Q and A on Tobacco Taxes and Budget

Q. Will your upcoming proposed budget rely on revenues raised from a tax on tobacco products,
and if so how much money do you believe can be raised in this manner?
A. I have said consistently that there needs to be comprehensive tobacco legislation with the
primary goal of reducing teen smoking. We are making good progress in that direction. As part
of that comprehensive approach, I have called for a combination of industry payments and
penalties to increase the price of cigarettes by up to $1.50 over the next decade, as necessary to
meet youth smoking reduction targets. These revenues need not be a tax, and reports that indicate
that has been decided are wrong. I think it is fair to say that comprehensive tobacco legislation
should raise some revenue and that we will assume some revenues from it in our upcoming
budget.
Q. Are the revenue estimates reported in the Wall Street Journal today accurate, suggesting that
a tobacco tax would raise $10 billion for your FY '99 budget and $40 to $60 billion over five
years?
A. I won't comment on particular numbers that may still be in the drafting stage. The budget is
not finalized and obviously hasn't been released. The projected revenues we use for the budget
will be consistent with what I have called for in the past. I've said there should be a
combination of industry payments and penalties to increase the price of cigarettes by up to $1.50
over the next decade, as necessary to meet youth smoking reduction targets of 30% in 5 years,
50% in 7 years, and 60% in 10 years.

Elena-AS you look over these materials, one additional piece of information to
factor in: it turns out that the ACE conference scheduled for February 8
will be held in San Fransisco.
If the document is first released
publicly there, some in CA might interpret that as some kind of challenge
to prop 209. If the goal is to keep this low-key, or at least relatively
non-political, then it might be better to go public with it prior to the
conference; however, I would imagine any discussion of the guidance is
going to get attention in California, even if the document isn't
completely "new."

RE:
Rollout of Self-assessment Guidance on Affirmative Action for Institutions of
Higher Education.
This week we met with ED and DOJ to review the status of the self-assessment guidance on
affirmative action for institutions of higher education. We reached rough agreement on most
substantive issues and ED and DOJ are making additions/modifications to make the document
more user-friendly and to better convey Administration support for properly conducted
affirmative action programs. We expect to have a document ready to go into final by the second
week in January. At this point we are working to develop an appropriate roll-out strategy and
would appreciate your input.
We believe that the goals of the roll-out strategy should be: 1) make sure that appropriate
postsecondary institutions get this information quickly and are able to put it to work, thus
speeding and strengthening campus efforts to ensure that affirmative action programs comply
with the law; 2) ensure that the civil rights community is aware of the Administration's
continued support for properly conducted affirmative action programs in education; 3)
demonstrate a substantive step forward that supports the President's Race Initiative; 4) time the
release in relation to announcement ofthe new mentoring initiative and other action steps so it is
perceived as part of broader administration efforts to ensure diversity in higher education, and 5)
avoid unnecessarily fanning dispute over affirmative action.
We think the following approach should meet these goals. Bracketed elements could be added
in depending on how aggressive we want to be in promoting the guidance and building these
actions up for the press as a part of the race initiative, although none of the steps outlined are
especially high profile. From the perspective of getting the document into the hands of higher
education institutions and assisting them to proceed with needed internal reviews quickly and
with the least possible controversy, the low-key course is probably best; we know that ACE, the
umbrella group for higher ed institutions which is very supportive of this effort, would prefer
such a strategy. However, demonstrating action with respect to the Race Initiative might dictate
a more visible approach.
•
Week of Jan. 12 -- hold briefing at WH to walk through document with small number of
key leaders in the civil rights and education community (such as Wade Henderson with
the Leadership Conference on Civil Rights, Tom Henderson with the Lawyers'
Committee on Civil Rights, and Stan Ikenberry with ACE). [Share document with leaders
who are asked to close hold and provide comments within a week].
•
Week of Jan. 19 -- hold briefing at ED to walk through document with larger number of

