Thank you for writing to share your thoughts on the health care
system and on the Republican's plan to cut $450 billion from
Medicare and Medicaid.
I very much appreciate hearing from
people,. like you, who truly understand the impact that these cuts
will have on the high quality health care that we are fortunate
to have in this country.
The President made his priorities clear in his balanced budget
proposal.. His budget showed that we can eliminate the deficit
while protecting investments in health care and education and
giving a targeted tax cut to middle-class Americans.
He has also
made it clear that he would veto the current Republican plan to
sacrifice Medicare, Medicaid and education to pay for a huge and,
we believe, unnecessary tax cut.
The President values your efforts to share your expertise and
experience as these issues continue to be debated in Congress and
across the nation. As you wrote in your letter to Mr. Panetta,
the American public needs'to know about what the cuts currently
being debated will mean for health care in this country.

will recall, we previously discussed the significant impact that minor cJumges in the health CtlI'e .
system have relative to overall outcome, i.e., the Krebs cycle (a copy of which is enclosed J.

As an active physician practitioner in the cUn'ent heolth CtlI'e system, my experience and expertise
is in lhe actual delivery uf medical care. I am acUleiy aware of the day 10 day problems lhat
·are involved in both providing appropriat~ treatmenrs and interventions, and securing them/or
those from whom they are medically indicated. Additionally, we have clinical experience, thai
relates to the inhuman outcomes and atrocities which occur, when the. management of dollars
taka precedence over the delivery ofmedically adequate, and necessary care to palienrs.

These realities I believe need to be addressed, and if announced properly, can be used very
favorably to help the issues that Mr. Clinton and'Mr: Gore are promoting relative to the
Administration's position. I am prepared to discuss these matters in det~l, and provide exomples
ofthe. horrors we cUn'ently encounter on a daily basis with our medical system. The institution
of rapid monetary curs, as proposed in the current congressional plan, will reSult in these
occun'ences escalating. and their impact becoming more abhon'ent. Education with factual
information delineating these dire consequences, I am convinced, will motivate the public to
insist that humane solutions be developed to meet their present and future health care needs..

From time to time our mutual friend, Dav{d Sneed, supplies me
with position papers and information relating to long term care and'
issues of aging. , ,Since I am led to believe you are still a White
House liai~on staff member on issues such as this, I am taking the
liberty of forwarding you' .the latest . information which, although
unsolicited, may b,e of some benefit to a committee or staff person
who wants to know attitudes back here in Arkansas concerning aging
issues.
I miss talking with you,and.having your counsel, but then I
also miss other associations and activit~es which surrounded my
tenure ~s a State Senator~
I applaud you and the staff. for your continuing good work and
for being able to stand in there when the going. gets tough.
You and I both know the depth and inten~ity of th~personal
concerns of the President in areas so important ·to the quality of
life of Americans, and 'I continue to stand in his corner even with
my less than significant op~ortunities day to day.
I am still a member of the NFIB and remain to be a voice
attempting to r~ach a consensus with small business and the health
care plan. In that regard I am, attending a National Conference of
NFIB leadership in Orlando, Florida, Sunday, June 12, through
W,ednesday, June 15 ,where health care issues will be discussed,
dissected and probably (knowing the position NFIB has taken in the
past) downgraded.

knowledge of the need of health care policies which will guarantee
universal coverage and appropriate usage.
I would hope from the inside of this organization I can be
some small voice in bringing about the thinking of NFIB policy
