Half Day Training Session For BR Members

At the conclusion of April 1994's staff development session,
comments and suggestions for improving the program were solicited
from all participants including the team Chiefs of Staff. An
overwhelming majority of responses included requests to have more
development sessions to supplement the annual one day event. To
address this desire, new half-day sessions have been scheduled
for each team. At the request of your team's Chief of Staff,
your half-day ses·sion has been scheduled for Wednesday,
December 14, 1994. The session will take place in the Executive
Briefing Room, East Wing Shelter starting at 7:30 a.m. and ending
at 12:30 p.m ••
This staff development session promises to expand on the
challenges and solutions explored during April's session. We ask
that you RSVP.to Presi4ential Contingency Programs (x56374) no
later than November 2, i994. Please do not hesitate to call if
you have any questions.

We are pleased to invite you to a colloquium sponsored by The Annenberg Washington Program about
how live television broadcasts of international events have revolutionized the role of diplomats. The
colloquium, AMBASSADORS: RELICS OF THE SAILING SHIPS?, will take place Friday, November 18,
1994, in Washington, D.C.
Like Jimmy Carter in Haiti or Robert Oakley in Somalia, diplomats now work largely in the open-and
often at breakneck speed. Among the questions to be addressed in this session: whether instantaneous
communication hurts due deliberation, whether television pictures back policymakers into a comer,
· whether emotions are substituting for policy, and whether, as Ross Perot put it, ambassadors are now
"relics of sailing ships."
This Annenberg colloquium is sparked by a soon-to-be published book about the impact of media
technology on international affairs, called Lights, Camera, War!, by Annenberg Visiting Fellow Johanna
Neuman, who will moderate the discussion. We are honored to have as discussants Sir Robin Renwick,
British Ambassador to the United States; Ruth Yaron, Press Counselor to the Israeli Embassy; and
Richard Burt, former United States Ambassador to the Republic of Germany.
The colloquium will be held on Friday, November 18, 1994, at the Program's offices in the Willard
Office Building, 1455 Pennsylvania Avenue, N.W., Suite 200. We will begin at 9:30a.m. (registration
at 9:00a.m.) and conclude by 11:00 a.m. There is no charge for attending.
