Dear Ms. Rasco:
From October ll-14, 1994, ,Brookings will conduct a four-day seminar for 40
senior executives enrolled in an advanced management program at the Sloan School
of Management at MIT. During their Washington seminar, these executives
(representing multinational companies and governmental institutions in 15 countries)
will meet with Members of Congress, senior Clinton Administration appointees,
officials of foreign governments,and academic experts in order to gain· a better
understanding of the operations of the U.S. government and important issues on the
national and international agenda.
I am writing to ask if you will meet with this distinguished group of
executives on Tuesday, October 11, from 2:00- 3:00 p.m., at the_QEOB to discuss the
··-- President's domestic policy agenda.

We ask that our guest speaker make initial remarks of 15-20 minutes with the
rest of the hour for questions and discussion. All sessions are informal and off the
record.

Each year since 1966, the United States Postal Service
has chosen one historical and one modern work of art
to represent the nation during the Christmas holidays.
The 1994 Christmas Stamp will feature Virgin and Child
(1663) by Elisabetta Sirani from NMWA's permanent
collection. This is the first Christmas stamp t::> be issued
featuring the work of a woman artist.
Elisabetta Sirani (1638-1665) was one of a number of
distinguished women artists from Bologna during the
16th and 17th centuries. Known for her drawing skills
and her ability to work rapidly, she was producing works
by the age of seventeen. Her fame spread beyond
Bologna, and she received visitors from throughout Italy
and other countries who came to watch the speed and
ease with which she worked. Among the paintings,
drawings and etchings which she produced are religious
subjects, depictions of women fr~m antiquity, allegorical
figures an~ portraits.

To meet tho pressing needs of our society for more civic

participants. Fairport High School, in suburban Rochester, New York, has developed a
special course for seniors who aemonstrate talent ln lcaacnhtp llllO 1)(ihoinr~ntp.

Because the class is a Social Science laboratory, we·mov.e into real world settings as
much as possible. As the culminating exercise in our Civic Identity Unit this year, we
will travel to Washington D.C. on October 10, and stay until noon on October 13 ..
We are talking wi~h Congressional leaders and Regulators on the following .
issues:

a. The Ciime Bill
b. Congressional Reform
c. Welfare. Refonn
d. Military Readiness in the 21st Century
e. Education Reform
We will assign half of our time to interviews in the Capitol and half to interviews
of the Executive Branch. Could we meet with members of the White House Staff to
discuss the leadership role of the President and Vice President in resolving conflict over
public policy?

Dear Ms. Rasco:
Earlier this year, the commissioners, secretaries and
directors of state environmental regulatory agencies came together
to form their first national association, the Environmental Council
of states (ECOS). .Presently 4 7 states and territories have become
ECOS members and we recently opened an ·office in Washington, D.C.
ECOS represents. the first time-the top environmental policy makers
in the states and territories have joined to speak· on issues of
national significance. · The purpose of ECOS is to .improve the
environment of the United States by:
a)

providing for the exchange of ideas views ·and experiences
among·the states.
fostering cooperation and coordination in environmental
management., and
articulating state positions to Congress and EPA on
environmental, issues.
~Th~ first annual meeting of ECOS will be held in Keystone;
Colorado over the weekend of October 7, 8, and 9. At the meeting
will be most of the state directors and their top staff people. _We
are pleased that both EPA Administrator, ·carol Browner and White
House Environmental Policy Director Katie McGinty have agreed to
speak at the meeting. We have planned a very in~ense w~ekend of
workshops and meeti.r1gs and would like to invite a member of your
staff to join us as well.

Dear Carol:
As a Guest Scholar this fall at the Woodrow Wilson Center, I invite you to join me and a small
group of policy makers and critical thinkers in an exploration of urgent new questions
confronting women and men today. Over the course of four sessions, this seminar will seek a
new paradigm of theory and action beyond the polarization ofidentity politics.
We will confront the hidden effects of five years of job downsizing on women and minorities.
Disturbing new data now reveal a drastic decline in income among white, educated, middlemanagement men, in addition to previously affected blue collar and minority workers. The main
victims of downsizing are men and women in their forties and beyond. Symptoms of backlash
agai~'st women: and minorities .and: the:· threat :of; intergenerational warfare need toJ>~ J3:ceg.. '" ; ;

Is it possible to propose at this time a new paradigm for restructuring work and redefining the
bottom line iri both corporate and personal terms of "competitiveness" and "success?" Might
not demands for a shorter workweek ·and flexible job structures pose an alternative to downsizing
that would meet the needs of both women and men in the childbearing and childrearing years?
Such flexibility would in addition benefit individuals throughout the lifecycle who need to
combine education and training with jobs, as well as individuals fifty years of age and beyond,
who do not want and cannot afford to leave the workplace, and are currently being pushed out.
These persons, while not wishing to "retire," might welcome shorter and less rigid work
schedules. Their wisdom and experience may be more essential than now realized for business
and .communitv . welfare.

Previous strategy in fighting sexism and ageism and identity politics as such may not solve these
problems, but could result in increased polarization. A retreat from equality can be seen in the
unchallenged war against welfare mothers and single parents, the recent custody decisions taking
children away from "career" women, and the clamor for a return to single-sex education. The
recent focus on, abortion attacks, sexual harassment, and violence against women has, in a
certain sense, been dealing with symptoms of what in fact may be a greater threat to women's
empowerment.

The final sessions will move to the formulation of a new paradigm for restructure .of work and ·

the public, and will be a presentation of the -ideas developed in the previous three ~essions.
