Vfith regard to the investigation currently being ,~
conducted by the Federal Bureau of Investigation incoIlnection
with transactions in the United states involving foreign funds,
I wish to advise that a very 1,~,rg8 amoUnt o,f investigative
activity is presently being expe'nded in an effort to determine
definitely whether the funds of certa.in foreign countries in
the United E:tntes are being used in connection with hostile
activities directed against the national defense of this
cpuntry" '111e most expe,ditious investigative ,attention pessible
under the circumstances presently .is being given with rega.rd
to the mat er of inve'fltigc-:.ting the possibility th&.tDGerman,
italian, French, Japanese and Russicm funds arE3 being uS8d1"'or
activities detrimental to the nati')nal defense o'f the United
States with reg2rd to espionage, sabotage, propaeanj.a activi
ties or otherwise. An increasingly large numbElr of Agents is
being e~{clusively aSI3igned to this type of investiga,tion and
the volume of inves tigative activity nece sar,-in connection
therewit.h is constantly increasing at avery rapid r8.te.
As an illustration of the amotmt ,of investigative
activity being expended in this connection, I wis11 to point
out that in the 'City of New York alone there are be~ieved to
be a.t least three tho,usand, seven hlindr d foreign accounts,
which should be very carefully and minutely scrutinized as to
daily activity relative to the possibi~ity that funds from
these accounts are being utilized in connection with sub
versive activities within the United States. The above humber
does not, of course, take L'1to accomt at all the large amount
of investigative activit~r entailed in connection with in
vestigating additional accounts into which funds from the

realized that the circumstances referred to above require the
d~.tailing of a large amount of, investigative. personne1 ;to:

with rep.;a:rd to French funds in th~Unit~d States was referred
to above. However, I should, of course, point out that in
vestigative activity necessary in this connection is negligible
when. compared with the amount of activity necessary in con- '
nectio~ with the funds of such countries as Germany, Russia,
Italy and Japan,due, in large measure, probably, to the fact
that a'rigid system of control is being exercised in the United
States of French funds. Inasmuch as no system of control is
being. utilized with regf.trd to Germa.n, Italian, Russian and
J'apanese foods,' there is a much larger number of constantly
active accooots,some of which are particularly significant
and import~mt, and it has not been possible to definitely
determine the use to which a large amount of these foods is
being :out.
It has not been possible, to date, to cover every
German, Italian, Russian and Japanese account due to tbe
tremendously large amount of personnel which this would require.
Efforts are being made to closely monitor a total of one
hundred and seven German, Italian, Japanese and Russian'
accounts in one city alone, these being distributed among
twenty-four large and important banking institutions.
As an illustration of the neces~ity for constant in
vestigative activity relative to accounts of this kind, it
will be recalled tbat recently information was obtained in
dica.ting that representatives of the Italian Government were
taking funds in excess 6f four million dollars to two Latin-·
American c0untries within tbe Western Hemisphere, following
cash withdrawals totaling the above amount from banks in the
United states. Specific informa.tion is not possessed as to
the exact purpose for these transferals, although it is, of
course, highly significant that such large transfers of cash

should be handled by messengers rather than through banking
facilities.

the Federal Bureau of Investigation at the present time. The
German Library of Information, a well-known German propaganda
agency in New York City, is known to have received a quantity
of funds withdrawn from the account of the German Consulate.
Upon at least one occasion, funds from a foreign bank account
within the United states have been traced to an individual
definitely knO\'1Il to be in constant association with a group
of foreign espionage agents.
The above is being furnished for your info~m.."l.tion,
as I particularly wanted you to lmowof the activities being
conducted by the Federal Bureau of Investigation in 'connection
with foreign funds within the United States, and you may be
assured that additional information of interest will be

the Cincinnati Field mvision to report the following information.

