released a report showing that federal education dollars help level the playing field betv;een high

state compensatory spending. The study also found that districts i~ the highest poverty quartile
receive 11 % from federal contributions, compared to 2.5% for th~ lowest poverty quartile. In
addition, the report found that Title I targeting increasedsignific~tly after the 1994

reauthorization. In 1997-98,96% of the highest-poverty schools rtceived Title I funds, up from

the increased appropriations we have been abJe to secure for kdult literac educati • and
the gains in early childhood and family literacy as wclltbrou~ the Ream Excell, 'lce
program, and increased support for Head Start and Even Start. I know th Vice Pr ~ident
