Vital Voices: Women in Democracy
Vital Voices Vienna Conference July 1997

The Vital Voices: Women in Democracy conference convened women leaders from
governmental and private sectors of central and eastern Europe, the United States and the
European Union from July 9- 11 in Vienna, Austria. U.S. participation in and leadership of
this conference underscored Secretary Albright's commitment to promote the advancement of
women as a foreign policy objective.
•
Three hundred participants explored ways to strengthen the role of women in developing open,
democratic societies. The conference included presentations by high level public figures in
three tracks of workshops:
- Law and Leadership
- Politics and Public Life
- Economics and Business
•
First Lady J-!:illary Rodham Clinton gave the keynote address at the conference and affirmed
the U.S. government's support for women's role as democracy builders.
•
Some outcomes of the conference in Vienna are:
-generation of the expansion of east-west and east-east network of women leaders
in support of democracy-building efforts in central and eastern Europe
- definition of common challenges faced by women ~d identification of concrete
policy initiatives to meet those challenges
- strengthening of existing projects.·
•
The Vital Voices conference put into action many of the ideas that came out of the UN Fourth
World Conference on Women in Beijing, September 1995. The Vital Voices conference which
built global networks and forged partnerships between women and will serve as a model for
future conferences in other regions.
Vital Voices of the Americas Conference Fall1998 (location TBD)
•
The Inter-American Development Bank, USAID, The President's Interagency Council on
Women and U.S. and Latin American based companies have expressed interest in sponsoring
this conference along with the State Department.
•
U.S. Chiefs of Mission in the region will be asked to select an FSO to serve as the Vital
Voices contact at the embassy. The officer will be responsible for communicating with
conference coordinators at the State Department. They will also accompany the delegation to
the conference and coordinate follow-up after the conference.
•
Chiefs of Mission also will be asked to identify and invite conference participants from their
host countries. The participants, with the exception ofthe Embassy officer, will be funded by
conference coordinators.
•
First Lady Hillary Rodham Clinton has expressed interest in attending the conference.

There are several outstanding issues we need to resolve in
order to move forward on planning the women in Democracy
Conference for Latin America and the Caribbean. Also
Theresa Loar has asked us to provide input to the general
outlines she provided for the conference, centered around

developed out of the conference.

political and business elites can lend high visibility and
increased political legitimacy to the topic of women and
democracy.
This seems to be the most familiar format for
women's conferences in LAC. The 1AD/ICRW conference last
July, and the First Ladies, have been recent variations on
this theme.
- Participation by a broader spectrum of women, perhaps from
women's NGOs, or representatives of local communities will
likely be more effective in articulating specific issues
related to women in democracy, particularly the concerns of
grassroots and rural women. On the other hand, these women
will probably not have the political clout to get the issues
on the government agendas. Also, clearly this format
carries different recruitment and cost implications than the
first option.
- Involving both strata of women, and structuring the
conference so that they will talk with each other and
perhaps agree to a single list of "next steps" might
contribute not only to the stated goal of "mainstreaming"
but also to a secondary goal of crossing the class barriers
that traditionally have limited •participation" in the LAC
context, adding depth to the definition of the issues and
bringing a more unified approach to the actions that follow.
Issues/Program Areas
We have attempted here to frame the issues for the LAC
region and provide some input to the types of workshops we
should consider.
Track 1z Politics and Public Life
Women have voiced their need for equality in the realm of
political participation. Holding elected office is only the
first step in guaranteeing that their voices be heard in
local and national governments.
Issues of governance--such
as forming effective caucuses and ministerial
representation--must be highlighted.
Strategies to achieve
effective representation must be formed at both the national
and local levels.
One tool to help move this agenda forward
is effective advocacy and lobbying campaigns, at both the
public and policy levels.

Without economic advancement, women will remain marginalized
at all strata of society. Millions of women throughout the
region live in extreme poverty--their very survival depends
upon their ability to earn a living. Women must avail
themselves of the region's sustained economic growth and
become equal partners in these endeavors. Addressing women
in business (including agro-business) and women in the
economy will enable them to achieve many of their long-term
goals of supporting their families, building successful
careers, and becoming self-sufficient.