SIM.MONDS is a German-:Jew vlcw was for some time one of the leading.
directors of a Berlin bank, named' R~ichs Credit Gesellschaft. This bank, ac
cording to the complainant, was' partly owned'by the German.goverIl1J1ent. Accord:'"
ing to }'.1ARCDS, SHUVIOf\TDS, because of ,his high connections with this bank became
a close personal friend of HJALMA.~HACHT, Nazi Minister of Finance. MARCUS
went on to relate that becanse of SIMMONDS'Jemsh descent he was forced to
leave Germany in approximately 1935 or 1936.' MARCUS asserted that SCHACHT
assisted SIMMo~ms in his deP8.:rture from Germany.
Hter leaving Germany SD{;MONDS settled in Holland 'Where he engaged
in the private banking busine5s. MARCUS advised that he last saw SIMMONDS
when he', MARCUS, was ~siting in Europe in 1938. At thB.t time it was SDAMONDS'
desire to come to th.e United States, but ~'or some reason he was unable to se
cure the necessary permission to come to this country. Subsequently he went
to Argentina where he is/pre,sently residing in Buenos Aires •

MARCUS stated that not long ago he had received a letter from the
subject's wife, ANNIE, who y.,rrote tha ther husband was now the representative
of a Swiss Insurance Company. .she did not set forth .the name of the company,
however. She furtter y.,Tote that they were very much pleased with the busi
ness that the compa,ny ,,,,,as dOing, and that in the last year it had been ex-:
panded so that tbere were now thirty employees in the office of the company·
alone. She remarked in the letter that the business had expanded until it was
now much larger than they had ever hoped it would be.
·YARCUS ad·.rised that his purpose in coming to the FBI was that he
had been reading in the local newspapers' recently that various of the high
Nazi officials in Germany were transferring or attempting to transfer funds
from Germany to Argentina by way of international banking.channels in Switzer
land. He also recalled that.. specific mention had been made in one ae coun t of
an allegation that Swiss insurance companies were being used for this purpose •
. JrJ..RCUS stated that to the best of his knowledge the subject had always been a
most decent and honest individual but that he felt the above circumstances
were such. that they should be called to the attention of !he proper

Relative to MARCUS it is noted that on June 10, 1940 Commander
G. H. BOli\I}§AN, U. S. Navy, advised that he had been informed by a confidential
_ nformant of bis that MARCUS was pro-Nazi. He further informed this office

that, according to his inforrr.ant, MARCUS was born in Germany in 1890 and is
the son of TREODOR PH. MARCUS, who is president of the Berlin Stock Excha!1g~.
It was further rioted that MARCUS ar~ived in the United states in 1939 and se~
'cured his first citizenship papers in this country after theautwnn of that
year.

Reference is niade to. the various. te;t.ephonic conversations
had with the Bureau at which time this .Office was instructed to ascertain
mechanics for the obtaining of Rileckwandermarkso It will be recalled
that the Bureau. suggested that i f possible. a purchase of Rueckwandarmarks
should be made inarder that all of the various steps and processes that
an individual must pass through to obtain this item of .currency would be
known. As the Bureau has been informed, due to the fact that the German
Consul must O. K. an applicant for Rueckwandermarks, it has not been
deemed advisable by the writer to have any of the confidential informants
of this Office effect a purchase.

The following information bas been obtained, however, through
a confidential source and there are being transmitted herewi. th photo
graphic copies of certain correspondence relative to Rueckwandermarks
which have been obtained through the above mentioned source of infermation.

The first photographic copy relates to a Rueckwanderer appli
cation. It is believed that the application is self-explanatory. It
will also be noted that the~e is a paragraph to' the effect that a state
ment must be: obtained from the German Consulate to the effect that they
have no objections to the Raeckwanderer returning to. Germany to re-establish
permanent residence.