leaders in civil rights and education community.
•
Late Jan. -- appropriately address comments from civil rights and education community.
•
[Late Jan. -- Department of Education is working on reports on the value of diversity in
higher education and successful approaches to fostering diversity. These reports, if
well-done, could be released in build-up to announcement of mentoring initiative and to
lay the groundwork for release of self-assessment guidance].
•
Jan. 27 to Feb. 3 -- President announces new mentoring initiative in or around the time of
the State of the Union Address, and proposed funding for the program will be included in
the FY 99 budget submission. In rolling out the mentoring initiative, officials should
stress that one important benefit is that it would help open up the pipeline to higher
education for more disadvantaged minority students and help foster campus diversity.
•
[Feb. 7 -- Provide self-assessment guidance to friendly paper emphasizing how it is part
of broader Administration efforts to foster diversity in higher education].
•
Feb. 8 -- ED shares guidance publicly at already-scheduled ACE Conference.
•
[Feb. 9 -- Secretary Riley sends guidance to higher education institutions and announces
the Department will be holding a series of regional forums to assist institutions to review
their affirmative action programs. Cover letter could also discuss importance of
diversity in higher education and encourage institutions to get involved in mentoring
initiative.]

Early March -- ED holds first regional meeting on affirmative action self-assessment at
Penn (already scheduled).

I am sorry that I was unable to respond

I am taking the concerns you have raised very seriously.
The rising
incidence of HIV infection among those who use injected drugs, and
among their partners and children, is a major factor in the
continued growth of this epidemic. Therefore, I will continue to
support retention of the HHS Secretary's authority to decide whether
to allow local communities to use federal funds for needle exchange
programs.
I appreciate the passion which you and other members of the
Presidential Advisory Council on HIV/AIDS bring to the debate.
Be
assured that my commitment to ending this epidemic -- and to
responding to the needs of those already living with HIV and AIDS -remains firm.

On Tuesday, January 6 at 2:00 p.m. there will be a meeting to discuss the
Administration's response to state requests to privatize various programs. This meeting is
an effort to understand those requests and to the extent appropriate, share information
regarding the status of those requests and agency responses.
Department of Labor:
Several months ago, the Department of Labor through means other than state
notification, learned of Michigan's desire to privatize its employment services program.
Since I was not able to be involved in this matter, you are aware that the Department of
Labor within the last week communicated a number of concerns to the state. As a result,
the state informed the Department of Labor that it has withdrawn its request to privatize
its employment services program. Secretary Herman has attempted to contact the
Governor to determine whether the state will resubmit its request or whether the state has
decided to halt its actions regarding this matter. At this time, the Governor has not
returned the Secretary's calls.
Department of Agriculture:
The state of Arizona has a request pending with the Department of Agriculture to
privatize segments of their food stamp program. Just prior to the time expiring during
which the Department would have had to issue a decision, the Department requested
additional information. The matter remains pending.
The state of Wisconsin has made a similar request with the Department of
Agriculture. I understand that this request is pending also.

�Department of Health and Human Services:
The state of Wisconsin has a pending request to privatize segments of its Medicaid
program with HHS. There may be a pending request from Arizona as well.
The Domestic Policy Council has been following these issues with the agencies for
some time. Since no Administration policy has been developed that would apply to every
request, the most recent requests have been pending while the agencies request more
information from the state to determine with specificity the state's plan and its impact on
both workers and recipients.
During this meeting, I recommend we address the following:
A. Determine the full range of proposals pending before these three agencies;
B. Determine the status of each proposal;
and
C. Determine whether a comprehensive Administrative policy can be developed
applied to each request;
D. Identify the next steps for White House and Agency officials.

You asked about the status of the proposed EEOC regulations that limit
federal agencies ability to veto AJ decisions.
Sally Katzen's office is
the one handling it. They have set up a process for hearing the numerous
complaints they are hearing from agencies. After they have recieved all
the concerns (due by 1/12/98) they will set up a meeting with DPC, OMB,
EEOC to go through the comments, and see what accomadations EEOC can make
so everybody is happier but the deal still gets done. If there are still pr
oblems, Sally would hold meetings with more senior members of the
agencies. We are working with OMB in all this, going to a briefing
tomorrow led by EEOC, and Mary is drafting a background memo for you on
the issues. They know we are shooting for the SOTU.

