and Mayor Rendell's request to discuss the effect of welfare reform
on legal immigrants.

Bruce, I am sorry I was out of town at the EZ Conference yesterday in
Detroit.
Rich and Emily briefed me about Rich's meeting with Ron and Deborah and
our
commitment to provide draft legislative language.
I am glad that we are briefing DGA and Susan, Sheri, and Elaine tomorrow
before
we send something up to Ron.
However, I am concerned that our governor friends will be justified in not
seeing this as the "consultation" which we promised in the bifurcation
guidance. Ray and others will then have both process and substance to
argue
against us. As you know, it is my role to worry about these relationship
issues, and we know there will be unanticipated times in which we want
their
help, etc.
On a final note, I understand your desire to create some space between us
and
the states, which I think is healthy and necessary as we go through
implementation. I agree that we need to be positioned as having opposed
state
efforts to evade work requirements and as having offered a tough
legislative
proposal. ThUS, when the inevitable story comes out that some state is
using
creative accounting to avoid being serious about work, we can legitimately
claim the high ground. I just think we could go through a real
consultation
with affected parties and (since the chance of prevailing with our initial
proposal is limited) achieve the. tactical distance we need from the states

which may aggressively bifurcate.
Similarly, given the politics of individual states, we want to be in a
position
to be concerned about state practices in general we don't like (e.g.,
pulling
money out of the family support system for other purposes, lack of child
care,
refusals to implement key child support enforcement provisions). We just
want
our position to be focused on the substance, not process; and we should
stay
focused on achieving our tactical goal of distance between us and the
states,
not pushing a particular fix which may not happen on the Hill and will
only
agitate our state friends.

Background
The SEC is releasing to the public on Wednesday a report to the President and Congress
on how last year's securities litigation legislation has played out.
The report was written at the President's request. He asked for it last year after the
legislation went into effect over his veto. It examines questions like whether the number of
federal court suits has gone down and what effect there has been on state court litigation.
The report's major conclusions are summarized in the attached two pages from the report.

What's your take on the report?
A.
We just received the report last night, and have only begun to look at it. We're pleased
that the SEC has done this work, and look forward to analyzing it, along with the work
that has been done by others concerning the impact of the law.
As the SEC report
points out, it is still very early in the law's history and firm judgments on its effect are
difficult. We're pleased that the SEC report is as broad as it is -- considering not only
the impact of the law on litigation, but also its impact on investor protection and
information.
Q.
So does this mean that the President was wrong t<? veto the bill?
A.
No, it doesn't mean that. The President's veto was based on his concerns about whether
the legislation would unfairly raise the bar for injured plaintiffs to get into court. We want
to study the report to see what the SEC learned about how the pleading standards in the
bill are operating in practice. The concern is still there; we want to see how it has played
out.
Q.
During the campaign, the President told some Silicon Valley CEOs that he thought that
California's Proposition 211 should be preempted if enacted. Some of the CEOs thought
that he was gung-ho about this and wanted to do it right away, even if Prop 211 didn't
pass. Where does he stand now, and what influence will this report have on his
thinking?

When he was in California, the President was speaking against the backdrop of Prop 211,
which subsequently was roundly defeated. The SEC tried to answer the question of
whether the Act is playing out in a way that requires further legislative action at this time.
They concluded that this is not the case. If that case is to be made on the basis of other

Executive Order to Protect Children
from Environmental Health Risks and Safety Risks
This memorandum responds to questions and concerns that you raised in
generally approving the proposed Executive Order directing agencies to enhance their
efforts to protect children from environmental health and safety risks. The Executive
Order currently is scheduled for announcement by the Vice President on Monday, April
21.
We have attached a copy of the page containing your notes. First, you
suggested changes to Section 5 of the order, which requires agencies to consider risks
to children in the analysis supporting their major regulations, to make this provision less
burdensome. White House agencies revised the language according to your
suggestion, and the revised portion of the text is attached with changes indicated. You
should know that your changes were extremely well-received by the agencies, and have
helped assuage remaining concerns about implementation of this proVision.
Second, you asked whether the Vice President's office had reviewed and is
supporting the order. We are happy to report that the Vice President strongly supports
the order and is currently planning to be part of its announcement.
If the proposed changes are satisfactory to you, we will proceed with issuance of
the Executive Order.