For the further adv~e of'the Bureau, Confidential Informant
01, of this Office whose identity has been previously furnished to the
Bureau, has advised that it. is the contemplated program of the· Gen:nan
Government to extend Rueckwsndermarks policy to all conquered countries.
By such expansion all Poles, Czechoslovakians, Frenchmen, etc., will be
induced to convert their ~vings in this country into so-called Rueck
wandermarks. '

I might set out hereinafter same information that has' been
furnished by Confidential :tnforro.a.nt Cl as to the various steps that. are gone
through on the part of an applicant for Rueckwandermarks:
The applicant will approach an Agent who- is handling Rueck
wandermarks. For the sake ofe.XplanatioIi, 'let us assume that an indivi
dual has $10,000 which he desj,res to convert into Rueckwandermarks. The
rate of exchange at the present time of writing on an American dolJar
is 4.10 marks. The applicant upon expressing. his desire to make such
conversion is furnished with a Rueckwanderer application similar to the
one portrayed. in the photographic copy above referred to. Upon the
proper execution of this application the matter is turned over to the'
German Consul in order that some check can be made to ascertain if the
applicant would be a desirable resident of Germatly. The applicant is
then called upon to appear personally before a Consulate representative.

It has been explained to Confidential Informant Cl that the main purpose
for this personal interview is for a Consulate representative to satisfy
himself that ~~ere is no undesirable racial background on the part of the
applicant. As soon as ~he Consulate official has furnished approval of
the applicant, the applicant turns over his $10,000 to the agent. The
agent then issues a tempoz·ar.r receipt and the money is forwarded to the
Chase National Bank in New York City. The Chase National Bank then
advises the Deutsche Bank of Berlin, Ge~, of the fact that the
applicant has turned in $10,000 for conversion into Rueckwandermarks
and that the applicant should be credited for a similar amount of
Rueckwandermarks in his name in the Deutsche Bank and at the same time
the Chase National Bank makes available to the Deutsche Bank $10,000 in
American money. The Deutsche Bank is then allowed to employ these
monies in any way that it sees fit.
In some instances, according to Informant Cl, these American
dollars are utilized to payoff debts of the German Government in the
United States. ,All that the applicant or the payor has is a receipt
which is final1;r issued by the Chase National .~ advising tha:t $10,000
has been converted into Rueckwandermarks and that these marks have been
credi ted to his ru;une with the Deutsche Bank in Berlin, Germany.
Further, that in accordance with arrangements made with the Deutsche
Bank the applicant can obtairi these Ruecki'Vanderma.rks upon personal appear
ance with his Rueckwanderer receipt in Berlin, Germa:r:r;y. The agent handling
Rueckwandermarks receives his compensation in the amount of 4% of each
transaction and. this money is remitted by the Chase National Barlk to,
let us say, Hautz & Company who might, be the agent in this particular
instance upon the entire transaction being completed abroad.
lbe Informant also advises that the Chase National Bank is
the fiscal agent for·the ReichsBank and Deutsche Bank here in the U~ted
States and some information ,has been developed.. by the informant indi
cating that the, Chase National Bank is the fiscal agent from a banking
standpoint in the United States for the entire ,German Government.
Natural1;r, once the Applicant has turned over his $10,000 to the agent for
Rueckwandermarks he no longer can obtain a return of those monies except
upon personal appearance in Berlin, Germany, at Which time he will not
be reimbursed in American money, but on1;r in Rueckwandermarks of the
German GOve~ent.

cerning funds now :i..I1the possession of Gemans, Russians,
Italians, Japanese and French which might be used for purposes
of propaganda, espionage, sabotage or other purposes against

At ,the Riggs National ~.ank, in the absence of Presi
dent R()3ER~LEMING,Fir·st Vice-President GEORGE AnASS was
•contacted by Special Agent N. D. VALENTINE. Mr. VASS was most
cooperative. He recalled the German operations in this coun
try prior to and during the last war. He stated the German
method was very crude - haVing fundS on deposit. in the Riggs
Bank at that time and drawing upon them by ,check.' He recalled
tha~O~APEN had in his possession canceled checks~of this
type which were recov:ered by the British Intelligence. Mr.
VASS stated these foreign countries have "smartened up II since
then, and stated that in his opinion the last place where they
would have monies on deposit for use in financing these types
of operations would. ~~~E2::~,~n" l?"C, ,
Mr. VASS stated that at present the Riggs Bank, has
most of the Embassy accounts, however, they are maintained ex
clusively for the current expenses of the particular embassy.
He stated that examination of these accounts 'WOuld reflect
nothing unless the canceled checks were available for examina
tion. '!hese checks are picked up monthly and thereafter the
Bank has no record of the payments made therefrom except as to
amounts.

