, whose first phase was recently completed and is playing to rave reviews. I
don't think it is unfair to say that a totally new living environment has been created in one of
Pittsburgh's poorest, African-American neighborhoods. The homes and apartments are
beautifully constructed, well landscaped and maintained, with a good mixture of subsidized and
market rents and reasonably well integrated. The next phase is now underway.
This project too required many actors including local government, foundations and local
lenders to make things happen. The project is located in the Council District of the late Jake
Milliones, who passed away last year. Jake was an early and avid supporter of the President; in

fact, the President, he and I attended a Pittsburgh Pirates baseball game together before the
Pennsylvania Primary.
The visuals here are terrific also -- with a rejuvenated neighborhood against the backdrop
of an urban ghetto on one side and the downtown skyline on the other.
3. Washington's Landing- is a mixed-use office, light manufacturing, housing and
recreational project under development on an island in the Allegheny River (formerly called Herr's
Island), which was again undertaken by City government and the Urban Redevelopment
Authority. A marina, several small office buildings, a tennis manufacturing facility, and site
infrastructure are in place with housing on the way.
The site formerly contained old meat packing plants and rail yards and consequently, like
the others, required the full use of government powers and subsidies at several levels to spur
development. Except for the Pittsburgh skyline in the background, in many respects you wouldn't
know you were in the middle of an urban area at this site because of its island/waterfront location.
By the way, the island is called Washington's Landing because George did just that a
couple of hundred years ago.
If you need any additional information between now and the 23d when I leave for Florida,
I'd be happy to provide it. Also, an excellent contact on all of these projects is Steve Leeper, who
is an assistant to Mayor Murphy for economic development. Prior to joining the Mayor this
January, Steve was a director at the Urban Redevelopment Authority, the agency responsible for

Jonathan Prince served in various capacities during the two terms of the Administration. He was one of President Clinton’s speechwriters, Deputy Assistant Secretary of State, and directed the public relations effort related to the fallout from the bombing of refugees by NATO forces during the war in Kosovo. This collection consists his speechwriting files which contain speech drafts, handwritten notes, memoranda, correspondence, publications, and schedules. Prince wrote most of President Clinton’s radio addresses from 1993-1997. He also specialized in dealing with domestic issues such as crime, gun control, unemployment, urban development, and welfare.