I held the meeting yesterday with the DOJ, SSA, Neal Sher, former head of
DOJ's OSI and representing the American Gathering of Holocaust Survivors,
and Doug Bloomfield, representing the World Jewish Congress & World Jewish
Restitution Organization. Counsel's Office (Dawn),
Public Liaison (Jay
Footlik) and OMB (Melinda Haskins & Richard Green) also attended.
In summary, Messrs. Sher and Bloomfield presented a passionate argument
that SSA's proposal will hurt prosecutions of Nazi war criminals. They
want the status quo left alone and for SSA not to introduce its
legislative proposal. They presented the argument that I outlined for you
earlier: They deeply believe that some judges will act more
sympathetically toward old men who were Nazis if they can argue that not
only is the government trying to strip them of their citizenship, but the
government is also impoverishing them while they are trying to defend
their rights during the judicial process.
They think that a single bad
outcome in a case could have farreaching implications for other cases.
They admit that it is impossible to accurately predict what judges may in
fact do, but they hold the view with absolute conviction that this will
hurt prosecutions.
Obviously, everyone in attendance agreed that we shared the objective of
not wanting to do anything to compromise prosecutions of Nazis.
SSA and
DOJ explained how they engaged in interagency discussions to reach what
they jointly view as a proposal that properly balances SSA's concern about
"subsidizing the retirement of Nazis" with enforcement concerns.
It is
important to note that DOJ concedes that there remains some possible
enforcement implications, but again, they believe that this proposal is an
appropriate balancing of policy objectives.
In my follow-up with the White House attendees at the meeting, we agree
that the specific enforcement concern depends on predictions on what
judges mayor may not do and therefore does not sound fully compelling
EXCEPT that it is impossible to ignore who is raising the concern.
These
individuals are representatives of those who are the most concerned about
and the most effected by this proposal.
It gains us very little to close
this SSA loophole if taking that action is decried in the strongest
possible terms by the victims of those war criminals as undermining their
prosecutions.
And make no mistake, Messrs. Sher and Bloomfield were absolutely clear
that they and their organizations would protest vociforously.
They would
protest in the media, and they would protest in Congress. They would make
sure that it is known that the President has introduced legislation that
would compromise the prosecutions of Nazis.
On the other hand, they said that if SSA is criticized for making such
payments they would engage in whatever steps were necessary to explain to
the public, to Members of Congress, and to the media that SSA's policies

were sound and that anyone promoting an alternative view would be hurting
prosecutions. There is already at least one critical article that has
appeared (St. Petersburg Times) and SSA has been contacted by a Tampa CBS
affiliate for comment.
I think that we can anticipate other critical piec
es, and it may be picked up by the national press. Congo Bunning (R-Ky),
chair of the Ways and Means Social Security Subcommittee has requested
information about the St. Petersburg story.
Given the foregoing considerations, I
think that this is a very difficult
issue, but I have to recommend to you that we provide guidance to SSA that
the proposal should not go forward. Normally, I would give quite a bit
of deference to Justice and SSA for the product of a solid interagency
process.
Nobody wants to provide benefits to Nazis, ESPECIALLY when some
of their victims who are legal immigrants may face benefit cut-offs, but
we cannot ignore the absolute conviction of those who we heard from who
represent the victims when they say that the President will hinder the
prosecutions of Nazis with this proposal.
Dawn agrees with this recommendation based upon her participation in the
meeting.

BACKGROUND:
The current law is that SSA benefits must be cut off when a
final order of deprotation is issued agains an individual becuase that
individual engaged in Nazi persecution or genocide.
The loophole
exists, for example, for a Nazi who flees the country without an order of
deportation. Under those circumstances, SSA benefits would continue.
Of the 31 living Nazi war criminal who were eligible for Social Security
benefits and who have left the United States, only 10 have lost benefits
because of the Nazi war criminal provision in current Social Security
law.
As of March 15, 1997, 18 Nazi war criminals (almost 2/3) were being
paid Social Security benefits.
SSA found other grounds to cut off
benefits to two additional Nazi war criminals, but they could return to
the Social Security roles and the pay status of another one is temporarily
suspended.