Elena,
According to John Morton from the DAG's office, the AG has agreed to
proceed with the administrative procedure for Central Americans, pending
Holder's final recommendation. Morton is meeting with Holder tomorrow
afternoon to get his final approval. The last time that we spoke to Maria
about this (at the meeting that we all had a couple of weeks ago), she was
also comfortable with proceeding in this way (rather than by a regulation
that would alter the standard for "extreme hardship").
Also, OLC has told
the DAG's office that the administrative procedure would be lawful.
As
soon as Morton gets final DOJ approval, he will call us and he and OPL can
then contact the advocates to let them know what we are doing.
Earlier,
we all agreed that Justice would take the lead on this implementation once
these decisions were made.

From the day we took office -- five years ago this month -- President Clinton and I have
had an unshakable commitment to making the toughest job in the world -- being a parent -- easier
for working Americans. And I believe we have achieved an enormous amount for those who are
balancing the demands of work and family.
Family and Medical Leave has let millions of parents take time off from work to care for
their children. We expanded the Earned Income Tax Credit and increased the minimum wage -so no parent working full-time has to raise their children in poverty. We expanded Head Start,
and created Early Head Start. We cut taxes for 27 million families with children -- insisting
that those tax cuts go to the hardest-pressed working families.
Today, we take another giant step, to help parents succeed both at home and at work.
Today, with more children being raised by working parents than ever before -- and with the
leadership of President and Mrs. Clinton -- the issue of child care has been placed at the center of
our national debate. And that's exactly where it should be. Quality child care isn't a luxury,
it's a necessity. It not only gives parents peace of mind -- it gives children safe places to learn
and to grow. And as Tipper mentioned earlier, our Family Conferences have highlighted the
special role that after-school care plays in strengthening our children's future.
For parents whose workday ends long after school has let out, after-school care means the
security of knowing that their children are in good hands, and not in harm's way. Every week, at
least five million children spend time as latch-key kids. At best, they walk home alone,
returning to empty houses. At worst, they end up on the streets, and in trouble. Children from
12 to 17 have the greatest risk of being involved with violent crime between the hours of 2:00
and 6:00 p.m. -- that vast wasteland of time after the school bell has rung for our children -- but
before the work whistle has blown for their parents.
Of course, getting kids off the street comers and into quality after-school care is about
more than just keeping them out of trouble. It's about giving them something to say "yes" to.
We know that new economy requires our kids to learn more than ever before. But today,
children spend less than 20% of their waking hours in school. With after-school programs,
young people can expand their horizons of creativity, receive one-on-one mentoring and tutoring,
learn about computers, and learn the skills they will need to compete and win in the 21st Century.
It simply doesn't make sense to close down our schools every afternoon when they can serve as
sanctuaries of learning and centers of community all day long. Our schools -- at all
levels -- are public institutions built with public investments. And we'll get a better return
on that investment if we keep our school doors open and provide after-school programs for
our children. After-school care must be a part of our effort to build up America's public
schools, for the benefit of all Americans.

suggested that the Board may want to alternate between town hall meetings
and subject-matter meetings. However, there was also a concern that we
cover more subjects -- including race & health, housing, criminal justice,
generational differences in racial attitudes and One America (something
about how we all come together).
Sylvia suggested including Race & Health
into the meeting on Race & Poverty (which, in its present form, also in
cludes the housing discussion).
Each of these subjects is huge and could
hold its own day, but there is countervailing pressure to pack lots of
issues into each day in order to make room for town halls.
My suggestion would be to tie all of the meetings to a subject (the
tighter the better). We are already short of time for coverage of the
subjects, and putting more topics on each day will only further dilute the
discussion and look way too superficial. Having a substantive theme for
each day also gives a sort of focal point to the discussion, yet still
allows community dialogue, etc. to happen in the later part of the day or
in the evening (as we are going to do in Phoenix).
The PIR is putting together an outline of where we are with this, which we
will see a draft of on Thursday.
Also at this meeting, the group set down a list of accomplishment goals
for the Board, in response to the question: What is the Board doing? It
was decided that at the end of the year, the Board will have accomplished
the following:

Sylvia would like these letters to be longer, and to reflect actual
recommendations from the Board, whether or not we end up putting forth
policies consistent with these recommendations.

