My dear Mr. Ansbaoher:

I
In response to a query from your offioe oonoerning thi's Mission. I an
sending you three (3) copies of a paper of mine desoribinG its history and
program. It might be helpful to repeat in oonoise form the: salient points
and to add oertain bits' of inforlOOtion which brinG our hist!>ry up-to-date.
The Library of Congress, as the national library of the United States,
is interested in obtaining 0. oomplete documentation of the War and of its
oauses. Similarly university libraries and other instituti~ns desire to put
at the disposal. of scientists, historians, end.~oholars in General the books,
pamphlets, periodioals, an,d newspapers whioh make possible ~eriouB study and
evaulo.tion of this oritioal period in history. During the war America:' was
deprived of European publioations, and sinoe the olose of hostilities abnormal
condi tions have made impossible procurement of these publio~tions through the
usual ohannels.
I
Discussions of the problem' by the War Department, the ~tate Department,
the Librery of ConGress, and representatives of the Amerioa", library world
l'ad to the organiution of, the Library of Congress Mission in the Fall of
1945., Its purpose is to obtain at least three (3) oopies of all GArme.n
publioations ,whioh appeare,d d'tlringthe war, and, in the case of important
publioations like soientifio treatises, as many more oopies (twer!ty-five,
!.
fifty, or more) e.s ar~ required forresearoh in Jimeri..oe~ The Mission represents
115 Alnerioan institutions whiohare 'l11embers of this coopern-rive aoQ4is i tions I

The American ,military authorities have placed every facility at the disposal
of the Library of Congress Mission. Copies of confisoated Nazi pUblications!
Which could not be sold and were destined for pulping hav~ been given to thei
i~ssion for preservation in American libraries. In returA the Mission has aided
the military authorities in screen:ing captured doc~ments,1 has advised on the
disposition of records, er:d has turned over. to 'iil:!.tary, G<rvernment many thou~6nds

Max Loeb was detailed at HQ, ETO, sJfltegic Service Unit, United Sattes ArIl1~ to the Library of congress!
I am bringing the following matter to your attention for such action as you feel
Mission, G-2, Documents Section, Frankfort, on December 1, 1945. He was released from the service of the
Mission May 1, 1946. He has since rettl.rned to his previous occupation, that Ofi,' a book seller with an addre~s at

!
I
It has come to our attention since his refurn from Europe that Mr. Loeb has, in the course of business, offered
recent German works for sale. Recentl~ in cleaning out an. office of the LibrarY of Congress Mission at I' .
Fechenheim near Frankfort there were qrought to the attention of the Head of tile Mission certain packages
containing books which were presumably to be mailed to Mr. Loeb in the United States. It is the understanding of
the Head of the Mission that during his }vork for the Mission, he sent several silnilar packages here, and th~t some
packages have been mailed subsequent 'to his departure from Frankfort.!
I

I
The packages now at Fechenheim conta il1 books in multiple copies which seem~' to indicate that they were (ntended
I
for resale in the United States.
!
'
:
We have consistently warned the memb~rs of the Libarry of Congress Mission ~gainst abuse of their official
positions for profit. :Since Mr. Loeb is ItOt now within our jurisdiction, I am tuining this information over tb you. I
shall be glad to supply for their informahon or make such further enquiries as ~ou may desire.

Presidential Advisory Commission on Holocaust Assets
Description
An account of the resource
<p>The Presidential Advisory Commission on Holocaust Assets in the United States, formed in 1998, was charged with investigating what happened to the assets of victims of the Holocaust that ended up in the possession of the United States Federal government. The final report of the Commission, <a href="http://govinfo.library.unt.edu/pcha/PlunderRestitution.html/html/Home_Contents.html"> “Plunder and Restitution: Findings and Recommendations of the Presidential Advisory Commission on Holocaust Assets in the United States and Staff Report"</a> was submitted to President Clinton in December 2000.</p>
<p>Chairman - Edgar Bronfman<br /> Executive Director - Kenneth Klothen</p>
<p>The collection consists of 19 series. The first fifteen series of the collection are composed mostly of photocopied federal records. These records were reproduced at the National Archives and Records Administration by commission members for their research. The records relate to Holocaust assets created between the mid 1930’s and early 1950’s by a variety of U. S. Government agencies and foreign sources.</p>