�CELEBRATING AND PROMOTING EXCELLENCE IN TEACHING
DRAFT -- April 15, 1997
Today the President will focus on a key element of his Call to Action for American Education:
making sure there's a talented and dedicated teacher in every classroom. The President will host
the new national Teacher of the Year and the 50 state teachers of the year in a White House event
that celebrates excellence in teaching, and highlights the need for states and school districts to do
more to nurture outstanding teaching among both new and experienced teachers.
Supporting and Rewarding Excellence Among Experienced Teachers. The new National
Teacher of the Year, Cincinnati English teacher Sharon Draper, was among the first to be
nationally board-certified as a master teacher. Today the President will stress the importance of
his proposal to help identify and recognize 100,000 more experienced teachers who meet high
standards in academic content and teaching skill -- at least one for every school in the U.S. The
President's five-year balanced budget plan includes $100 million to assist the National Board for
Professional Teaching Standards (NBPTS) to finish developing content area standards and
provide access to the certification process for 100,000 teachers.
The President will also renew his challenge to states and school districts to support teachers who
undertake the rigorous national board certification process and reward financially experienced
teachers who attain this distinction. Already eight states help teachers pay NBPTS certification
fees, while six states provide salary supplements to Board certified instructors.
Doing More to Help Two Million New Teachers Get Off to a Good Start. Over the next·
decade our nation will need to hire 2 million new teachers. Yet, according to the recent report of
the National Commission on Teaching and America's Future, up to one-third of new U.S.
teachers leave the profession within three years. One reason is our typical "sink or swim"
attitude toward the critical early stages of a teacher's career. Today the President will release a
new eleven-nation study of practices in the area of supporting new teachers. The study, From
Students of Teaching to Teachers of Students: Teacher Induction Around the Pacific Rim
features in-depth case studies of promising practices in Japan, New Zealand, and Australia. For
example, in new Zealand and Japan, new teachers may be assigned to less difficult classes, and
given lighter teaching loads so they have time to work with mentor teachers to hone their skills.
The President will call on states and school districts to review and improve their strategies for
helping new teachers make a successful transition into the classroom.
Highlighting Resources to Improve Teaching at all Career Stages. Secretary Riley will
present to President Clinton a guide, prepared at the direction of the President, that summarizes
key federal resources available to school districts and schools that can be used to promote
excellence and accountability in teaching. The report provides ideas and examples of how
federal resources can be used to support local strategies for improving teaching, and summarizes
major federal programs and technical assistance providers in the area ofteaching. The President
will encourage states, districts and schools to use these resources creatively to insure that every
child has dedicated teachers who know their subject matter, are effectively trained, and know
how to teach to high standards and make learning come alive for students.

Ensuring Excellence in the Next Generation of Teachers. The 1997 State Teachers of the
Year and Deans and Presidents of some of the nation's leading teacher preparation institutions
have been engaged in intensive discussions over the past two days at Secretary Riley's National
Forum on Attracting and Preparing Teachers for the 21 st Century. The President will call on

conversation on the wording of the NSTC recommendation to establish an IWG
and the potential overlap with the task force created by the EO.

IWG and the NSTC just supports this by recommending that one be created.
Not ideal, but not all that confusing. After looking at the NSTC report
language, there is no easy way to modify it without triggering a new round