are main tained. He stated the deposits therein would not
come from the officials in Washington but rather fran. abroad.
The accounts would be in the name of a foreign corporation
or perhaps in the name of sane one of the consulate staff.
He 'stated in no event would they be maintained in Washington
where the diplomatic officers "WOuld be suspected or vulnerable.
Mr. VASS stated that the Germans, Italians, Russians and
Japanese all have bank accounts scattered throughout the coun
try - but not in Washington except for current expenses of
their respective embassies.
Mr. VASS was of the opinion that subversive and
other activities of like nature require money, and whereas
in the more conun.on types of crime, the saying is "find the
woman," in these types of activities the slogan should be
"find the money." He further stated 'he felt investigation of
this matter should have been undertaken months ago and is

Agent N. D. VALENTINE interviewed Mr. CORCORANtmoM, PreSident,
who was very cooperative. He stated his bank-has none of the
accounts of these embassies or their officers. He was positive

however that examination of any embassy account, and accounts
of ambassadors and ministers would show nothing, as each of
them would know from the experiences of the last war that
such account would be liable to inspection. He stated he
had no doubt but that Germany in particular has this country
well "planted," but does not believe· thie funds would be in
Washington or supplied from here.

It was the observation of Mr. THOMthat monies for
this work would be placed in the largest banks in the East
especially in New York City where large accounts are the rule.
He stated in his bank there are very'few accounts which run
to large figure s and they are consequently known to the key
men of the bank. It was his suggestion that each bank presi
dent in the larger cities be contacted and arrangements be.
made to have the banks I key men check, note and report any
th:ing unusual in the accounts of customers, indicating pos

, Company, advised SpecJ.al Agent JOHN W. CORE, that they had
had inquiries. and discus'siqns of such matters with other
bankers in the city and that approxiIilately three weeks ago
the bankers held a conference at which it was mentioned
that agents of the Naval Intelligence had made reque sts'
similar to the Bureau' srequest, in this instance, and that
it was' arranged for Mr. ROBERWLEMllfING of the Riggs National
Bank to endeavor' to ascertain information as to certain indi
viduals' accounts through the banks, thereby shortening the
investigating officer's search. They indicated the bankers
considered it impossible ~ locate any accounts of any sig
nificance in the banks in Washington. They also indicated
that the banks had been instructed to, and Were infCll."'ming
the Federal Reserve Bank at Richmond of aliens receiving
funds from foreign countries and also Americans receiving
funds in a foreign country.
Relative to alien accounts at the bank, the Officers
adviSed that Most Reverend A. G"; CICOGNANI, 3339 Massachusetts
Avenue who is Apostolic Delegate from Rome, has had large
accounts at their bank. However, these accounts have been
.at the bank for years and are not regarded 'as significant,
particularly in view of the fadt that they have not shown any
change as a result of the war. They did mention that as funds
come in to one of these accounts from citizens and congegations
throughout the United States, the fUnds are sent to tM
Catholic Church in Rome.
They also exhibited a letter,fas of poss:ilile interest
dated September 26, 1940 from Major R]\cHALTCHI, Representative
of the Imperial Iranian Air MissioIl, which inquired as to
whether the bank would pay interest on cUrrent accounts and
whether it would allow irrevocable letters of credit to go
through to American manufacturers, both of; which questions
were answered by the bank in the negative.