The idea is that each Board member will write an individual report to the
President re: what he or she has been up to during the year.
This will be
more in the form of experiences and personal reflections than
recommendations.
3.
Leadership Recruitment
Board will produce a list of leaders that they have identified -- what
they have done and what they will do to further racial reconciliation.
4.
Promoted dialogue
Through the town meetings and the individual events that the members
participate in.
5.
Promising practices
Assist in the identification and dissemination of promising practices.
6.
Contributed to the "study"
Board, with the help of the PIR staff, will produce summaries of the Board
meetings that will include all that went on, issues debated, etc. This is
in furtherance of the idea of the Board as fact-finders or recorders.
Finally, Sylvia mentioned a "work-plan" meeting next week.
I think that
the purpose there is to nail down (based on the outline produced by PIR
that we will see on Thursday) how the work of the Initiative and the Board
should proceed over the next 6 month.

January 6, 1998
President Clinton today announced a targeted, paid-for proposal to give Americans under 65 new
options to obtain health care coverage. The President's proposal:
Enables Americans Ages 62 to 65 To Buy into Medicare, by paying a full premium.
Provides Vulnerable Displaced Workers over 55 Access to Medicare by offering those
who have involuntarily lost their jobs and their health care coverage a similar Medicare
buy-in option.
Provides Americans Over 55 Whose Companies Reneged on Their Commitment to
Provide Retiree Health Benefits A New Health Option, by extending "COBRA"
continuation coverage until age 65.
Americans ages 55 to 65 are one of the most difficult to insure populations: they have less access
to and a greater risk of losing employer-based health insurance; and they are twice as likely to
have health problems. Some lose their employer-based health insurance when their spouse
(frequently the husband) becomes eligible for Medicare. Many lose their coverage because they
lose their jobs due to company downsizing or plant closings. Still others lose insurance when their
retiree health coverage is dropped unexpectedly.
These older Americans are often left to buy into the individual insurance market, which can be
prohibitively expensive (in some cases, more than $1,000 per month for a person with a
pre-existing condition) and altogether unavailable for many older Americans with health
problems. In virtually all states, people purchasing individual policies pay much higher insurance
rates because of a pre-existing condition; in many, they can be denied coverage altogether.
The President's targeted proposal provides greater access to health coverage by:
ENABLING AMERICANS AGES 62 TO 65 TO BUY INTO MEDICARE, by paying a
premium. The premium will be paid for in a two-part "payment plan." First, participants
will pay a base premium of about $300 per month - the average cost of insuring Americans
this age range. Second, participants will pay an additional monthly payment, estimated at
$10 to $20, for each year that they buy into the Medicare program. This premium, to be
paid once participants enter Medicare at age 65, covers the extra costs of sicker participants.
This two part "payment plan" enables these older Americans to buy into Medicare at a more
affordable premium, while ensuring that the buy-in option is self-financing in the long run.