There is not a drop-dead deadline to drop a legislative proposal.
However, the urgency of deciding arises because the subcommittee Chairman
& staff who have been asking SSA as recently as yesterday where they are
on solving the problem of Nazi's getting paid.
SSA has been putting them
off saying that they are continuing to work on the issue.
There is a
technical mark-up, but this proposal doesn't have to be a technical (in
fact it may not be eligible to be a technical).
It could be offered later
as a stand-alone (or alternatively a member of Congress could offer a bill
and we could support that if we chose to)
so the 23rd is not magical, but
SSA is feeling pressure to get back to the subcommittee Chair fairly
promptly.
Also pressing is a media inquiry from the Tampa CBS affiliate that SSA has
also been holding off for awhile.
They want SSA to tell them what it's
doing about the problem.
SSA anticipates that this may be the beginnning
of a lot of bad press about how it provides money for the retirement of
Nazis.
This is a no-win situation.
We are either going to be criticized for
paying retirement to Nazis or we will be criticized because at least
several major Jewish organizations will charge us with compromising
enforcement.
There is going to be critical press whatever the decision
is. The straight policy call is probably that we should be able to rely
upon the Department of Justice to determine the appropriate enforcement
assessment and what will or won't damage prosecutions. And DOJ says they

�PRESIDENT CLINTON'S SAFE START INITIATIVE
Announcement
•
Today at the Early Childhood Development and Learning Conference, the President
announced his Safe Start Initiative to help break the cycle of violence for our nation's
youngest victims. The Safe Start Initiative will provide training to law enforcement,
prosecutors, school personnel, probation officers, and other professionals to better .
respond to the needs of children exposed to violence in their homes and communities.
The Problem
•
Throughout America, millions of children are exposed to violence at home, in their
neighborhoods, and in their schools. Children's exposure to violence has been
associated with increased depression, anger, substance abuse, and lower academic
achievement.
•
In a study conducted at Boston City Hospital, lout of every 10 children seen in their
primary care clinic had witnessed a shooting or stabbing before the age of 6-- half in their
homes and half in the streets. The average age of these children was only 2.7 years-old.
•
Children who experience violence either as victims or witnesses are at increased risk of
becoming violent themselves. These dangers are greatest for very young children who
depend almost entirely on their parents and care givers to protect them from harm.
The Safe Start Initiative
•
The Safe Start Initiative will provide nationwide intensive training and technical
assistance for professionals who come into contact with children that have been exposed
to family and gang violence, violence in their community, and abuse or neglect.
•
The Safe Start Initiative will give individuals who respond to children in violent
situations new partners; a training and technical assistance center with a team of expert
practitioners who can train others will be developed under the Initiative.
•
Up to 20,000 professionals who work with children from 50 communities can receive
Safe Start training including: law enforcement, mental health professionals, prosecutors,
school personnel, and probation and parole officers.
•
The Initiative builds on the Child Development-Community Policing Program (CD-CP)
model started in 1991 between the New Haven Department of Police Services and Yale
University School of Medicine. In fiscal years 1995 and 1996, the Department of Justice
provided additional funding for the CD-CP to expand the model program to more sites
and provide training to a wider range of individuals who come into contact with young
children.
•
The Department of Justice will allocate $700,000 of fiscal year 1997 discretionary
funding to pay for the Safe Start Initiative.

PURPOSE
To call attention to new scientific research on brain development in very young children
and practical applications of these findings. This is also 'an opportunity to demonstrate
your commitment to enhancing the development of young children and highlight the
Administration's efforts to strengthen families.
II.
BACKGROUND
You and the First Lady will be hosting two panel discussions, the Vice President and Mrs.
Gore will be joining you for the afternoon session. During the morning session of the
conference, leading researchers and child development experts will discuss the new
research and what it means for parents and caregivers. The morning session will be
broadcasted to approximately 100 satellite sites where subcanet officials and other
regional leaders will host similar panels. The afternoon session will highlight model
community efforts to support parents and enhance early childhood development. .The
First Lady will moderate the afternoon session.
This conference builds on the Administration's investment in children and families. The
Administration has invested heavily in research to help us better understand the
importance of the first few years of a child's life, including increasing the funding for
NIH's childrens research by 25%, from $1.3 billion to $1.6 billion, between 1993 and
1997. In addition, the Administration raised funding for Head Start by 43% over the last
four years and created the Early Head Start program to support families with children
ages zero to three. Your FY 1988 Budget further increases participation to reach
122,000 more children in FY 1998 than when you first took office. The Administration
also dramtically increased partipation in the WIC Supplemental Nutrition Program.

