We invite you to participate in our next breakfast seminar for policy staff and researchers to
be held on Friday, November. 18, 1994. Our topic will be:
Children's Mental Health Services:
·Policy Implications for the New Paradigm
The seminar will be held from 8:30a.m. to 11:00 a.m. in the House Budget Committee
Hearing Room, 210 Cannon House Office Building. Continental breakfast will be served at
8:30a.m. The meeting will begin promptly at 9:00a.m.
The number of children with mental health disorders is at least 7. 7 million or 12% of all
children, yet most communities' available services are either inadequate or inappropriate to
meet their needs. The traditional paradigm of mental health services results in the high cost~
of inappropriate institutional care and unmet needs. In addition, a high percentage of
·
children who are served by the education, child welfare, juvenile justice, and health sectors
also have serious behavioral and emotional problems that require mental health services.,
In the public sector, there is growing consensus that children with mental health needs and
their families are most effectively served when services are provided·through systems of care
which are child-centered and family-focused, comm,u~ity-based, and culturally competent.
And in the last decade, many promising advances have been achieved at state and local levels
through a number of innovative demonstration programs. In 1993, the federal government
also implemented the Comprehensive Community Mental Health Services for Children
Program, the first program through which the federal government directly funds services for
children with serious emotional disturbances.
The seminar will address such questions as: What do we know about children with mental
healtb problems? What have we learned from promising new approaches to addressing
them? What is the current and potential role of the federal and state governments? How can
these services be financed in an era of managed care? What other service systems must
work collaboratively with the children's mental health system to effectively address the need?

BernardS. Arons. the director of the Center for Mental Health Services. Substance Abuse
and Mental Health Services Administration. Public Health Service. will introduce the four
panelists:
• Jane Knitzer. a visiting professor at the Department of Psychology, New York
University, will provide an overview of the prevalence and nature of children's mental health
problems, the service needs of these children and their families, and how the children's
mental health service paradigm has changed in the last 12 years. She also will explore the
federal role in addressing this much neglected policy challenge.
• A parent (to be determined) whose family is currently being served within a
comprehensive system of care. will describe his/her experiences with the old and new
services, and how the changes have made a difference in his/her family's lives.
• Regenia Hicks is deputy director of Child/ Adolescent Services Division, Mental Health
Mental Retardation Authority. Harris County (TX), and formerly assistant director of Child
and Adolescent Services for the Maryland Department of Health and Mental Hygiene. She
will offer a state-level perspective on children's mental health services. and will highlight
issues related to cultural competence in service provision.
• Randaii.Feltman, director of Ventura County (CA) Mental Health Services, will discuss
what we kflow about outcomes, both clinical and cost-related, associated with comprehensive
systems of care.

I am pleased to invite you to be the keynote speaker at a conference being sponsored by the
American Public Welfare Association (APWA) on human service agency implementation of
the National Voter Registration Act (NVRA). The conference, whose theme is "Challenge
and Opportunity," will be held at the Hyatt Arlington Hotel in Arlington, Virginia, on
November 14 and 15. The keynote speech is scheduled for 9:30am on Monday, November
14. A preliminary agenda is enclosed.
APW A is a nonprofit, bipartisan organization that represents the state public human service
commissioners·and their staffs. As you know, public assistance agencies are specifically
required by NVRA to offer voter registration information beginning January 1, 1995. The
purpose of our conference is to inform state agencies of the Act's requirements and provide
assistance in implementing its provisions in a timely and conscientious manner. The
conference is being made possible by a grant from the Ford Foundation.
We would like you to speak to us about the significance of this legislation and to share your
vision of how states should implement the Act. Your presence and remarks would provide
an important beginning note to our conference.
