we can do to reach a budget agreement with the Congressional leadership. In just~ou
days, the continuing resolution that temporarily funds the government will expire
t
Congress still has not produced a responsible budget that pays down the debt, saves
Social Security, strengthens and modernizes Medicare and honors the priorities of the
American people: A world-class education for our children ... 50,000 more community
police on our streets to keep crime going down ... and a steadfast commitment to preser-Ve
and protect our environment.

c ass educa ion for the children of the 21st century. America's public schools now have
the largest and most diverse number of students in our history. When those children
graduate, they will inherit a vastly different and more complex economy than anything
we could have imagined at their age. That is why, for their sake, and for the sake of our
continued prosperity and leadership in the world, the American people have wisely made
education our number one priority. That means shrinking class size while increasing
quality by fulfilling our commitment to put an additional 100,000 highly trained teachers
in the classroom. It means making sure our children are Y2K ready by ensuring that
every one of them has access to computers in the classroom. It means keeping schools
open afterschool and in the summer to give kids a safe place to learn. It means expanding
Head Start, a program that we know helps millions of young people start school ready to
learn.
~,"V::rth four days left before the continuing resolution expires, I want to do
everything I can to help reach these goals in a reasonable, responsible way. As I've said
repeatedly in recent weeks, my door is open to members of both parties willing to work
together in good faith. If we are going to finish the job the American people sent us here
to do .. .ifwe're going to reach real results on educating our children, on fighting crime, on
protecting our environment...then we must put politics aside and seek common ground,
In that spirit, I am inviting the Congressional leadership to meet with [me and] my
economic team either here at the White House or on Capitol Hill to finish our important
budget work. Yes, there are differences of opinion, but I do not believe they are so great
that we can't resolve them if we sit down together in a spirit ofbipartisanship and pledge
to put the interest of the American people first. Thank you.

Terry Edmonds worked as a speechwriter from 1995-2001. He became the Assistant to the President and Director of Speechwriting in 1999. His speechwriting focused on domestic topics such as race relations, veterans issues, education, paralympics, gun control, youth, and senior citizens. He also contributed to the President’s State of the Union speeches, radio addresses, commencement speeches, and special dinners and events. The records include speeches, letters, memorandum, schedules, reports, articles, and clippings.