�This conference is an opportunity for you to announce the following new policy
announcements:
•
Executive Memorandum to DOD: Based on reports from child care experts that
the military child care system is now the best in the country, you will be issuing an
executive memorandum directing the Secretary of Defense to use the Department's
expertise to help improve child care across the nation. The memorandum urges the
Department to consider: (1) creating partnerships with civilian child care centers in
the community to help them improve quality; (2) providing training courses for
civilian child care providers; (3) sharing the materials and models for worker
training, accreditation and evaluation, facility design, financing, and other
ingredients of the military's success; and (4) working with States and local
governments to enable military child care facilities to serve as training sites for
welfare recipients moving from welfare to work.
•
Children's Health Initiative: You will announce that the Association of American
Medical Colleges issued a letter of support for your children's health proposal. Your
FY 1998 budget proposal includes a children's health initiative that will extend
coverage to up to 5 million uninsured children by the year 2000 by strengthening
Medicaid for poor children, building innovative State programs to provide coverage
for working families, and continuing health coverage for children of workers who
are between jobs.
•
Expanding Early Head Start. The Department of Health and Human Services is
requesting proposals for new Early Head Start programs to expand Early Head Start
enrollment by one-third next year. Created by the Clinton Administration in 1994, the
Early Head Start program brings Head Start's successful comprehensive services to
families with children ages zero to three and to pregnant women.
•
America Reads Early Childhood Kits: "Ready, Set, Read." America Reads is
releasing early childhood development activity kits that offer suggestions to families and
caregivers about developmentally appropriate activities for children ages zero to five.
They will be distributed in May to early childhood programs across the country and to
callers to the Department of Education's 1-800-USA-LEARN hotline. (The kits are
being handed out to all of the participants and press at the conference.)
•
Safe Start. The Department of Justice is establishing "Safe Start" to change the way law
enforcement officers respond to children who are the victims of or witnesses to violence.
The program will provide training on early childhood development to community police
officers, prosecutors, probation and parole officers, school personnel and mental health
providers. It will better prepare law enforcement officials to respond to young children
exposed to violence and can help prevent today's children from turning into tomorrow's
criminals. The initiative is built on the successful partnerships between community
police officers and mental health providers funded by DOJ in New Haven, Connecticut

Welcome to the White House Conference on Early Childhood Development and
Learning.
Welcome to those who are here with us in the East Room today, and to the thousands
who are joining us via satellite from universities, hospitals, and schools around the country.
Nearly 100 sites in 37 states.
At first glance, it may seem odd to devote this august space to talking about babytalk.
But that discussion has never been more important. Because science, as we will hear from
the experts who are with us today, has now given us a blueprint for child development in the
earliest years of life. Revolutionary new work has confirmed what many parents have
instinctively known all along: that the song a father sings to his child in the morning, a story a
mother reads to her child before bed, are some of the most important and lasting transactions
Americans can have. They lay the foundation for a child's life. And, in tum, for our nation's
future.
So the President has convened this conference with a clear mission: To give the leading
experts in the field of early child development -- scientists, pediatricians, researchers, and others
-- the opportunity to synthesize their discoveries, make their insights accessible, and to put this
invaluable body of knowledge at the service of America's families.
But not America's families alone. This information is crucial for anyone in the position of
leaving an impression on a child's growing mind: Day-care workers. Teachers. Doctors and
nurses. Television writers and producers. Government policy-makers. The list goes on. The plain
fact is: The responsibility for raising happy, respectful, well-adjusted children who will then
grow into happy, respectful, well-adjusted and productive citizens reaches far beyond any
individual family's front door. It belongs to all of us.
It is astonishing what we now know about the young brain and about how children
develop. Just how far we have come is chronicled in a report being issued today by the Families
and Work Institute entitled Rethinking the Brain. Fifteen years ago, \ye thought that a baby's
brain structure was virtually complete at birth. Now we understand that it is a work in progress -and that everything we do with a child has a good or bad physical influence on the rapidly
forming brain.