'!hey also said'that R. M~TEV'ENSON, a former U.
S. Delegate to Berlin used to send money to the bark and
then instruct it to be dispersed to individuals of German
name, however, he has not followed this practice for more
than a ,year and it is their understanding that he is now
in the United States.
These two gentlemen requested that their names
not be mentioned ih the event the Bureau endeavors to effect
arrangements with Mr. ROBERT FLEMMING at the Riggs National
Bank to obtain information concerning individuals' bank
accounts. It should be pointed out that Mr. FLEMi'..uNG can
more readily trace an individual's account in connection with
a specific investigation, rut would be of no more assistance
than the other bankers ~n connection with this general inquiry.
'!he Munsey Trust Company records daily all large
deposits made and the Officers of the bank go over these daily
lists and are familiar with all ts-Wge and fluctuating accounts.

a stockholder in that bank.

Summarizing, the Federal Reserve Bank at Richmond,
is possibly able to furnish information'sent than by the
various bank in its dis trict as to all aliens having bank
accounts. Similar infomation shoul,d be available in other
Federal Reserve Districts. Arrangements have been made b.Y
Naval Intelligence whereby infonnation desired as to an
individual accounts is handled through Mr. ROBERT' FLEMMING
of the Riggs National Bank, and similar arrangements can be
made for this office ir the Bureau desires.
In the absence of further'request from' the Bureau,
no further investigation is being made by this office.

Informant stated that the gold referred to in the Bureau's
letter may be a. pa,rt of the gold stolen by Russia and Germany from
Poland after the invasion and collapse of Poland.' He stated that
Poland had approximately $84,000,000.00 worth of gold before she was
invaded, but that part of' it was moved secretly. through the Balkan
countries and loaded onto a French battleship and transported via the
Mediterranean to France; that the balance, if any, was undoubtedly
divided up between Germany and lLussia as the spoils of war, in the
same manner as Polish tercitory "ias divided up.
Referring to the transaction itself, Infonnant stated
.that it may be that Germany is using "-'ussia as a medium of selling
her gold to the United states for the purpose of obtaining credits in
the United States which could be used to purchase supplies. . It was
suggested that the gold in question 'could have been a part of the '
$11,000,000.00 shipment received at the United States Mint in San
Francisco from the Hussian Government during the latter part of Sep
tember, 1940 •. He stated that this was an unusual shipment, as ~ussian
gold is usually shipped by the "~uss~ Government ,directly to the
Chase National Bank of the tity o:VN:} York,~p,~re it is presumed
to be credited to the account of th~Amtorg 1':i'ading Company. This
is the only shipment of its kind rec~ived at San Francisco to
Informant's knowledge, except for a shipment of $5,555,000.00 worth
of gold received at the United States Mint in San Francisco from the
Russian Government during February i940. . He stated that the balances
or credits of the Russian Goverrunent, or its representatives in the
United States are built up at the Chase National Bank of New York
through the importation of gold, and that the funds are presumably
being used in the United States for the purchase of supplies for
export to Russia.

at the Chase National Bank of· theCHy of New York might be productive
of more definite information than that available through sources at
San Francisco in view of which no further investigation is contem
plated by this office unless requested by the Bureau.

Dear Sir:
On Monday, October ,28, 1940, Special Agent (A) Joseph
A. Genau obtained a list of banks and European countries from
William H~Suydam, vice president J foreign department, C~!l~~<!ll
Hanover Bank and Trust Company ol.t'New Yorkj''rjO Broadway, New
York City, and when this list was turned over to Agent Genau by
lf~. Suydam, the latter remarked that he was surprised to notice
that no request had been made for banks in South America and
Mexico, especially Argentina and Mexico; ,that he believed that
if' any espionage activities were engaged in'by the Germans and
Italians, funds for this purpose may come through the South
American countries, especially Argentina and Mexico. Agent
Genau informed Mr. Suydam that this matter would be brought to
the attention of the New York office.
On October 28, 1940, Mr. H. Lf'sinuns, comptroller of
the Bankers Trust Company of New. York, and Mr. F. S. Neuman,
auditor of the Bank of the Manhattan Company, advised Special
Agent (A) Carl A. Herring that they were surprised that a request
had not been made for a list of the South American banks, in view
of the fact that ,there was a large volume of transactions r~