Cross-cutting Themes
Two issues which should be treating as cross-cutting all of
these others is civil society organizations as a force for
change and the integration of rural women into these various
processes for change. Ensuring the complete integration of
rural women throughout all sectors will guarantee that all
women have an equal voice in both the Conference and any
follow-on activities.
Coordinating Committee/Sponsors
- Given the already high profile the International Center
for Research on Women (IAD/ICRW) has around women's issues
in the region, I would like to suggest that we work with
IAD/ICRW to develop the agenda for the conference.

We had a productive meeting this week and our plans for the conference are
moving forward. We appreciate all of your suggestions. We will proceed assuming that
the conference will be held in the first half of September in either Argentina, Bolivia or
Uruguay.
As mentioned, my office will draft a cable describing the plans for the conference.
We will ask each Embassy to select a point of contact and recommend participants from
their country. We will circulate the cable for your clearance. IADB can provide their
resident representatives with similar guidance for participant recommendations.
To more clearly define the role for the sponsors and the advisory committee, we
should consider asking each sponsor and advisory committee member to dearly state their
commitments to the conference and plans for follow-up. For example, these commitments
could be in the form of funding for domestic violence shelters, funding for NGOs
encouraging women to run for office or gifts in kind. This will emphasize the on~going
nature ofVital Voices. We would then include a commitments page in the conference
program so that the participants and the media are aware of the intensive follow-up that is
expected. Please share your thoughts on this proposal.
Attached is an updated list of proposed sponsors and advisory committee
members. Please continue provide your preliminary suggestions for sponsors, an

of Vital Voices.
It's amazing to think that that this all started in 1997 at a
conference in Vienna that brought together women from all over Central
and Eastern Europe. It was part of Secretary Albright's foreign policy
commitment to advance the status of women worldwide. And it was put
together by .our then-Ambassador Swanee Hunt, who I'm pleased is here
with us today. I remember one woman from Lithuania who got up and
talked about how, when she was first running for office, a famous male
doctor told her that he knew quite a lot about women's hormones and
could assure her that there ~as nothing for a woman to do in politics.

Well, thankfully, she didn't accept that diagnosis. She was elected
to Parliament and challenged us in Vienna to ensure that, "The vital
voices ofwomen must break'this silence."
. Today, we are so honored to be joined by a group of extraordinary
women who are breaking centuries of silence all over the world. They

Just before this event started, I met with these women leaders- and
heard about the retreat they've had, at Airlie House over the past few
days with some of our government officials. I'm told that even when the
�sessions were over, the wo~en continued their conversations- over
meals, in the hallways, during breaks, even after bedtime.
One group that included representatives from Russia, Ukraine,
Cambodia, and India started, a. conversation about trafficking -- and it
ended up going on for hours'and;hours late into the evening. Many had
horror stories to share. They talked about how their women and girls
were being lured away from their countries with the promise of
economic opportunity; shipped like drugs by an international crime

network, and sold into mode~n slavery. Others talked about what it's
like to be a destination country, home ~9 the sweatshops, prostitution

rings, and domestic bondage-that steal the· freedom and dignity of
women and girls.

What became clear during the dialogue was that this is a global
problem; that the U.S. and every country has a role to play; and that
many of the solutions were ~o further away than the ideas and

It is no secret that, today, democratic progress, economic progress,

years ago, we created Vital.Voices to give women around the world the
tools of opportunity to raise their voices - especially in the many places
where democracy, free marli~ts, ·and peace are fi'nally within reach.

Some of the women here today attended one of the training
sessions, conferences, and roundtables we've held -- in Vienna,
Montevideo, Belfast, Palermo, Reykjavik, and Istambul -which have
brought together women from more than 80 countries .

At these events, I met women whO' once stood on opposite sides of

bloody civil war~ in Central America, but are now sitting down at the

same table to create a better:future for their children. I met women from
the former Soviet Union, wilo·once lived under the shadows of

communism, who are now st~rting their own businesses, creating NGOs,
and doing the everyday work of democracy. All these pioneers are part

of a growing chorus of women who are raising their voices -- and
encouraging others to raise theirs as well.