�PROVIDING VULNERABLE DISPLACED WORKERS OVER 55 ACCESS TO
MEDICARE by offering those who have involuntarily lost their jobs and their health care
coverage a similar Medicare buy-in option. Individuals choosing this option will pay the
entire premium at the time they receive the benefit without any Medicare "loan," in order to
ensure that Medicare does not pay excessive up-front costs and participants do not have to
make large payments after they tum 65. This policy responds to the increased vulnerability
of older Americans to work transitions and company layoffs. Such workers have a harder
time finding new jobs: only 52 percent are reemployed compared to over 70 percent of
younger workers. Nearly half of these unemployed, displaced workers who had health
insurance remained uninsured.
PROVIDING AMERICANS OVER 55 WHOSE COMPANIES RENEGED ON
THEIR COMMITMENT TO PROVIDE RETIREE HEALTH BENEFITS A NEW
HEALTH OPTION, by extending "COBRA" continuation coverage until age 65. This
proposal allows these retirees to buy into their former employers' health plan through age 65
by extending the availability of COBRA coverage to these families. In recent years, the
number of companies offering retiree benefits has declined: in 1993, only about half of
full-time workers in medium to large firms had access to retiree health insurance, compared
to 75 percent in 1985. Some companies have ended coverage only for future retirees, but
others have dropped coverage for individuals who have already retired. This policy
provides much needed access to affordable health care for these retirees and their dependents
whose health care coverage is eliminated after they have retired. Retirees will pay a
premium similar to that of other COBRA participants.
The President's proposal is fully funded and does not burden the Medicare Program.
THE POLICY IS DESIGNED TO BE SELF-FINANCING. All three proposals are
designed to be paid for by the people who benefit. People ages 62 to 64 who buy into
Medicare will, over time, repay the amount that Medicare "loans" them when they are
buying in. Displaced workers will pay a premium that takes into account participants'
costs. And, the COBRA buy-in policy has no Federal budget impact whatsoever.
ANY TEMPORARY COSTS WILL BE OFFSET BY MEDICARE FRAUD, ABUSE
AND WASTE. The short-term Medicare "loan" to buy-in participants, plus the costs of the
displaced workers' buy-in, will cost approximately $2 to 3 billion over 5 years. These costs
will be financed by a series of new Medicare anti-fraud and waste proposals, which will be
announced in the President's budget.

Throughout our history, our mission as a nation and as a people has been to honor and
live by our most cherished and enduring values. Through transformations in our economy and
in society, we have always risen to challenge of keeping the American Dream alive for every
person willing to work for it. And we have always found ways to ensure that family remains the
backbone of our society.
Today, we are in the midst of a new social transformation. Our new economy -- powered
by rapidly advancing technologies -- has brought unprecedented prosperity to our country. But
the new economy has also imposed new demands on working families. With more women
entering the workplace than ever before, more families relying on two incomes and working
longer hours to make ends meet, millions of children must spend at least part of their day in care
outside the home or away from their parents. And millions of parents must spend their days and
nights worrying -- worrying about finding good care, about paying for it and having enough left
over for the groceries, about protecting their children from the kinds of child care tragedies
making headlines across the country. Too many parents find themselves walking a precarious
tightrope between unstable child care arrangements and the often uncompromising demands of
work. For many families, the search for affordable, high-quality child care has become a
stubborn obstacle to achieving the American Dream.
No government can raise or love a child. Mothers and fathers do. But government can
help provide parents the tools they need to meet this most vital responsibility and succeed at
work. So today, I am proud to propose a comprehensive $20 billion plan to make child care
more affordable, accessible and safe for American families. It will be the single largest child
care investment in the history of our nation. Child care is an issue that touches nearly every
family in America, one that should rise above politics and partisan interests. And I fully expect
bipartisan support for this measure.
This proposal will be an important part of the balanced budget I plan to submit to
Congress later this month -- the first balanced budget in 30 years. The budget will build on the
achievements of the year just past -- one that was very good to working families. The historic
balanced budget agreement I signed last summer boosted many family budgets with a $500 per
child tax credit. We helped more Americans afford college through education IRAs, expanded
loans, Pell Grants, Hope Scholarships and other tax credits. We worked together to expand
children's health insurance so that five million uninsured children can now get the medical
treatment they need when they become sick. For the fourth year in a row, millions of Americans
could take time off to care for an ailing loved one without fear oflosing a job because of the
Family and Medical Leave Act. The expanded Earned Income Tax Credit continued to help

