tests, are better behaved and generally do better athletically. A recemtt long-term
study by the prestigious Tufts University School of Human Nutrition bears this
information out. As a nation setting goals for healtby Americallls beyond the year
2000 it is reasonable to look at the effect a universal breakfast (i.e., breakfast being
offered free of charge to every student regardless of income level) has on the general
population.' After ani, as we compete in the world ecolllomy, we need top-notch
students who oneday wm .take their places in society. Since breakfast makes such a
difference in school performance, access to nutritious meaRs should, perhaps, be an

As President-Elect of the Georgia School Food Service Association and Nutrition
Education Coordinator for the DeKaib County Schoois, i am "...riting to ask for the
Administration to support S. 1396 and H.R. 3086, the Meals for Achievement Act.
This bill expands the school breakfast program by offering it to all elementary school
students without charge.
The GSFSA's 6000 school nutrition professionals have endorsed the Meals for
Achievement Act because we know first hand the positive relationship between proper
nutrition and academic achievement. The benefits of breakfast as the critical meal to
enable children to learn is well documented.
We must do all we can to assure that our children and youth have every opportunity to
learn. The Meals for Achievement Act is will certainly provide long-term benefits to our
country. Please include funding for the Meals for Achievement Act in the budget.

Dear Mr. Reed:
As the administration considers its' 1998 Policy Priorities, and Budget for Fiscal Year
1999, we urge you to consider the enclosed report of the Summer Food Service
Program California Sponsor Roundtable.
The Summer Food Service Program (SFSP) plays a key role in the national Child
Nutrition Programs of the USDA, providing nutritious meals to low-income children
during the months when school is out of session and school lunches are not available.
1998 will be. a reauthor~zation year for SFSP and t~e Child Nutrition Programs.
A group of committed California SFSP sponsors came together, with the California
Nevada Community Action Association, in October and November of this year to
determine their top priorities to be included in the Child Nutrition Reauthorization
legislation this spri~g. i

The top priorities identified by the California. Sponsor Roundtable were:
1. Flat Rate Reimbursement
A single reimbursement rate should be established that combines
administrative and operati:ry,g costs. This will be the rate paid for all
qualified meals served, regardless of achial costs incurred.
2. Expand Offer-Versus-Serve
Allow all pponsors the option of using "Offer-Versus-Serve" as in the
National School Lunch Program (NSLP). A meal will be reimbursable if
the child accepts three of the five components offered.
�3. Reduce Site Eligibility Requirements
Reduce the eligibility requirement for "open site" programs from 50% of
population ~elow 185% of poverty level to 40%.
4. Streamlined Application for Renewal
For agencies that have previously participated in SFSP or NSLP an
abbreviated application process should be established consisting of a
letter of intent, a listing of sites, and any changes to the initial
application. "
5. Restored Reimbu'rsement Rate
Restore cuts to the reimbursement rate contained in the Personal
Responsibility and Work Opportunities Reconciliation Act of 1996
(Welfare Reform), adjusted for inflation.

With Welfare Reform reducing the cash and Food Stamp aid available to families, the
child nutrition programs are more important than ever. By building up and
strengthening these programs, we can ensure that Welfare Reform does not increase
childhood hunger.
We urge that any Reauthorization legislation supported by the administration
includes the priorities of the California Sponsor Roundtable. We also urge that the
budget proposal for Fiscal Y~ar 1999 includes full funding for these priorities.

Dear Mr. Reed:
I am writing to urge the administration to support Senator Tim Johnson's Meals for
Achievement Act, Senate Bill S 1396.1 I work with a small group of parents trying to
improve breakfasts in the Berkeley Public Schools. Due to scarce resources, we currently are
reduced to obtaining day old bagels fr6m a local shop and passing them out to the children at
our school as they get off the school bllus. It is apparent that this effort is necessary because
many of the children take bagels from us every day, sticking some in their pockets and back
packs for snacks later on. It is a sad statement that the bread basket of the world will not
even feed its own children.
This year appears to be shaping up as a year in which education will be a big issue. A key
component of improving education is 1
insuring that children start the day with a good
breakfast. Please encourage the president to make good nutrition a part of his education
plans.