And I think of the voice of Jocelyn, a Haitian Cabinet Member

who talked about what vital voices had meant to her. She said, "Before I

had vowed never again to n.ln for political office. It was just too
difficult. I had been shot at:';But, after hearing so many brave, strong
women come forward, I kn8w that I wiil run for office again. I will not
give up."
Time and again, I've heard about how women leaving these
conferences are being inspired to not give up; how they are creating their
own vital voices networks in, their countries; how they are coming home
with the skills and recognition they need to run for office or open a

business; how they are sharing information and strategies to lift up their

�own lives - and with them,: th~ir families and communities.
Just imagine what we,-could accomplish if we replicated these
kinds of success stories all over the world. That's the goal of the Vital
Voices Global Partnership. This new non-profit is being created by the
private sector to enhance the work of Vital Voices and continue raising
the voices of women into the next century .

The leaders meeting here this week have identified critical needs
that must be filled for women in their own countries - and others around
the world. Women need, f~t~example, skills training in everything from
communication to advocac§'to business. They need opportunities - both
electronically and in person -- to network, to share information, and to

then saw you soon thereafter at Vital Voices in Iceland. I have gotten to know her quite
well and there is no question that you and these conferences have had a major positive
impact here and that Penny has been an extremely effective advocate for women's issues.
As you can see from her letter, Petmy is now slated to speak in Baltimore in March.
Penny, a former (and likely future) Senator here, has many friends in New York so if you
do not see her during her the Feminist Majority Foundation Conference trip, perhaps your
paths will cross before long in the Empire State. If I may be of any assistance helping
you get in touch with her, do not hesitate to let me know.

appreciated Melanne's kipd letter noting all the favorable feedback from that event.

States of America for my recent visit to the United States of America as a beneficiary of the
International Visitors Program.
It was indeed an honor and a pleasure to be selected to visit the United States of America
and to meet and exchange ideas and views with some of the most intelligent minds in the
disciplines ofLaw, Politics, Leadership and Women's Affairs.
My experience over the three weeks, allowed me the opportunity to rethink, establish new
friendship sand strengthen the existing ones. The overall arrangements for me was excellent
and the organization ofthe entire program was ofthe highest standard.
l wish to take this opportunity to thank you for your kind assistance and involvement in the
successful hosting ofVital Voices of Women in the Caribbean.
My visit to Iceland to attend Vital Voices of Women in the Baltic and Nordic Regions was
also a tremendous success. During the Iceland Conference I had the honor and privilege of
being part of a panel presided over by First Lady Hilary Rodham Clinton. I also met your
friend, the United States Ambassador to Denmark and he asked me to convey his regards
and warmest greetings to you. Anita Botti was particularly instrumental in ensuring that

As a result of the above-mentioned Conferences, I have been invited to deliver a Paper at the

The following programs were created to support the full participation of women in the political
and economic development of Northern Ireland as part of the Vital Voices - Northern Ireland
Initiative launched by the First Lady Hillary Rodham Clinton in Belfast, Northern Ireland in
September 1998. In addition to the significant -Vital Voices - Northern Ireland follow-up
programs underway by the U.S. Dept. of Commerce, the U.S. Dept.. of Labor, and .the U.S.
Information Agency; there are a number of public-private partnerships that have been generated
through the office of the Vital' Voices Director. As part of the U.S. government's commitment to·-this important initiative we will continue to monitor these programs and facilitate the
development of new partnerships.

corporation in Detroit, Michigan, have forged a pat1nership to support women
in community organizations in Northern Ireland. The program seeks to
increase economic sustainability of community organizatiqns in Northern
Ireland through the building of partnerships with the private sector.

program will include a training_ program at Focus HOPE in Detroit. Ford has
also forged"a··partnership·with Business in the Community in Northern Ireland
and is plmming a community and economic development symposium in
Northern Ireland to build Business in the Community's networks and bring
together multi-national corporations to support communities in Northern
Ireland.