�more and more working families lift themselves out of poverty and into the middle class.
In accomplishing all these things, we successfully abandoned the false choices of the past.
We proved that we could indeed balance the budget and invest in our people and the future.
And we showed that it is not only possible, but crucial to the survival of the America Dream that
we help our people meet their responsibilities to their children and fulfill their duties at work.
No parent should have to choose between work and family, between earning a decent
wage and caring for their children. And with this new proposal, they won't have to. This
initiative builds on my Administration's previous efforts to strengthen and expand child care.
Since I took office, federal funding for child care has increased by 70 percent, helping parents
pay for the care of some one million children. Two years ago, we worked hard to ensure that the
welfare reform law boosted child care funding by $4 billion over six years.
My new proposal has four fundamental goals. First, we must make child care more
affordable and available to all Americans. In my balanced budget, I will double the number of
children receiving child care subsidies to 2 million with a $7.5 billion increase in Child Care and
Development Block Grants to states. Recognizing that different communities have different
child care needs, we will leave it up to the states to distribute these funds in ways that best serve
needy families. We will help three million more working families meet their child care
expenses through a $5.2 billion child care tax credit. And, to encourage more businesses to
provide child care for their employees, I am supporting $500 million in tax credits.
Second, we must raise safety standards and improve the quality of child care by
strengthening enforcement of state codes and licensing requirements, weeding out bad providers
through tougher criminal background checks, and encouraging talented caregivers with
scholarships to pay for better training. There is still so much we do not know about child care in
our country. That is why I am proposing the creation of a National Center on Child Care
Statistics to gather information and support a national child care hotline for parents who need
advice finding quality care.
Third, we must make sure that our children begin learning from their earliest days and
that the child care they receive only advances their development. As we learned at last year's
White House Conference on Early Learning and Brain, how our children are cared for and what
our children learn in their earliest years can have lifelong consequences. I am proposing the
creation of an Early Learning Fund that will support a variety of community-based efforts, from
reducing child-to-staff ratios in child care centers to training child care workers to educating
parents about good care. We must also double the number of children in Early Head Start, so
that our neediest children can begin getting ready for school from their first days oflife.
Let me also take a minute to thank our states for leading the effort to improve child care
and promote early learning across America. In North Carolina, the Smart Start program
has helped thousands of children gain access to quality child care and health care. In

�Rhode Island, a program called the Child Opportunity Zone has built local partnerships to
ensure that all children come to school ready to learn. The state of Minnesota has taken a
leading role in mentoring parents and teaching them to encourage the emotional and
intellectual development of their infants. And in Washington, four-year olds from low
income families are eligible for early education, health care, and other services. I know
many state child care leaders are here today and I thank you for your hard work.
Finally, we must make sure that every school age child has a safe and enriching place to
go after school. As the Vice-President said, too many children are left to fend for themselves in
the hours between three and seven o'clock. Too many children are roaming the streets, idling in
front of the TV, and getting into trouble. That is why I am proposing the expansion of beforeand after-school programs to help more children say no to drugs and alcohol and crime and yes to
reading, soccer, computers and preparing for the future.
We are living in the most exciting era of human history. But even as time and
technology continue to alter the way we live, work and do business, even as they make some jobs
easier and render others obsolete, nothing can diminish the joys, responsibilities and challenges
of parenthood. No raise or promotion can ever top the joy of hugging a child after work.
Nothing is more bittersweet than sending the child you once carried in your arms off to test her
own wings in college. And nothing weighs more heavily on a parent's mind than the safety and
well-being of a child while he or she is in the care of others.
Today, let us pledge ourselves to helping all parents do the best jobs they can at home and
at work. Let us pledge ourselves to providing all children the care, nurturing and education they
need to thrive in school and make the most of their potential. And let us all work to build a
future where all Americans who work hard and play by the rules can live the American Dream.

Clinton Plans Child Care Package

WASHINGTON (AP) -- President Clinton has
assembled a
$20 billion package of tax credits and other
programs to make
child care more accessible and affordable,
congressional and
White House sources said Tuesday.
The proposals include a permanent 25 percent tax
credit for
businesses that establish and run child care
facilities for
workers, or reserve slots in exisiting centers,
the sources said,
speaking on condition of anonymity.
The package, to be unveiled Wednesday, also
includes what
one source called "dramatic expansions"
of both
the income
tax credit that parents can take for child care
expenses and
federal contributions to state child care
subsidies for
low-income parents and welfare recipients
entering jobs.

program. Overall, the package of
tax credits and
subsidies would cost $20 billion over five years,

called the

a sweeping plan to help parents balance
the
demands of work and family by making child care
more
accessible, more affordable and safer. ' ,
Clinton's plan would limit the dependent-care tax
credit to a
family's total tax liability. Only the
earned-income tax credit
aimed at working poor families is now refundable,
providing
them a check from the government if the credit
exceeds their
tax liability.
Advocates have pushed to also make the child-care
credit
refundable so that poor parents who pay no taxes
would get
new government subsidies for their child care
expenses.
Republicans have opposed expanding the welfare
aspects of
federal tax breaks.

