Dear Ms. Rasco
We are writing to express our urgp.nt and emphatic opposition ~o the Clinton
Admlnlsrratlon s consideration of a proposal to disqualify lawful permanent re:$ldents,
refugees and other persons lawfully 'F;siding in the United States from 881, AFDC.
Food Stamps and Medicaid as a mecnanism for funding national welfare reform We
urge you to vigorously oppose this unconscionable proposal.
It is unacceptable to take away benefits from the most vulnerable in our society the
poor, the aged, the disabled. Welfare reform must not be financed by imposing greater
burdens on one segment of the poor and needy. Each person who will lose benet::s
under this proposal will either have paid taxes themselves or had members who have
contiib:.;ted fedaiai tar-es for their supp·:):t. The proposal also, wm under:n:!":8 !hC corP.
policy of our immigration laws which is ~he reunification .of families. Even Immigration
and Naturalization Service CommiSSioner Doris Meissner has called the proposal
"inappropriate...
I·
Finally, such a proposal fuels the anti-immigrant hysteria and immigrant scapegoating
sweeping the country by implying that the .recipient of any welfare benefits by any
immigrant, legal or illegal, is a problem. If the Clinton Administration adopts this
proposal. it will have aligned itself with the extremist members of Congress that have
introduced H.R. 3500 and other proposals to deny public benefits to immigrants,
We recognize the welfare reform is an ambitious and difficult undertaking but we; urge
that alternative financing machanisms be identified that will not have such divisive and
devastati ng consequeneces.

Finally, such a proposal fuels the anti-immigrant hysteria and immigrant scapegoating·
