�In his photographs, Gilles Peress bridges the gap between art and journalism. Farewell
to Bosnia is a documentary project that focuses on the impact of war on the Bosnian
civilian population. It describes in almost cinematic terms some of the Bosnian
experiences. "Refugees are on the road, drifting through the rain, moving through
camps and hospitals, an endless cavalry of images flashing by in a blur: exhaustion, too
many images, too much horror. The witnesses become indifferent," says Peress. This
exhibition reveals a new look at the physical and psychological landscape of this
embattled nation from the point of view of a visitor traveling from the countryside into
the city of Sarajevo.
Farewell to Bosnia: New Photographs by Gilles Peress was organized by rhe Corcoran
Gallery of Art, Washington, D.C., and the Fotomuseum Winterthur, Switzerland. Major
funding for this exhibition and its related programs has been provided by the Glen
Eagles Foundation, Washington, D.C., ariel by the Soros Foundation/Open Society
Funci-Bosnia and Herzegovina: Additional support has been provided by the President's
Exhibition Fund at the Corcoran Gallery of Art. Gilles Peress' project in Bosnia was
produced by Fonclation de France, Paris.

MEMORANDUM TO REGULATORY WORKING GROUP MEMBERS

REGULATORY WORKING GROUP MEETING
The riext -meeting of the RWG will be held on Thursday,·
March 31, 1994 from 9a30 to 11a00 AM in the Vice President's
Office, Room 274, Old Executive Offic:e Building. We will focus
on the work of the four sub-groups created at our January 26th
meeting: cost benefit analysis; risk assessment guidelines;
streamlining internal regulatory processes; and use of
information technology to improve rulemaking. The co-chairs of
each of the groups will be asked to speak on the"progress of
their efforts.
In addition, we will discuss agemcy implementation of
aection 5 of Executiv~ Order 12866, the section which deals with
review of existing regulations. Agencies were to submit their
plans for such a review to OIRA by DE3cember 31, 19 93. We have
now received all of the plans and want to make sure that we are
all proceeding along the same path.
We will also talk briefly about other Executive Order 12866
implementation issues. You may recall that in a memo signed at
the same time as the Executive Order, the President asked me to
prepare a report on our activities during the first six months of
the Order, including identifying any provisions that warrant
reconsideration. This report is due to the President and Vice
President by May 1, 1994. At the meeting, I would be interested
in getting your views on this report.

(2) RUBY GALLOWAY FARISH, Lay Speaker now residing In Tulsa, Oklahoma but originally
from Delight, Arkansas. The daughter of a Methodist minister, she gave the Laity Address at the
1992 General Conference and was the Laity Dinner Speaker for the 1993 North Arkansas Annual
Conference. Ruby's speeches at the Friday and Saturday sessions of our retreat were an
Inspiration to us all. Thank you for sharing some of the windows of your life and faith with us.

(9) W.E. (BUDDY) ARNOLD, Chairperson, Conference Council On Ministries, gave a report on the
199llnternational Congress of United Methodist Men held at Purdue University.

_ (10) SOCORRO de ANDA, President of the Lydia Patterson Institute. President de Anda made an
excellent presentation and showed a Video on the history, mission and goals of this United
Methodist secondary school located in El Paso, Texas. LPI provides a bUigual education in a
Christian environment to students of predominantly Hispanic background. NACUMM voted to
~ ·· sponsor· Lydia Patterson Institute iD their three year, two nilluon dollar Endowment Fund. We
do this in co~Uuction with our Conference and all the other Conferences in the SCJ .
(H) REV. GERALD RAINWATER told those assembled ofthe upcomingNawake Capital Funds
Campaign and the history of the Nawake acquistion and Indicated the need for improvements
to the County road leading to the property. NACUMM voted to sponsor the ten thousand dollar
. project for material to widen and gravel the road.
(12) BILL WHALIN gave his Christian witness on intercessory prayer that he credits with saving the
life of their son. He Initiated a " Prayer Pardner " program for our retreat. Each person drew
the name of another person present and committed to pray for that individual daily untiJ we
meet next y~.

(13) BERRYVILLE UNITED METHODIST MEN were the 1993 recipient ofthe North Arkansas
Conference Every Man Shares award. This plaque was for having the most EMS members in
· the Conference and distinguished service to their cburch and community.
(14) HOLY COMMUNION: Reverend Jim Meadows, Batesville District Superintendent and his wife,
Ella Mae serve Holy Communion at the close of the Retreat.