Ellen Galinsky, president of the New York-based
Families and

Clinton, accompanied by Vice President Al Gore
and Mrs.

ceremony Wednesday afternoon. He hoped to set a
bipartisan
tone, inviting several Republican governors and

The Senate last year passed a bill by Sen.
Herbert H. Kohl,
D-Wis., that, for a short term, would have
allowed businesses
to reduce their federal tax liability by $1 for
every $2 they
spend on child care for their employees.
Although the House never voted on it, supporters
said the
Senate action bodes well for the smaller but
permanent 25
percent tax credit that Clinton will advocate.
The White House was also counting on a boost from
this year's
election climate, where help for middle-class
families would
prove popular with many voters.
" I think there is broad bipartisan support in
Congress and in
statehouses around the country for doing more on

will be real
interest in the president's plan."
Other pieces of the package were announced at the
Clintons'
White House conference on child care in October.
They
include:
--Establishing a scholarship fund to provide $250
million over
five years for additional training of up to
50,000 child care
providers. The workers, who would get $1,500
each, would
have to remain in the field at least a year.
They'd be guaranteed
a raise when they finished.
--Eliminating state barriers to checking criminal
backgrounds of
child care workers. That plan must be approved by
Congress
and all 50 states.
--Legislation enforcing state health and safety
standards in
federal child care centers.
However, the plan would not establish any
national child care
standards, officials said. They noted that
Clinton has opposed

Public Media Arts (otherwise, known as the -ISM Project) to speak on
Thursday, January 8th from 1:OO-2:30pm in the conference room of the in
NEOB 3236. Mr. Diefel will discuss how his group is addressing the issue
of race through media. The -ISM Project was one of the "promising
practices" highlighted at the Akron Town Hall meeting.
Ellen Hume, who is the Director of the Democracy Project and is affiliated

Elena,
I'm not sure what our strategy re: whether we want to more or less
connected to the process at the Race Initiative, but I wanted to share
with you some thoughts and questions that I have.
1.
I have some questions about how the President's report is being
developed, and our role in that development.
I have seen the rough
outline that Chris Edley did back in November and it is my understanding
that since then, not much has been done (at least by the folks at the PIR)
to coordinate the PIR's work with the draft outline. Moreover, the folks
at the PIR (including Judy and her top staff) do not have a clear
understanding of who is responsible for writing the report and how they
(the PIR) are going to be involved. Many people have represented to me
that Edley is writing the report, and that we (the White House) will see
it when it comes to us as a draft.
I am concerned that unless we (DPC)
participate in the development of this, we will get a product at the end
of the day that is not consistent with what we want.
In conversations
with Lin, I have also not been able to determine what Edley's timetable is
for reporting back to the PIR with progress, a more detailed outline, etc.
I recommend that we open a dialogue with Ed1ey about these issues and
further determine how we are going to proceed.
I'm not sure if you want
to (or already have) opened such a dialogue or whether you would want me
to make the call.
2.
I have been concerned about the Board meetings and whether they should
be more or less substantive.
It is my understanding that in the beginning
the meetings were less media-friendly, but more substantive (presenting
papers; gathering data, etc.). Of late, because of concerns about putting
on a more media-friendly show, the meetings have become more fluff than
meat. The Board (and the PIR staff) strongly favor meetings that offer
real discussions of substantive issues, while some others (mostly commun
ications folks here) favor more anecdotal and emotive discussions.
There
is also a growing tendency to cover more ground superficially, rather than
cover less ground more thoroughly.
I appreciate that decisions about
Board meetings are more an issue of process than policy, but there are
political/press downsides to the Board being unsatisfied with the
substance of the meetings. Also, the staff at the PIR are increasingly
disgruntled with not being involved in something (either the report or the
meetings) that is more than a show. Their discontent is not good for us.
Of course, we do not want the Board to do anything that would upset the