1938'Theodor.f/f,0:{f\knoop, commercial attache of the German Consulate
General in New York City, telephonically contacted him, Meili,
from the German Embassy in Washington,D. C., on some Saturday
in that month, the exact date of which he cannot recall at this
time,. and stated that he, von Knoop, would like to see Mr. Meili
on an important matter. Mr. Meili stated that von Knoop arrived
in New York City on the same day about 6:00 p.m., and came to
his, Meili's, home in Scarsdale, New York; that shortly after
von Knoop I s arrival he mentioned to Mr. Meili that war, he
feared, was going to break out in Europ~, and that the flow of
money to the United States might be inter~pted. He wanted to
know if llIIr. Meili could suggest some way to'\ camouflage money
transfers, in order to put it in a safe for a petty cash account
for use of the German authorities.
Mr. Meili stated that he informed von Knoop that money
transfers from Europe to banks in the United States of America
were as open as any book, and that these transfers could not be
covered up~ He advised that he further informed von Knoop that
he would have nothing to do with his suggestion, w~ch took the
wind out of von Knoop's sails. Mr. Meili also stated that, von
Knoop at this time mentioned that money may ,be transferred
through commercial firms, such as importers in New York City,
and mentioned. the following two firms:

Dr. Ferdinand A!.' Kertess, 10 East 40th Street, New
York City, who represents Deutscher Gold u. Silber Scheide
Anstalt, Frankfort, Germany.

Mr. Meili' stated that FerdinandYschurman is president
of the Fish-Schurman Corporation, who he considers a harmless
individual, but that Dr. Kertess is' a very active Nazi. He stated
that since von Knoop approached him'at his residence in Scarsdale,

New York, he had only seen von Knoop on a couple of occasions
at the vlhitehall Club, in New York City. Von Knoop on these
occasions never brought up the subject hereinbefore mentioned
or any other suggestion. Mr. Meili stated that he has not
seen von Knoop since the war broke out in Europe. Mr. Meili
further stated that in his opinion von Knoop is not smart, nor
intelligent, and understands that von Knoop was formerly in
the cotton business about, ten years ago in New York City and
in the South.

Mr. Meili informed Special A.gent Genau that he is
a Swiss and that he represented the J. Henry Schroder Banking
Corporation in Berlin from 1934 to,193? and is willing to
assist the Bureau in any way possible, also mentioning that
he is acquainted with German business men in this country,
with whom he became acquainted while serving as representative
of his banking firm in Berlin; that he has not contacted these
Germans since the outbreak of the war, as he did not consider
it the best policy for his banking firm and for his personal
interests.

From the above suggestion of Mr. Suydam, relative
to scrutinizing transactions of importers in this country
who transacted bUsinSss with Germany and Italy, it would appear
that this suggestion may be of value, in view of the importers
mentioned by Theodor von Knoop to Mr~ Meili. There are, however,
about four hundred importers listed in the Manhattan business
telephone directory, anq due to the limitation of available
'personnel in this office, this proje~t will not be undertaken
at the present time. There will, of, course, be instances where
funds received by or paid to importers will be brought to light
by the present project of tracing foreign funds, which matters
\ will receive further attention. The' chec~gof funds of South
; American and Mexican bailk accounts ,mention,ed in the first two
, paragraphs of this letter, will be held in abeyance pending
receipt of the Bureau's views.

<p>The Presidential Advisory Commission on Holocaust Assets in the United States, formed in 1998, was charged with investigating what happened to the assets of victims of the Holocaust that ended up in the possession of the United States Federal government. The final report of the Commission, <a href="http://govinfo.library.unt.edu/pcha/PlunderRestitution.html/html/Home_Contents.html"> “Plunder and Restitution: Findings and Recommendations of the Presidential Advisory Commission on Holocaust Assets in the United States and Staff Report"</a> was submitted to President Clinton in December 2000.</p>

<p>The collection consists of 19 series. The first fifteen series of the collection are composed mostly of photocopied federal records. These records were reproduced at the National Archives and Records Administration by commission members for their research. The records relate to Holocaust assets created between the mid 1930’s and early 1950’s by a variety of U. S. Government agencies and foreign sources.</p>
