·Here are the latest publications from our National
Health/Education consortium. We are trying to emphasize in a:n
kinds of ways how the health and education of children are
intricately tied. Here are two examples~ nutrition and mental
health.

The National Health/Education Consortium is moving forward with
plans for elementary school based clinica. We are planning a
small meeti~g the last week in July to plan strategy. We would
love to come talk to you and Joycelyn and any others who you
think should be preset. The people who would come include
myself, Mike Usdan (from the Institute for Educatiohal
Leadership), Karla Shepard (The Conservation Company -- you
recently dropped her·a note about stopping by), Joycelyn, Peter
Goldberg (the President of ,the Prudential .Foundation), and
.'
several· other foundation presidents who. have expressed an
inter~st in getting the private sector behind this effort.
Would
July 27 or 28 be a possibility? I'll call to check .on your
schedule.
Our goal is to get health centers on site in elementary school
across the country. We've been meeting with folks on the hill
about this and they seem enthusiastic. Many of them were
concerned, th.ough, that the "word" from the Department of
Education is that referral is as far as things need to or can go.
I don't agree with. this and I hope i.t is just a misunderstanding
from the folks at Education about how important site-based
services are.

As you know, a great national debate is under way on the public
policies that can help shape a better, more secure future. The
National Urban League's Annual Conference in Washington, D~C.
will be a major forum'for discussing those critical policy
choices. But it will be more -- because we believe that positive
public policies must be joined by a regeneration of African
American communities from within. We will be empowered to fully
participate in the 21st'century world economy by that necessary
process of self-development.
That is why the conference theme is "Developing 21st century
African-American Communities." We will draw on the expertise of
some of the most outstanding doers and thinkers in the nation to
help clarify the issues and suggest ways to shape the future.

The Clinton plan and the Marshall plan
T,he National urban League's Marshall plan for America is a
sweeping proposal to restore America's world economic
leadership by long-term investments in itsinfiastructure and
human resources, stressing job-creation, training, and
education -initiatives. The Clinton Administration's economic
recovery program incorporates many of the key elements of the
Marshall plan for America.

Dear Ms. Rasco:
We are pleased to invite you to participate in Together We Can: A Dialogue on Collaboration
sponsored by the Institute for Educational Leadership (IEL). The purpose of the Dialogue is
to provide participants with a forum in which to share the lessons of their collaborative
experiences and raise questions and concerns about how federal policy can advance their efforts
to build a more effective system of policies and services for children and families. More than
200 state and local policy makers and practitioners from across the country are expected to
attend. (See enclosed brochure). As the former team leader for the team leader for the
Arkansas Family Academy, and now Assistant to the President for Domestic Policy, we know
you can bring a unique perspective on the connection between federal and state policy, and local
service delivery.
We have chosen Together We Can as the theme for this year's Dialogue as a way of promoting
)
the strategies and ideas contained in the recent joint publication of the Departments of Education
and Health and Human Services, Together We Can: A Guide for Crafting a Profamily System
of Education and Human Services. As you know, Martin Blank of IEL is co-author of this
guide and chaired the study panel which helped to prepare it. You received a copy of this
publication earlier this year, and indicated that you had shared it with your colleagues.

above what I know must be an enormous number of alligators.

I wanted. to see if I could twist your ,arm, to accepFaspeaking
engagement in: October. The audience will be folks from
development offices at children's hospitals throughout.. the
country. This meeting is a part of the annual meeting of the
Association for Healthcare Philanthropy, which is comprised
of developmental professionals in all types of hospitals
nationwide.

As far as a topic, I want to give you some latitude. At the
same time, we're interested in hearing your views on the
things we need to know regarding the place of children's
hospitals in the plans that are being set forth concerning
health care. Perhaps you could give us an indication as to
how we could best use any' "window of opportunity" to put
forward those things that we feel are extremely ,important to
children's hospitals, while, at the same time, not alienating
our publics, the government' or 'anybody else for that matter.
As I' said, however, we want you to have a fair degree of'
latitude.