Coastal Enterprises, Inc. (CEI), ·a community development corporation in
Portland, Maine, has built a. partnership with Women Mean Business in
Northen1 Ireland and community leaders in Northern Ireland to facilitate a
Practitioners' Working Group. The Practitioners International Peer Learning
Exchange Program was created by CEI to strengthen the global communitybased economic development field. CEI seeks to create opportunities for
people, bu~iness and community. CEI has hosted over 250 representatives
from community development organizations throughout the world.
Practitioners' Working Groups train practitioners through exposure to best
practices in developing resources, growing and managing loans and investment
ftmds, building coalitiol}s and developingpublic and private s~ctor policies for
long-term sustainability.
GRASSROO'IS: Northern-Ireland--was- created-as· a--result of the- Vital- Voices
conference through the support of Project Children and the Urban Service
Project. The organization seeks to provide young college graduates with
training, experience and opportunities to help keep young Northern Irish talent

Americorps in the United States, GRASSROOTS hopes to place young
graduates in community organizations for a one-year term. Participants of the
program will be supported through grants from private sector corporations.

2. Expand Child Care Services
Proposed Action:
e Encourage private and public sector employers in Northern Ireland to work
together to provide childcare for their emplo:yees.
e Encourage outside partners, including the U.S. Government, to share best
--practices.
Projects in Process:
o The U.S. Department of Labor and the Northern Ireland Training and
Employment Agency will build an on-going partnership with resQect to labor
market policy and childcare. These agencies will address the need to improve
women's access· to labor market services and training opportunities in order to
better prepare them to respond to opQortunities created by economic
globalization. In addition, these agencies recognise the important role of
available and affordable quality childcare in enabling women to enhance the
well-being of their families and contribute to the economic growth of their
nation. The agencies will strategize on how to frame child care as an important
issue for employers and share methods for improving the qu~lity and training
of child care.

The Marriott Corporation has developed a program to provide paid
internships in the United States for students and recent graduates in the hotel
and tourism industry in Northern Ireland. The corporation is in conjunction
with The Cb.ildlren's Friendship Proj_ect for Northern 1lreland, a youth
cross-community friendship and reconciliation program, as well as the three
campuses of the University of Ulster and the Training and Employ~ent
Agency. Through the program the students will develop practical skills to take
back with them to support the growing industry of tourism in Northern Ireland.

McDonough Computers has initiated a long-tenn rural program which will
work with partners to train -women for targeted information technology ~kills;
develop the employment network of schools and small businesses that will hire
these skills; train women to train subsequent groups of women in their reg~onal

January 1999. Through this seminar, top-level media, lobbying, polling,
legislative, campaign organization and research consultants -- Democrats and
Republicans -- will conduct intensive training_ sessions in Washington for
twenty women from Northern Ireland. Participants included women across the
entire political spectrum, with larger representation expected from the two
major parties, as well as women labor and community leaders.
The Ireland! 1Leadlerslhi~. Program at American University will sponsor The
Northern Ireland Women's Leadership for the 2Ft Century Forum in March
1999. This forum will bring the fourteen women members of the Northern
Ireland Assembly to Washington for a week of advanced political training_ and
skills enhancement. The forum participants will also look at ways they. can
work together across political party lines to advance issues concerning women
in-Northern-Ireland such-as-ehilEieare and--domestic violence.

Aspen Institute will conduct an extensive follow-up series on women and
instihttional change to bring together experts and look at ways to integrate
women's issues in the new political system in Northern Ireland.

The U.S. Department olf Justice and the Northern Ireland Women's Aid
Federation have built a partnership to share lessons learned in battling
domestic violence. The partnership will establish electronic links between the
two countries to share expertise and models of promising practices; appoint
liaisons from both countries to serve as the primary point of contact; providing

The Xerox Corporation sponsored Vital Voices participants. to attend their

international business leadership training conference last month. The women
spoke on a panel entitled Peace, Politics and Profit about the. work they are
doing' in their communities to build women's economic autonomy and
sustainability. Xerox is now looking for additional ways to support the Vital
Voices Initiative and strategies to imple.ment best practices among employers
in Northern Ireland.

