1. To review and document the progress made in 25 years in meeting the
educational and related needs of student with disabilities through IDEA e.g. Look
how far we have come.
2. To paint a picture', create a vision of where we would like to move in the next 25
years - how do we want 2025 to look? What needs to happen to make this vision
reality?

p.2, before the last sentence in the paragraph following statement of the challenge to "Raise
the educational performance of all Hispanic students to the same level of achievement as
other students in America by the year 2010," insert:
"Over the past several years the Clinton-Gore Administration has convened stakeholders and
leaders to facilitate action and identify the needs to meet this great challenge. The recent White
___ House Strategy Session on Improving Hispanic Student Achievement, for instance, engaged a
number of community based organizations, advocacy groups, educators, philanthropic
organizations, private sector representatives, Members of Congress and their staff, the
President's Advisory Commission on Educational Excellence for Hispanic Americans and other
Executive Branch staff in the development of five national goals for increasing Hispanic student
achievement which were announced by the President at the Strategy Session. These goals will
help focus efforts, but it will take unprecedented public will to reach this challenge"
p. 6, after last bullet and before paragraph starting "Through its work, the Commission
... " insert the following paragraph:
"The Commission's work has invigorated the Clinton-Gore Administration's investments and
focus on the educational attainment of Hispanic students. In 1998, President Clinton and Vice
President Gore introduced the Hispanic Education Action Plan (HEAP) and requested an
additional $600 million for programs serving Hispanic students. Each subsequent year the
Administration has secured increased funds for HEAP, which encompasses several targeted
programs such as the GEAR-UP college preparation and mentoring program, migrant education,
adult education, bilingual education, and support for Hispanic Serving Institutions. In addition,
the Clinton-Gore Administration's commitment to high standards and achievement for all
students has led the way for greater accountability to improve student performance and narrow
the achievement gap through initiatives that have reduced class sizes, supported after school
programming, and enhanced the quality of teaching. On June 15,2000 the President hosted a
White House Strategy Session on Improving Hispanic Student Achievement, which brought
together stakeholders from all sectors to focus on this issue. At the Strategy Session, the
President announced the following five national goals, which will help focus efforts to meet the
Commission's challenge to close educational achievement gaps for Hispanic students within the
next 10 years:
Goal 1: Ensure that Hispanic American children have access to high quality early childhood
education and development programs and enter school prepared t,o succeed by increasing the
Hispanic participation rate to the national participation rate in high quality programs by 2010.
Goal 2: Respecting the importance of multi-lingualism, age-specific learning needs, research
based instructional approaches, and the variety of developmental levels at which limited English
proficient (LEP) children enter school, by 2010 all states and school districts will provide
appropriate language instruction to ensure that all students graduate from high school having
demonstrated proficiency in English.
�Goal 3: Provide a high quality education with appropriate resources and support to ensure equal
opportunity for all students in order to eliminate the achievement gap between Hispanic students
. and other students on appropriate state assessments and other indicators by 2010.
Goal 4: Increase the High School Completion Rate to 90 percent by 2010.
Goal 5: Double the percentage of Hispanic Americans who earn associate's and bachelor's
degrees by 2010."

authority to bring together many interested parties from the key sectors." Insert:
"In August of 1999, the First Lady hosted a White House Convening on Hispanic Children and
Youth, which brought together over 200 community leaders and representatives from
foundations and the private sector. In the spring of 2000, the White House undertook
development of a series of five national goals for improving Hispanic student achievement,
which served as the foundation for the June 15 th White House Strategy Session on Improving
Hispanic Student Achievement." Modify the final sentence ofthat paragraph to read, "While
partners at these convenings provided different services and resources, all used the convenings to
work together to achieve their common goal. As a result,"
