'DDrug Smugglers Becoming More Brazen, Violent
EAGLE PASS, Texas (AP)·
Plastic garbage 'bags, discarded clothes
and deflated inner tqbes litter a stretch beside the Rio Grande
debris nonchalantly left behind by drug smugglers crossing the
border from Mexlco,
Twelve miles away, a sturdy wooden cross marks the spot where
Border Patrol agent Jefferson Barr was gunned down in January,
allegedly by a drug trafficker.
Increasingly, smugglers crossing the border are ,getting more
brazen and more violent, federal agents say, And the frightened
voices' of border resident.s are grabbing 'the attention of top
anti-drug officers.
" I t has gotten immeasurably worse in the last year, and we are
determined ,to play hardball with international drug crlminals,"
said Barry McCaffrey, the retired general heading President
Clinton's drug control program.
McCaffrey, head of the Office of National Drug Control Policy,
and Drug Enforcement Administration chief Thomas Constantine on
Tuesday visited a smuggling hot spot
Eagle Pass
before heading
to the Southwest Border Counterdrug Conference in EI Paso.
Attorney General Janet Reno, Treasury Secretary Robert Rubin and.
other top administration officials are scheduled to attend today's
summit.
McCaffrey and Constantine met privately with ranchers living on
the Rio Grande border who say the smuggling on their property has
increased in the last five years.
One 62-year-old rancher said the trafficking has become
"qutrageously dangerous,"
McCaffrey said.
"It's an intimidating environment with gangs of 20 to 40 people
crossing this river ... at night, carrying automatic weapons with
massive drug smuggling
heroin, cocaine, marijuana,"
McCaffrey
said.
.
Many of the ranchers are too scared to be identified, McCaffrey
said. They are considering selling their property, and smugglers
are interested in buying, he said.
Seventy percent of illegal drugs now come through Mexico since
crackdowns have succeeded in the Caribbean and Florida, said Jim
Collier, the agent in charge of the DEA office in San Antonio,
which covers Eagle Pass.
Drug seizures in Eagle Pass this year are at leapt one-third
higher than they were the same time last year, he said. The
majority of the seizures involve marijuana.
The smugglers' growing viol~nce was demonstrated on Jan. 19,
when Barr was shot to death while on duty.
"There was no moon that night. It was pretty dark. We saw four
guys coming right at us,"
said agent Ned Thomas, who was with Barr
on patrol, near the Rio Grande.
Barr got into a struggle with one of the, men and the fight
escalated into gunfire, authorities said. The agent was shot just
above his badge on his eighth anniversary of joining the federal
agency. A suspect is in a Mexican jail.
"Jeff was a good agent. He enjoyed arresting drug smugglers,"
Thomas said.
One way to crack down on smugglers is to work closely with
Mexican officials while increasing technology and manpower along
the border, McCaffrey said.
He noted that the administration's proposed fiscal 1997 federal
�budget includ~s a 9.3 percent increase for anti-drug activities,
including funding 'for 1,500 additional agents for the Southwest
"border.
,But McCaffrey said the s'ummi't won't result in a remedy. '
"t'don't believe there is a magic solution to this drug issue,
but I believe we can continue to make a difference."

We have been working on the visit to Connecticut re the MOU, and
we are zeroing in on July 11 and 12.
We would probably plan on starting the day in midmorning in
Hartford so we could fly up on Thursday morning and come back to
DC late Friday afternoon.
We would visit with the local folks'who are developing the plans
for the Neighborhood Revitalization Zones, as well as with the
State folks in Hartford.
The trip would include around 40 feds
reps of the 6-7 agencies involved in the Partnerships project and
.the MOU, and they would be DC 'and regional folks.
Are you interested in. leading this qelegation???
Hope so.

Janice just learned yesterday that Leo Sandoval, Spec~al Ed Director for the,
State of CA (you've met him) and Gabe Cortina, Deputy 'Superint~ndent of CA Dept
of Ed/Special Programs Branch, are also int:erested injcoming to DC for this
trip.
Thier intentions are to meet w/ vairous people :from bept of Education re:
(various issues/funding, etc).
To be' frank, Janice is kind of bummed out that these ~wo others are now planning
on a visit to DC -- I get the sense that ',she feels they are raining on their
parade...
Janice was looking forward to the visit wi you & the three others
that she is planning On bringing to the WH for sandwibhesand then the tour.
She now feels that if ,the invitation is extended to these two gentlemen, that it
will more more of a meeting ,rather than an informal visit and is asking for your
thoughts (at the suggestion of Judy Reichle) .

night, we have a reception that ,starts at 6. The 40 projects that: are presenting will have
a chance to display their ma~erials. Judging by the ~r'0recept~ons I attended at the

Systems Change Meeting, I suspect things will be qy,er no later than 7:30 -- or at least we
could legitimately leave by then! Is that too late?' I'm sending :our travel schedules so

Our presentation time: We're presenting at 3:30 - 5:00 p.~. on Thursday, July 18th.
We're sharing the time With another transition project. They'd! planned on having only
30 projects but there were too many good nominatibns -- so th~re are 40 presenting. (At
first, I thought that we could,n't possibly go if we wJre only pr~senting fot 45 minutes -- '
and 'then I realized that ifwe could go for a 90 minute pres~~tation, we could go for a 45
minute presentation, too! We'lldo fine but it probably means !we won~t have time to do

coming. I'm including a list which shows names and travel times.'(Rita still, hasn't

both have developmental disabilities. Debbie is just leaving s~hool and had a

wonde.rful transition team meeting. Let's hope her Rlan actually works! Brian Hill is 24,
works for a recycling company at Hewlett Packard, ~nd would like to change jobs. He's
paying for his part of the trip. Bev and her family ~~re in Europe visiting the seven
exchange students they've had over the last 10 yeary1when yo~ were out in September.
She was going to go to San Rafael in May but had tob many advisory committee
meetings to get away. Christine has three kids. Heimiddle chlld, Jesse, has CP, a .
seizure disorder, and a specific learning disability. l,fe's going to bea junior at Del Oro
High School. Christine is also a Personal Adjustment Tutor for Rehabilitati(m. She's
