Dear Ms. Brooks,
It was good to be with you last week atthe 'White House plannibg of the Hispanic
Education Summit. As I mentioned, enclose~is information of the department's Livable'
Communities efforts. One copy is for you and the other for sharing 'with an EOP coll~ag!le.
The brochure identifies outcomes of federal transpOrtation funds, like building day carelhead ,
start centers. It also identifies art projects at transit centers that enlisted parents and children "
(loeal students) to decorate the centers." .

As examples, pages 18 and 19, describe the mosaic wo'rk at the Corpus Christi Transfer
Center, day care, and medical and community services. On pages 26 and 27, similar day care
centers are described for the Columbus, Ohio, Transit Center. A good example of Livable
Communities efforts that support Hisp~csisthe ,Oakland, California BART Fruitvale Transit
Village described on pages 34 and 35. Working with the Spanish Speaking Unity Council, the
department built a medical facility, Latin American library and ,a day careIHead Start center.

Currently, I am collecting more information of these kinds of centers throughout the
'nation that provide educational services, especially earlychildhQod, to the Hispanic community.
The key point that needs to be made is'not so much what the 'department has done, but what can
,be done in the future. These centers are the results oflocal communities coming together with
metropolitan planning organizations to request that transit,..livable community federal funds be
used to build, expand or'maintain these 'centers. Without 10ca1~omniUnities applying for these
funds, dollars will go to other livable community efforts. As a resuJt, a key strategy for,
significantly improving Hispanic education is Awareness-Awareness-Awareness, getting the
word out ofwhat is available and how to go abOut accessing federal funds.

It was good to be with you last week at the WH Hisp Edu Summit planning
meeting. This message is a follow up to statements I made reo great panel
members. For information regarding Neal Lane and the April 2000 report that
highlights the role of Hispanics, see paragraph 8 below (starts out "Will
the President and First Lady's) of a message I sent Irma Martinez.

You will also note in paragraph 9 that I described Appendix B of the report.
Asl mentioned at the meeting, it prescribes promising practices that
increase the number of Hispanics who continue their education after high
school. One of the practices was created by Sam Rodriguez who attended the
meeting last week.
I recommend that Neal Lane be a panel member on Higher Education and join
the President at the last panel session. I also suggest that you consider
Sam Rodr.iguez as a panel moderator of the Higher Education workshop or as a .
panel member. He can describe the success of his program and how the feds,
state-local governments, indu~try and business can implement similar·
programs.
The WH NSTC's report can be located on the WH OSTP web page.
Later this week, I will be sending more names of potential people that can
serve as panel members or be great to invited to the strategy session.;
If there is a meeting this week, please let me know the .date., time and
place.
