tee. Subject to and in accordance with the provisions of these
.-Byla ws;· pani<:ularly of Article XIII thereof, and of such policies as
from time to time may be adopted' by the 'Board, the' Acquisitions
Committee"shall ha.ve ·supervision over -the acquisition. of-works of
aN' by· or fOf the.a<:count.of.~he-Board or the Bureau dii'ected-by·the
Board·,. and -of-the-di~posi tion, -by 'sale, gift, loan or -otherwise ,-of
works of art controlled by the Board or by the Bureau directed by
the Board, and from time to time shall make such recommendations
to the Board as the Committee shall deem advisable regarding such
acquisitions and dispositions. The Acquisitions Committee shall act
in an advisory capacity to the President and the Director regarding
matters pertaining to the safekeeping, maintenance and exhi
bition of works of art which at the time being shall be in the
National Gallery of Art, howsoever they may be under the control
or supervision of the Board.
Sectio~ Other Standing Committees. The Board from time
to time may constitute such other standing committees and assign to
each thereof such powers and duties as the Board shall deem
advisable. J ()
Section.8'. Meetings of Standing Committees. Regular meet
ings of any standing committee shall be held at such times and places
in Washington. D.C., as may be prescribed by the Board or, in the
absence of such direction, as may be prescribed by the committee.
A special meeting of any standing-committee may be called by
the Chairman or any member of such committee and shall be held at
the time and place in Washington, D.C., specified in such call.
Section~ Notice of Meetings. Section 5 of Article V of these
Bylaws, relating to notice of regular and special meetings of the
Board. shall be applicable to regular and special meetings of
standing committees, but any such committee from time to time
may prescribe other and different rules for its meetings.

Quorum. At any regular or special meeting of any
standing committee, three members thereof shall constitute a
quorum.

Action without Meeting. Any action purporting to
have been authorized or approved by a writing signed by all the
members of a standing committee shall for all purposes be deemed
to have been duly taken by such committee with like effect as ifby
resolution duly adopted at a meeting regularly convened and held.
Amendment of Article VI adopted January 25, 1979:
Section 7. Constitution of Audit Committee. The Audit COIDmitt
shall consist of at least three Trustees, no more than one of
whom shall be an executive officer. The Audit Committee member
shall be elected by the Board at the annual meeting to serve
until the next annual meeting and the election and qualificatio
of their Successors, and, in the event of the death, resignatio
or disability of any of such Trustees, his Successor as a membe
of the Committee shall be elected by the Board to serve until t
next annual meeting and the election and qualification of his
successor. One of the non-executive-officer Trustees shall be
designated by the Board as Chairman of the Audit Committee.
Section 8. Powers and Duties of the Audit Committee. The AUdii
Committee shall have the authority and duty of ~-arrecommending
to the Board the firm of independent public accountants which
shall conduct the annual audit of the accounts of the Bureau
directed by the Board, and the nature and sCOpe of the audit
which shall be in accordance with accepted accounting practices;
(b) reviewing the financial statements with the ind~pendent
accountants prior to recommending their approval by the Board;
(c) reviewing such other reports as may be made by the indepen
dent accountants on the accounting practices, organization
structure, financial operations and internal controls of the
Bureau directed by the Board and (d) making such reports and
recommendations for action by the Board as the Committee shall
deem appropriate.
Former Sections 7 through 11 are now Sections 9 through 13.

SEC. 6.' (a) The Oommissioners of the District of
10 Oolumbia are hereby authorized and directed to close Sixth

Street Northwest within the boundaries of the site for the

National Gallery of .Art.

14 approve the plan of approaches for said gallery, and shall
15 also make recommendations for the widening and adjust

16 ment of Third, Seventh, Ninth, and such other streets in the

18 traffic which would otherwise use Sixth Street.

(b) Section 10 or the Public Building Act, approved

:Mareh 4, 1913 (37 Stat. L. 881), relating to the George
21 Washington Memorial Building, and all provisions of law
22 amendatory thereof, are hereby repealed.

(c) rrhe existing bureau of the Smithsonian Institution
24 now designated as a national gallery of art shall hereafter
25 be known as the National Collection of Fine 1\ rLs.

(d ) The fifth paragraph uncleI' the heading "Smith

and Salvage of Artistic and Historic Monuments in War Areas requesting

by this Government of a number of items of artistic and historic im

The continued vigilance of American institutions and indi
viduals in identifying cultural objects improperly dispersed during
World War II is needed.

I have received your letter of October 15, 1948,
asking for advice 'With respect to the State Department's.
request that you send the painting by Peter Heeffs to
Washington.
The State Department is the agency responsible for
carrying out the Government's policy of returning looted
objects of art. I see no breach of ethics or any objection
to your writing directly to the State Department setting
forth the facts and your 'Wishes in the matter as stated
in your letter to me. I am sure that Department will give
your wishes every consideration in view of your cooperation
in holding the painting as you have for eventuaf disposition
in accordance 'With the Government's policy.

<p>The Presidential Advisory Commission on Holocaust Assets in the United States, formed in 1998, was charged with investigating what happened to the assets of victims of the Holocaust that ended up in the possession of the United States Federal government. The final report of the Commission, <a href="http://govinfo.library.unt.edu/pcha/PlunderRestitution.html/html/Home_Contents.html"> “Plunder and Restitution: Findings and Recommendations of the Presidential Advisory Commission on Holocaust Assets in the United States and Staff Report"</a> was submitted to President Clinton in December 2000.</p>

<p>The collection consists of 19 series. The first fifteen series of the collection are composed mostly of photocopied federal records. These records were reproduced at the National Archives and Records Administration by commission members for their research. The records relate to Holocaust assets created between the mid 1930’s and early 1950’s by a variety of U. S. Government agencies and foreign sources.</p>
