Senate advice and consent to the ratification of the Law of the Sea
Convention:
There are important national security, economic, and
environmental reasons to become a party to the LOS Convention; as well as
interagency consensus that .the Administration should seek to do so.
However, the LOS has competed with other treaties for attention.
Lost in
this shuffle is our view that ratification of the LOS would provide the
President with a lasting legal legacy to national security and to the rule
of law on the world's oceans.
Because ratification of th~ Convention should appeal across interest
spectrums a small investment in Presidential capital could go a long way.
Moreover, timing is important.
The U.S. as one of the major_industrialized nations is guaranteed seats on
~ritical deep seabed mining executive bodies.
We have held these positions
provisionally since 1994, but the final extension of provisional membership
expires in November 1998.
Thus, if. we are not Party by then, we lose these·
positi6ns, and it is unclear whe~ we would. be able to assume them again
even if we become Party·next year.

�Juvenile justice legislation was considered this year, but did not pas .

next year, Congress pass a juvenile justice bill that does at~~tbn:=d~~,d
guarantee substantial, dedicated funding for juvenile crime prevention. Th
that we nee4 to prosecute and punish young people who threaten the safety~.~.~.~.~......__ _....
communities. But we must also invest in the many millions more young
gotten into trouble -- but are at risk of doing so. This is why I have call repeatedly for
funding for after-school programs and other juvenile crime prevention e orts that enrich
children's lives,.enhance their opportunities, and protect our communiti s. It is police who
sound this message louder than anyone: juvenile crime prevention pro ams are the key to
stopping crime from going back up in this country.

, econdpWe must make it illegal for people who have committed serious, violent
crimes as juveniles to obtain handguns when they become adults. We outlaw gun possession
for dangerous adults, but at the moment, it is possible that a person could commit a dangerous
or violent felony at 17- and buy a gun at 21. I urge Congress to close this loophole.

For more information concerning these collections please see the collection finding aids index. The finding aids detail the scope, content, and provide a box and folder title list for each collection.</p>
<p>The <a href="http://www.archives.gov/presidential-libraries/laws/1978-act.html" target="_blank">Presidential Records Act (PRA)</a> includes provisions that these types of documents be withheld for twelve years after the end of a president's administration. These documents are now being made available to the public. The documents will be released in batches and will be uploaded here as they become available. The documents will also be available in the Clinton Library’s research room.</p>
