The Management Decision and Research Center (MDRC) of the VA Health Services Research and
Development Service, and the Foundation for Health Services Research (FHSR) are pleased to invite
you to the first MDRC Management Lecture. This new lecture series will convene national experts
in health services management, policy, clinical practice and research to explore the theory and
practice of key policy, planning, operational and research issues.

The first program focuses on identifying the many advantages of manager-clinician-researcher
collaboration. John M. Eisenberg, M.D., M.B.A., Chairman and Physician-in-Chief, Georgetown
University Medical Center and Chairman, Physician Payment Review Commission, will be the
keynote speaker. Walter J. McNerney, M.H.A., Professor of Health Policy, Northwestern
University, will react to Dr. Eisenberg's presentation.
The topic of the first lecture is both timely and relevant. With the introduction of health reform, it
is crucial for managers and researchers to collaborate more effectively. In highly competitive
industries, the most effective firms are those that translate their research results to market application
most quickly. Our challenge in health care is to bring research results into practice, not only in the
areas of technology and clinical practice, but also in the delivery of cost-effective health care. The
objective of this lecture series is to make a difference to veterans and others by improving the
delivery of health care through better use of health services research.

After 1 heard Governor Roberts' speech at the Democratic Convention last

year, 1 spoke to Mike Dukakis (a friend of many years) about her and he
encouraged me to contact her for an article. 1 was very pleased to publish her
inspiring story in our November /December issue as part of our series "Family
Hall of Fame" (see page 22 of that issue, enclosed). When 1 told Barney Frank
about Governor Roberts' article, he put it into the Congressional Record.
From my personal experiences in the political world (I was a Special
Assistant to Mayor Kevin White in Boston in 1968), 1 know thatyour l~fe is
extraordinarily busy and that you have more than enough on your plate.. Just the
same, let me make this an open invitation to tell our readers, about yourself and
why it is important for all parents to keep on advocating on behalf of their
children. 1 shall be pleased to publish such an article whenever you get to it.
Personally, 1 was reassured to know that you are in the White House
because 1 am one of many people cheering for you, Mrs. Clinton, Mrs. Gore et al as

Workers is convening its 1993 Industrial Conference on September
19-23, 1993 at the Anaheim Hilton and Towers, 777 Convention Way,

challenges facing our nation 'in' overcoming the problems caused by
SUbstance abuse and continue to be encouraged by the
Administration's commitment and leadership in this area.
On behalf of the Board of Directors of the·National
Treatment Consortium for Alcohol and Other Drugs, Inc. ("NTC")
and as President/Elect of NTC, please accept my invitation to
address our membership at NTC's Fourth Annual National Conference
on Treatment Initiatives scheduled for october 17-19, 1993 at the
Hilton Hotel in Portland, Oregon.
The conference ·theme, "Treating Work Force 2000 11 , is
designed to address solutions and viable approaches to working
together by identifying the elements of successful relationships
and increasing the understanding of llquality treatment" from the
perspective of the payor, purchaser, provider and· patient. The
overall objective of the conference is to bring together the
viewpoints of all the major groups (employers, insurance, managed
care and providers) so as to provide a greater understanding of
how all parties can work together to provide effective and
efficient care.

Attached is a letter I received regarding a retreat the states'
HHS Commissioners will hold in early October. I had to regret
due to a previous engagement which could not be cancelled. They
are now asking for a rep/reps. It seems to me since they wanted
the White House to cover both health and social issues we should
perhaps seize this opportunity to have a presence on health care
reform and welfare reform since these folks are so key to both.
While in some senses it perhaps isn't the very, very best use of
time/personnel to send two of you, I am wondering if in this case
it isn't well worth the time/effort to send both of you.· I would
help to argue with them if necessary that they do it on the day
you all choose and at a time that is best for you.
Christine, Kathi is on vacation but can be reached by phone.
Once Cookie has a chance to read all this to Kathi, could you and
Kathi talk by phone and we try to get this settled?

Each year my counterparts from around the country assemble
usually, over
Columbus Day Weekend -- ~ithout staff, and go into a room for a day and a half
to talk about major he,alth and social issues, federal-state relations and the
challeng~s facing the largest agencies in most state governments.
Lapt year I hosted the retrea,t in Wisconsin and almost thirty states ,were in
attendance. Gail Wilensky represented the White House and both Mary Jo . Bane
and David Ellwood participated.
APWA has asked me to coordinate the planning for this year's retreat to be
held near Albuquerque, New Mexico on Sunday and Monday morning,October 10-11.
I spoke with Donna Shalala about attending, and she has a conflict and is
sending Mary Jo and Dave.
We' would very much like to have you join us to participate in a separate 90
minute round table discussing health ,and social issues. As I am sure you can
appreciate, all of us view our relatIonship with your Administration as one of
our highest priorities. Nearly everything we do, we .undertake in a
partnership with the federal government. I'm sure you'd find our input
worthwhile and I can'assure you that we'd value having your insights
