Jonathan: These figures represent total SILVER gross ounces presumed to contain victim
silver from specific shipments and 'total SILVER gross ounces released to German
economy which was collected internally under Law 53, and released from Shipment 11
(found at a factory in Wurtigen). I do not know the value of this silver. That would
depend on fineness. The assumption is that it represents fineness above 80%. Beyond
that I can provide no information.

As of Jan. 27, 1947, $65,000 of monetary gold wa~ found among concentration
camp loot brought to the FED.6
Currency ineludes all coins except for gold coins and coins with numismatic
value.? The Office of Financial Division of OM GUS infonned the FED on Nov. 21,
1947, that it could release to PCIRO "currencies contained in concentration camp loot."g
Non-monetary gold for restitution to PCIRO was defined as "diamonds, other precious
and semi-precious stones, silver,jewelry and gold teeth and fillings, extracted from

concentration camp victims, as well as a variety of other personal valuables seized from
Nazi persecutes. AILofthose items are unidentifiable as to individualowner or country
from which removed.,,9

80% of silver held at FED as of July 24, 1946, is said to consist "for the most
part" of SS loot. 10 To support this claim, the Treasury argued against early releases of
silver to the German economy, because it was not convinced that "the stocks of silver in
question are not restitutable as,loot."ll
There were over three million fine ounces of silver bullion at the FED as of July
1946, as well as 3,450,000 fine ounces of commercial silver. With regard to gold, there
were 12,636 gold bars, of which 8,307 came from Merkers alone. This total includes the
Hungarian gold. 12

under Law 53".13
On October 15, 1946, the FED released silver bullion in the form of 297 large
bars and 645 small bars with a gross weight of 20,077.149 kgs. This silver lode was
released to the Economics Division of OMGUS for use in the manufacture of silverware
by German firms.14
On Sep. 10, 1948, the FED released to the Bank der Deutscher Lander 18,793.042
kgs of gross weight of silver bullion. These items had entered the FED as shipment 56.15
Is' it possible that victims' assets were released into the German economy?
TheFED packaged gold bullion other than coins into ten distinct categories for
delivery to the TGC. One of those categories was defined as "good delivery" or
'
33,735.777 fine ounces (2% of the total aI110unt packaged). The vast majority of the
gold-'close to 98%--was not "good delivery" or 1,549,913.981 fine ounces. Ofthat
amount, 859,800.562 fine ounces consisted of Pruss ian Mint bars or 55%.16
Release of industrial diamonds prior to November 10, 1950: 165,457.09 carats to
Belgium and 1,783.06 carats to the Netherlands. [item 21 on FED status sheet'of8.11.49
indicates that 168,000 carats of industrial diamonds still awaiting restitution.] .
886 gold bars and 560 bags of gold coin (DutCh guilders, we presume) were
seized by the Gennans from the Nederlandsche Bank and transferred to the Reichsbank,
Berlin, in 1940, 1941 and 1943. This gold had been turned over by private citizens
pursuant to the Nazis' Foreign Exchange Regulations which they imposed during the
occupation of Holland. This gold amounted to 28.837 kilogram fine or 14.9% of all gold
stolen in Holland by the Nazis had belonged to individuals prior to the German invasion.
,Hence, we can ascertain that 14.9% of the Dutch gold recovered by the US Armeq. forces

and stored at Frankfurt, GE, constituted victim gold. 17

The US Assay Office 'obtained an estimated 16,769,941.59 troy ounces of fine gold from
having melted down non-US Assay office ,bars sold to the Exchange Stabilization Fund
by Argentina, Portugal, Sweden, Switzerland, and Turkey. The value of this gold at $35
per troy ounce equals an estimated $586,94.7,955.65. 18 ,

POLICY STATEMENT:
"In view of the TGC apparent intention to dispose of ourholdings of gold, which is not
monetary (e.g. alloy bars, nuggets, Prussian Mint bars, unstamped bars of unknown assay
or smelter, and gold strips, plates, cones, etc., all of which are in the Howard Report), the
strict monetary gold limitation is not being recognized by TGC; State Department

When the SS presented looted assets to the Reichsbank between 1942-1944, Reichsbank
officials sent to the Prussian Mint rings that contained over 90% of gold content as well
as damaged gold items. The Berlin Pawnshop received all forms ofjewelry. Lesser
quality rings were sold to Oegussa through the Berlin Pawnshop. The Precious MetalS

There are close to 600 pounds of gold-tooth fillings. "No attempt has been made as yet to
evaluate the SS loot but from a cursory inspection of the contents of a few containers, it is·
apparent that the total value is a very large figure ... Much of the gold bullion cannot be
traced, it having been deliberately melted and recast into new bars by its captors .... The
questions of restitution and reparations are inextricably conjoined in that all claims for
reparations must be reduced by the extent of restitution effected. This necessitates
accurate accounting and evaluating of assets which are likely to be the subject of
restitutions.,,121

<p>The Presidential Advisory Commission on Holocaust Assets in the United States, formed in 1998, was charged with investigating what happened to the assets of victims of the Holocaust that ended up in the possession of the United States Federal government. The final report of the Commission, <a href="http://govinfo.library.unt.edu/pcha/PlunderRestitution.html/html/Home_Contents.html"> “Plunder and Restitution: Findings and Recommendations of the Presidential Advisory Commission on Holocaust Assets in the United States and Staff Report"</a> was submitted to President Clinton in December 2000.</p>

<p>The collection consists of 19 series. The first fifteen series of the collection are composed mostly of photocopied federal records. These records were reproduced at the National Archives and Records Administration by commission members for their research.