President's efforts or produce bad news.
However, I think that there is a
way to create Board meetings that are interesting and substantively
engaging, without being damaging to the President's efforts. We need,
however, to communicate better to the communications folks that the
meetings are not just good-news media events, but are necessarily
something with more teeth.
I am not sure how to best approach this problem.
I would like to get
Richard and Christa together to talk about the issue of how to handle the
press/media/communications issues surrounding the Board meetings, while
keeping them substantive enough to satisfy the Board, the PIR and us.
3.
In the interest of better general coordination, I have suggested to
Richard that he and I have a daily phone call (10 or 15 min.) to make sure
that we each have the other's information.
Does that sound right?
4.
Finally, in the interest of better understanding the issues/concerns
of the Board (and to help them be more plugged in to what we are doing), I
have been thinking of doing some individual outreach to Board members (in
coordination with Judy).
Any thoughts on that?

Attached is a comprehensive table on abortion provisions in appropriations
language that will require policy decisions in order to print the FY 1999
Budget Appendix. Traditionally, the Budget shows the prior year's (i.e., FY
1998 enacted) appropriations language, brackets language proposed for deletion,
and italicizes any new or revised language.
One issue we need to consider is whether, in light of recent history, again to
propose deletion of the AID abortion language in the Foreign Ops bill (see page
4 of the file below). AID is now suggesting we not do so. We would appreciate
your views, either directly to me or to Ann Kendrall of the Health Division
staff (who prepared the table).
Due to the FY 1999 Budget print schedule, we are requesting your views/comments
on these provisions by noon, Friday, January 9th.
Please let me know by then
whether or not you agree with the recommendations in the attached file or if
you think we need to meet on any of these provisions.

to print here) limited population and family planning funding to $385 million,
required monthly apportioning for this funding, did not allow obligations to
begin until July 1997, authorized a Presidential certification and a
Congressional vote in February to allow obligations to begin in March rather
than July (the Administration, narrowly won the vote).

purposes of this or any other Act authorizing or appropriating funds for
foreign operations, export financing, and related programs, the term
"motivate", as it relates to family planning assistance, shall not be

That nothing in this paragraph shall be construed to alter any existing
statutory prohibitions against abortion under section 104 of the Foreign

In 1962, I became involved in politics because of child care issues in my
community in Iowa. As a member of the Iowa Commission for Children and
Youth, I fought for child care programs and funding.
In 1970, at the
White House Conference on Children, we put forward the bill that Nixon
vetoed two years later. As an elected official in my county, we made
serious gains in child care, but never enough and never with help from the
feds.
Today, thanks to your work, I felt that a dream had come true.

I spoke to Barbara Chow, who said Raines asked her to draft two versions
of the budget description:
version #1: expressing concerns about the problem and expressing a desire
to work on it (the version we were urging yesterday);
version #2: outlining in general terms the modified proposal we discussed
yesterday, that would let states keep all child support collections in
exchange for a lower match (the version Raines still prefers) .
I told her that since the President's senior advisors still seem to
disagree, that it appears we will have to bring them together to discuss
and decide whether we need to send a memo to the President for him to
decide.
Shall I go ahead and set up a Raines-Reed-Sperling meeting? OMB would of
course rather have us wait until we see their paper (I made Chow promise
we'd have it no later than first thing tomorrow morning) .
On a related issue, I expect to have paper shortly from HHS on their
proposed substitute $300 million saver.
Very generally, I understand the
proposal would a) require mandatory, rather than optional, review of
child support orders every three years, which would result in more
frequently updated child support orders, more collections for families as
well as the federal government; and b) would revise a "hold harmless"
provision related to child support incentive payments, which is garnering
some states more than expected.

Circuit) in1999. Her nomination expired in 2000 without Senate action. The files in this opening contain records from the White House Staff and Office Files, Counsel’s Office and Presidential Personnel, concerning her nomination.