�A child's earliest experiences -- their relationships with parents and caregivers, the sights
sounds and smells and feelings they encounter, the challenges they meet -- determine how their
brains are wired. The brain shapes itself through repeated experience. The more something is
repeated, the stronger the neuro-circuitry becomes. The connections, in turn, can be permanent.
In this way, the seemingly trivial events that a baby cannot recall -- hearing a song, getting a hug
after falling down, knowing when to expect a smile -- are anything but.
For the first 3 years of their lives, children are laying down the fundamental circuitry that
will last them for as long as they breathe. They will learn to soothe themselves when they are
upset, to empathize, to get along. These experiences can determine nothing less than whether
children will grow up to be peaceful or violent citizens; focused or undisciplined workers;
attentive or detached parents themselves.
We have reached the point where our understanding of a child's mind is catching up with
our understanding of a child's body. During the first part of the 20th century, science built a
strong foundation for the physical health of our children: Vaccines for polio and measles; a
knowledge of nutrition; a score of other remarkable, life-saving achievements. The last years of
this century are yielding similar breakthroughs, but for the brain. We are completing the job of
primary prevention. We are coming closer to the day when we will be able to ensure the
well-being of children in every domain -- physical, social, intellectual, and emotional.
I have very high hopes for this conference. There are, however, two things I hope it will
not do.
The first is to burden or overwhelm parents. Parenting is the hardest job in the world. The
information we offer today is meant to help parents, not to imprison them in a set of rules. If you
forget to read to your child one night, it's okay. There won't be any scars. Think of this
conference as a map. And like any good map, it shows you lots of different ways to get where
you need to go.
I should add that many American parents have been asking for just such a map. A new
survey from the National Center for Infants, Toddlers, and Families shows a real hunger, on the
part of parents, for knowledge on how they can playa positive role in their child's early
development. I hope this conference will answer their call.
The second is to create the impression that once that third birthday rolls around, the
important work is over. The early years are not the only years. The brain is the last organ to
become fully mature anatomically. The neurological circuitry for many emotions isn't completed
until a child reaches 15. This, I think, is reason for tremendous hope. It means that there is always
the chance to save a child. And it has special relevance for adoption: adoptive parents can make
an enormous difference -- even for older children.
That said, here's what I hope this conference will accomplish.

�I hope it will get across the revolutionary idea that the activities that are most fun to do
with your child are also the best for his or her development: Singing, playing games, reading.
Some of my best memories are of reading to Chelsea -- even ifI fell asleep in the middle of
Goodnight Moon. Reading to her when she was young was ajoy to Bill and me. We think it was
ajoy for her. But we had no idea that it was literally turning on the power in her brain, firing up
the connections that would enable her to speak and then to read.
I hope the science presented in this conference will ease the minds of parents whose
children are in day care. Good care is good care -- whether that care is given at home or at a
day-care center. This conference will provide a template for what that care looks like, ensuring
that even more young children get the attention they need to grow up right.
I hope, too, that this conference will drive home a simple message -- one supported, in
great detail, by a report being issued today by the President's Council of Economic Advisers: If
we commit ourselves now to modest investments in the sound development of our children -including our very youngest children -- we will lay the groundwork for an American future with
increased prosperity, better health, fewer social ills, and ever-greater opportunities for our
citizens to lead fulfilling lives in a strong country.
Every child needs the stimulation of learning, reading, playing, singing and love to really
reach his or her highest emotional and intellectual potential. Children can lose out long before
they even get to preschool. And we cannot afford to lose even a drop of the potential of our
nation's children. It's a stark equation: invest now, or pay later.
There's a line from the Talmud that says every blade of grass has an angel over it,
whispering grow, grow. Well, we must be angels unto our children. We knew this instinctively.
Now we know it scientifically.
I am pleased to introduce someone who has been saying this for a long time -- maybe not
quoting the Talmud, but certainly expressing the sentiment. And who, as President of the United
States, has acted on these beliefs -- putting the security of children at the very center of national

on learning and development. I believe we all have a role to play in making sure that all of our
children have a strong and healthy start in lik.

