OVERVIEW
Leadership 2000: Managing Our Future was the Women Campaign Research
Fund's third biennial leadership training and political education conference forprogressive
women candidates. This intensive three day program was co-COflVened with the School of
Public Administration and the Division of Social Sciences and Communication of the
University of Southern California-in Los Angeles, where the conference took place from
October 28 to 31, 1993,

~f San Diego, and Mayqr Susan Hammer of San Jose -- served as Honorary Hosts.
Almost 150 individuals participated in Leadership 2000, including speak~rs and
moderators,,_WCF and WCRF board members, USC professors~ sponsors and participants -
our largest and most impressive gathering of politiCal women ever"

58 wome~ political leaders from 28 stat~s ::- 22 Republicans and 36 Democrats ~
attended. Among them were loCal elected officials; state treasurers, lieutenant governors,
, and other statewide office holders. Of this group, many were aIready candidates for running .'
for higher office, including 8 U.S. Senatorial, 15 Congressionarand 2 Gubernatorial'
candidates. Many of the participantS noted the value of the friendships forged over the

The Leadership 2000 program combined poli~ys~ssions with political strategy. In the
policy sessions, nationally known experts discussed issues which, all participants will address
either as public elected officials or as candidates, including health care reform, public
finance, immigration policy and unique solutions to urban problems.

Political, media and campaign experts shared their insights on the latest strategies for
a winning campaign. The sessions included advice on building a campaign team,
communicating your message and researching YQur opponent. .

Small campaign workshops, focusing on campaign planning and fundraising, provided
an intimate atmosphere for women participants with similar political aspirations to share
specific questions and common concerns with political experts. Many of the participants
thought these sessions were the most valuable component of the program.

Two of the most beneficial sessions cited by participates were the Advanced On
Camera Interview Technique" and the Birkman Survey. The media training session focused
on improving one's image and presentation. The Birkman Survey, a new component to the
Leadership 2000 program, was found by participants to be an extremely useful tool in
building a staff or campaign team. In addition to the general media training session, WCRF
offered small group training to 20 women candidates, primarily women running for federal
or statewide races.

National pollsters Celinda Lake and Linda DiVall provided the participants with a
national perspective of the political climate and its impact on women running for public
office.
Several' of the Leadership 2000 Honorary Hosts, including Congresswomen Anna
Eshoo, Jane Harman and Lucille Roybal-Allard shared their personal experiences both as
Congressional candidates and as Congresswomen. State Treasurer Kathleen Brown closed
the three:'day program with brunch at her home for everyone.

WCRF was extremely fortunate to have the host of the 1991 Leadership 2000
training school, Governor Ann Richards, as a speaker. As always, her encouragement and
passion for women in the political arena -- and her good sound advice -- was exciting and
contagious.
To this impressive group of speakers and participants, WCRF introduced a new
component to the training program -- an internship for "Tomorrow's Leaders". In
conjunction ~ith the Ms. Foundation and Junior State of America, WCRF hosted twenty high
school girls from the greater Los Angeles area as interns to Leadership 2000. These girls
. were active in school government and had ambitions to hold public office.

, Based on the comments from students and participants, not only was the program an
educatio,nal experience for the interns, but for the women candidates as well. WCRF hopes
to make 'this a permanent featur~ of the program.

Leadership 2000: Managing Our Future was successful in large' part thanks to the
generosity of the program funders;' 48 foundations, ',corporations and individuals contributed
$182,000 in support of the conference,' The WCRF Board and the Leadership 2000
Advisory Committee, were instrumental in the successful solicitation of these ,funds.
All the participants in Leadership 2000: Ma,naging Our Future reCeived an
evaluation form which WCRF has used in the planning of Regional Leadership Training
Seminars and the next Leadership 2000' conference in 1995!
