In preparation for the Vilnius Forum, the Office of the Special Envoy
far Holocaust Issues will be preparing a paper on the implementation of the
Washingtqn Conference Principles on Nazi-confiscated Art by and in the.
United States. At the very least, this paper will serve as the basis fora
, speech that Deputy Treasury Secretary Stuart Eizenstat will deliver to the
Forum.

Re: Assignments for Interns in July

For the week starting around the Fourth of July, we will have four interns working for the team.
The following suggestions represent my thoughts on the division oflabor.
\
1) Beth: Will work with Jonathan on the neutrals paper until further notice. She is charged with
pursuing the following questions: what evidence did the Americans have of Nazis laundering
loot through Switzerland?; what obligations did the Swiss enter into to deal with these
events?; and what did the U.S. do to pursue these assets (focus on the RousseauIPlaut
mission, as well as efforts by State Department officials). Could you also help out Joel and
Jonathan at Ft. McNair. They need full citations for the OSS documents. Type up a list of
the Consolidated Interrogation Reports and also ,the Detailed interrogation Reports from p.
576-77 of the Bradshc;.:r book (may have to order up box 421 of the RG). Use the citation
format that I used in The Faustian Bargain-see S. Lane Faison's report on Goering for the
proper form. Then, e-mail them the list of the CIRs and DIRs.,
2) Ryan: Will work on the section dealing with events in Italy in the Control of Art paper. First,
get a copy ofthe paper (it's on the "s" drive). Then, try to ascertain the quantity of victims ,
asset,s (cultural property) that the Germans seized in Italy after 1943. We want to ~ow as
much as we can about the U.S. MFA&A in Italy. Go to the National Gallery Study Center
and look at the Frederick Hartt papers. Also get cites for his book(s). Perhaps check out the
, section ofLynn Nicholas's The Rape ofEuropa. Your job is to look at the section ofCh. 6 '
on Italy and then improve it as much as possible. Also, Konstantin has a job for you to do at
the National Gallery Study Center. It involves auction catalogs (good for those interested in
becoming an art dealer).
3) Jeremy: Is tasked to work with Lisa on Jewish Books in the Baltics. Help her organize
documents and fill in citations (and help in whatever way is possible). '
4) John: work on database. Also help Allison in whatever way she needs. Jonathan McMurry
and Joel Davidson asked for more information about the clearing of repositories. Help get
them those documents that:we used for the numbers paper (ask her about this please).

My sources indicate that Jewish books from the Baltic were sent to
Benin-Dahlem, and from there to the Sudetenland. If we can find out which
American units captured DEUTSCH-GABEL and NIEMES, we may have a handle on
where these books went. Perhaps, this is old news, 0 great expert, but
little me just found this out.

<p>The Presidential Advisory Commission on Holocaust Assets in the United States, formed in 1998, was charged with investigating what happened to the assets of victims of the Holocaust that ended up in the possession of the United States Federal government. The final report of the Commission, <a href="http://govinfo.library.unt.edu/pcha/PlunderRestitution.html/html/Home_Contents.html"> “Plunder and Restitution: Findings and Recommendations of the Presidential Advisory Commission on Holocaust Assets in the United States and Staff Report"</a> was submitted to President Clinton in December 2000.</p>

<p>The collection consists of 19 series. The first fifteen series of the collection are composed mostly of photocopied federal records. These records were reproduced at the National Archives and Records Administration by commission members for their research. The records relate to Holocaust assets created between the mid 1930’s and early 1950’s by a variety of U. S. Government agencies and foreign sources.</p>
