Judy Reichle submitted 5 questions that the group will ask you in the Q&A. Attached are
the 5 questions with some rough ideas on possible responses.
Reichle says her plan is 20 minutes of speech; 25 minutes of Q&A, where these 5 questions
would be asked; and "any rriore general questions if time and her energy permit (77)". I am
sure you can nix the last part.
Diana
�Question 1: Over the past five years, the transition systems change program for students
with disabilities has learned a great deal about policies and practices that have demonstrated
effectiveness. Would you have some advice as to how we can best share with related
initiatives such as school-to-work and the restructuring of adult services (i.e. Medicaid,
Developmental Disabilities, Mental Health, and Vocational Rehabilitation)?
Responses:
o
NTA should help make the School-to-Work linkage
o
Need to network with agencies regarding findings, problems, challenges
o
Discuss the importance of working across agencies to solve the common problem of
transition; i.e., avoid duplication of efforts and share resources
o
Every state is different
�Question 2: What kinds of information would be most useful to you in order to further
promote the administration's disability agenda? (By "information", we mean such things as
information about students~ experiences and outcomes following high school, particIpation
rates and patterns for adult employment and training programs, etc.)
Responses:
o
Real life experiences are always useful -- share the stories
o
Data on transition is scarce, and solid numbers would be useful to enhance policy
analysis
o
Share stories of what works -- why some programs succeed, and why some people
are more quickly employed would be helpful
o
Information on how some of the problems are being solved -- such as benefits and
competitive wages
�Question 3: In the era of non-categorical and block grant funding, and greater flexibility to .
states, what protections do you see as needed to ensure that individuals with disabilities and
others at risk are included in all aspects of federal programs and other opportunities 111
general?
Responses:
o
This has been a critical question for the Administration as Congress has sent us
. proposals that would eliminate Medicaid's Federal guarantee of coverage for people
with disabilities. As you know, the President has twice vetoed legislation that would
have block granted Medicaid, because of our concern about this issue.
o
Preserving an appropriate private right of action is crucial, so that individuals can
bring lawsuits in an effort to vindicate their rights. The President has defended the
private' right of action in the Medicaid p'rogram.
o .
Also, after a recent draft report by the Advisory Commission on Intergovernmental
Relations (ACIR) recommended eliminating an individual's right to sue based on the
ADA or IDEA, we have been working to have that report modified and to make it
clear how critical those rights are.
o
This Administration favors flexibility in government programs. As you may know,
we have granted states an unprecedented number of welfare and Medicaid waivers.
And we have proposed a new accountable type of block grant known as a
"performance partnership grant." Nevertheless, we believe that the Federal
government must protect fundamental rights of people with disabilities.
o
�Question 4: . What are the priorities for individuals with disabilities in the administration's
policy agenda?
Responses:
o
Continue to vigorously enforce the ADA
o
Work to enact Kassebaum-Kennedy, which would move us in the direction of a
fairer health care system
o
Continue to defend Medicaid, which is often the only form of health care available
to people with disabilities and allows many children and adults to get services at
home or in the community, rather than in institutions
o
Reauthorize IDEA without weakening its guarantee of a right to education for
children with. disabilities, and improve results for students with disabilities.
o
We must expand options for people with disabilities to be able to return to work,
and challenge all Americans to understand that having a disability does not mean
being dependent and unproductive.

To give you some background on National Transition Network (NTN) ,
the group to whom you will be speaking on Tuesday, June 4:
You will be speaking to NTN during their annual conference, which
we have learned will move into a conference for National
Transition Alliance (NTA). NTN is a subsidiary of NTA.
NTN
started in 1992 as a means to provide technical assistance to
OSERS School to Work grant recipients (called "state systems
change'grants/projects"). OSERS supports NTN through a
cooperative agreement with U. of Minnesota.
NTN's mission is "to strengthen the capacity of states
, implementing five year systems change projects on transition to
effectively enhance transition services and adult life outcomes
for youth with disabilities." Goals of NTN include providing
'technical assistance, relevant policy information and updates,
information on innovative strategies, and information on the
impact of state projects. NTN is headquartered at U. Minnesota,
with support locations at U. of Vermont, U. of Illinois,
Urbana-Champaign, Colorado St. U., U. of Arkansas, PACER Center
of Minneapolis, and Technical Assistance for Parent Programs of
Boston. At the universities, they also offer state level
technical assistance.

From NTN spawned NTA. NTA was described as a bridge from grant
recipients (and NTN?) to OSERS and National School to Work.

The goals of NTA are to improve transition services and outcomes,
build state capacity to plan and implement effective school to
work practices, and build integrated systems that recognize the
importance of aligning structures, policies, and procedures to
support youths with disabilities. Dr. David R. Johnson (who will
introduce you) is a co-director, representing the Academy for
Educational Development and NTN.
NTA's conference runs from

III. PARTICIPANTS/AUDIENCE

They are expecting between 100-150 participantS
(represe'nting 46 states).
They are interested in your posi tion
and experience with disability pqllcy review and how difficult it
is to do interagency work.
Judy Reichle thought perhaps you
could use California as an example about what pan and should be
done (i. e., focus on the student). Also,' expression of your '
desiie to be a partner in 'this would greatly impact the audience,
she said. Most importantly, they will be interested in your
experience as a mother with Hamp.

FORMAT
They would like you to speak after lunch for about 20 to 30
minutes, followed by about 20 minutes of Q & A from the group,
but they are' flexible.
The audience will be prep~red with
questions.
Judy Reichle offered to send a videotape of your
presentation in California if y6u would like it to prepare.