Tille Institute for Irish Competitiveness will provide small or medium-sized
enterprises owned by the women in Northern Ireland and nominated by Vital
Voices, forty hours o_f manag~ment consulting, in-company training or
executive development. Research fellows will provide the services from
Ireland-andNorthern Ireland.

Co-operation Ireland in partnership with Deloitte & Touche have developed
a program, Cross-Border TVomen in Business Growth, to foster exchanges
between business women from Northern Ireland and the Republic. The
program will focus on women entrepreneurs who have been running their own
businesses for at least two years and wish to grow them through cross-border
trade. Deloitte & Touche in Northern Ireland and the Republic of lreland have
committed to support the program financial and by building strategic
mentoring partnerships _between business women in the North and South. The
program will highlight: cross-border trade opJ?ortunities and barriers,
opportunities for business growth, available training and support.

Primetime Sohntio.ns Inc. and Morrow Communications (public relations
firms in the U.S. and Northern Ireland respectively) have build a partnership to
create strategic alliances among women in the field of public relations from
Northern Ireland, England, the Republic of Ireland and the United States.
Working with leading women entrepreJ!eurs, Morrow Communications plans
to co-ordinate a series of workshops for women in small business in Belfast,
Derry/Londonderry, Enniskillen and Galway. The workshops will focus on
confidence building, tools for growing_ small communications firms and
creating effective networks. The workshops will also seek to bridge the gap
between women in the community and women in business, looking at using
effective business skills to sustain community organizations.

services; offer scholarships to ·at least two persons from Northern Ireland to
attend the National Victim Assistance Academy in the U.S. 1999; and establish
·exchange 2rograms for cross-training in victim practices.

The Ulster People's College and The Women's International Center for
Democracy have fonned a partnership to sponsor The Advocacy and Lobbyists
Mentors Program which will establish mentoring relationships between 100
Northern Irish NGO leaders and U.S. based lobbyists (both state and federal
level) over three years for training in lobbying/advocacy skills and
information/internet technology.
This program is designed to ensure
transparency with government and would train leaders: how to effectively
engage and lobby elected officials and how to advocate for their issues; how to
understand the whole legislative/assembly {?rocess of the new goven1ment by
employing techniques in legislative prpcedure, the internet and information
technology, and how to work in concert with legislators on issues of mutual
interest and concern. The program will focus on strategic organizing combined,.
with institution building.

Women's Resource and Development Agency has built a partnership ?S part
of its work to progress the outcomes of the Women's Future Search which took
place in June 1998. The focus of this program is the important emerging
component of new democratic structures: the Civic Forum. The Civic Forum
was originally proposed by the Women's Coalition and is now enshrined within
the Belfast Agreement. It could provide for bottom-up participation in political
life. The program will feature a series of workshops which will explore the
potential benefits and barriers of a civic forum, draw upon models of civic for a
used in other countries, and develoi? strategies for implementing civic
participation in Northern Ireland.

Street Law Inc. is developing new programs to educate youth in both schools
and community settings in law, conflict resolution, human rights and
democratic principals in 2artnership with a diverse group of NGO's
universities, law schools and other educational experts in Northern Ireland.
These programs includ~: the development of a civics course, based out of the
Ulster People's College, on democracy and citizenship in community sites; the
implementation of a model program in Northern Ireland schools aimed at
promoting active citizenship; {?Upil empowerment through a student-centred,
hands-on approach to practicing· democracy; and the institutionalization and
enhancement of peer mediation programs for young people. Street Law Inc
and its Northern Ireland partners are looking for additional partners who have
an interest and expertise in education and empowennent of young pe~ple.

<p>This collection contains records regarding conferences and events attended and hosted by the First Lady, Hillary Rodham Clinton. The key events in this collection consist of the United Nations Fourth World Conference on Women, Vital Voices, Beijing +5, and the Early Childhood Development Conference. The records include background materials in preparation for each of these conferences.</p>
<p>This collection contains records from the following offices: White House Office of Records Management, Calligraphy Office, Chief of Staff, Domestic Policy Council, First Lady's Office, Speechwriting, Management & Administration, Millennium Council, Public Liason, Special Envoy for the Americas, and Women’s Initiative and Outreach.
