Pi-otection and Quality in the Health Care Industry to review changes occurring in the health

The Advisory Commission will respond to concerns about the rapid changes in the health

private policy makers to define appropriate consumer protection and quality

SPECIFIC PROVISIONS
•
The Advisory Commission will be appointed by the President and co-chaired by the
Secretaries of HHS 'and Labor will have a membership of no more than 20
representatives from: health care professions, institutional health care providers,
, other health care workers, health care insurers, health care purchasers, state
government, consumers, and experts in health care quality, financing, and
adminiStration. The Vice President will review the final report prior to its being
submitted· to the President.

The Advisory Commission will study and; where appropnate" develop
recommendations for the President on: (1) Consumer protection; (2) quality;
and (3) availability of treatment and services in a rapidly changing health care
. system.

The Advisory Commission will submit a preliminary report by September 30, 1997
and a final report 18 months from the date of its first meeting.
BACKGROUND
Thl Clinton Administration· has a long history of strong support of consumer protection in
all \health care plans, including the Medicare program.· Two such examples are his support
of initiatives to assure new mothers and babies have 'access to necessary hospital care and to
prdtect communications between health professionals and their patients.

The Youth and AIDS Projects has been a PediatriclFamily AIDS Demonstration
P~ogram since 1990; this funding allows us to provide case management and supportive
sbrvices to our current case load of 29, I am writing to thank you for supporting the FY
1994 consolidation of funding for the PediatriclFamily AIDS Demonstration Program
~ithin Title IV of the Ryan White CARE Act, and to urgea significant increase for Title
Ir in the President's budget ~equest for FY 1995: ....

4s you know, Congress. recently completed the LaborlHHS appropriations conference.
mespite the President's request of $21 'million for the PediatriclFamily AIDS
*emonstrations and $6 miliion for Title'IV in FY 1994, the fimi.l appropriation was only
~22 million. This represents a $1 million increase out of total increase of $210 million
~or other Titles of the CARE Act. The Youth and AIDS Projects and other pediatric,
adolescent and family AIDS demonstrations that are now a part of Title IV have been
Jssentially level funded for the past three years,

I am now writing to strongly urge that Title IV·ofthe Ryan White CARE Act be increased
~o $42 million in FY 1995. While consolidation of funding within Title IV wiH enhance
~he delivery ofservices and access to clinical trials for our clients affected by HIV disease,
it does not diminish the need for substantial new funding inFY 1995,
.

~s you know, mv infection rates among women, adolescents and children have rapidly
increased. In FY 1991-92, the Youth and AIDS Projects had a case load of 10 young
~en and women who were HIV seropositive; in FY 1992-93, that number grew to 29.
jIhe Youth and AIDS Projects anticipates adding an additional 15 new HIV seropositive
plients during the 1993-94 fiscal year. The 1992 report of the U.S. House of
Representative's Select Committee on Children, Youth, and Families, titled A Decade of

Denial: Teens and AIDS In America, reported that during the two years prior to the
report, lithe number of teens and young adults (ages 13-24) who were diagnosed with
AIDS increased by 77%, More than half ofU.S, AIDS cases among persons ages 13-24
have been reported during the past three years of the decade-old epidemic."

Mark Whitley recently sent me the profile about you which was written by
Jason De Parle and appeared in the Arkansas Democrat Gazette. While
. I was reading it, I recalled a story about parents of children with Down
Syndrome that was done by the now-defunct network television program
West 57th Street.
The gist of the program was that the parents who were profiled refused to
take the advice of doctors and other "experts", who told them to forget their
children and send them off to institutions. These parents were unwilling to
give up on their children and, as a result, the children they fought for had
enriched their lives and given back far beyond expectations.
The story seems to parallel your experience with your son. It is a moving
piece that I thought you might enjoy seeing. I am proud to say that Easter
Seals played an important role in getting the show to develop this segment.
I have enclosed an extra copy that you may keep if you like.
On another subject, I want you to know that our organization is very
encouraged that President Clinton has made health care reform such a high
priority on his domestic agenda. We are looking forward to working with
you on this issue in the months to come.

Rasco's olitical connections stem from her close relationship to Bill
Clinton and Hillary Rodham Clinton. Rasco, a Little Rock monther of two,

program in the middle school in Bryant. Arkansas in 1972-73. Be~e joined
then Gov. Cl~nton's staff in 1983. she was ~ liason to Arkansas' Hum~n Ser
vices Department. the Health Department, and related agenc~es. Rasco also
worked 'as a J10lunteer in Arkansas with arts organizations. disability advocacy
groups and tHe United Methodist Church. Her husband. Terry Rasco, is· a prac
ticing archi~ect in Little Rock with Witsell. Evens & R~sco. is a member of
the State Boat~ of Archite~ts and is a Fellow in th~ American Institute of Ar
chitects.