Today, the President urged the Secretary of the Department of Defense to use the military's expertise to
improve child care across the nation.
Building on Success: Learning from the Military.
Child care experts believe that the military child care system is now the best in the country. Military
child care programs serve the families of men and women in the United States armed forces and the
civilian employees of the Department of Defense. In developing its child care system, the Department
of Defense has learned how to make a difference in the day to day lives of children. The military
child care system is noted for: (1) high quality standards, including a high percentage of accredited
centers; (2) a strong enforcement and oversight system with four annual unannounced inspections and
a 1-800 hot line for parents to report concerns; (3) mandatory training for child care providers; (4)
relatively generous wages and benefits tied to continued training and education; (5) a system of linking
up and providing needed support to individual home care providers; and (6) sufficient funding to make
quality child care affordable.
Leading the Nation in Child Care Accreditation.
Most notably, the Defense Department today leads the nation in achieving child care accreditation:
72% of all of its child care programs have been accredited, compared to 5% nationally. Most of the
Department's success in meeting accreditation standards has come recently: the National Association
for the Education of Young Children has accredited 337 of military child care facilities today, as
compared to 55 in 1992.
A ChaJJenge to the Defense Department.
The President issued an executive memorandum to the Secretary of Defense, directing him to use the
Department's expertise to improve child care in communities across the nation. The memorandum
urges the Department to consider: (1) creating partnerships with civilian child care centers in the
community to help them improve quality; (2) providing training courses for civilian child care
providers; (3) sharing the materials and models used by the military for worker training, accreditation
and evaluation, facility design, financing and other ingredients of their success; and (4) working with
States and local governments to enable military child care facilities to serve as training locations for
welfare recipients moving from welfare to work.

�CLINTON ADMINISTRATION'S SAFE START INITIATIVE
Announcement
•
Today at the White House Early Childhood Development and Learning Conference, the
President announced a new Safe Start Initiative to help break the cycle of violence for our
nation's youngest victims. The Safe Start Initiative will provide training to law
enforcement, prosecutors, school personnel, probation officers, and other professionals to
. better respond to the needs of children exposed to violence in their homes and
communities.
The Problem
•
Throughout America, too many children are exposed to violence at home, in their
neighborhoods, and in their schools. Children's exposure to violence has been
associated with increased depression, anger, substance abuse, and lower academic
achievement.
•
In a study conducted at Boston City Hospital, lout of every 10 children seen in their
primary care clinic had witnessed a shooting or stabbing before the age of 6, -- half in
their homes and half in the streets. The average age of these children was only 2.7
years-old.
•
Children who experience violence either as victims or witnesses are at increased risk of
becoming violent themselves.
The Safe Start Initiative
•
The Safe Start Initiative builds on the Child Development-Community Policing Program
(CD-CP) model started in 1991 between the New Haven Department of Police Services
and Yale University Child Study Center.
•
In fiscal years 1995 and 1996, the Department of Justice provided funding to expand the
model program to more cities: Buffalo, NY; Charlotte, NC; Nashville, TN; and Portland,
OR. The Safe Start Initiative will increase the number of these regional demonstration
sites in which community police officers partner with mental health clinicians to provide
rapid and effective treatment to children exposed to violence.
•
The Safe Start Initiative will also provide nationwide intensive training and technical
assistance for professionals who come into contact with children who have been exposed
to family and gang violence, violence in their community and schools, and abuse or
neglect.
•
Up to 20,000 professionals who work with children in communities across the nation will
receive Safe Start training including: law enforcement, mental health professionals,
prosecutors, school personnel, and probation and parole officers.
•
The Department of Justice will allocate $700,000 of fiscal year 1997 discretionary

<p>In 1999 President Clinton nominated Kagan to the U.S. District Court of Appeals, no hearing was ever scheduled and she was thereby never confirmed.</p>

Circuit) in1999. Her nomination expired in 2000 without Senate action. The files in this opening contain records from the White House Staff and Office Files, Counsel’s Office and Presidential Personnel, concerning her nomination.
