Based on law enforcement and intellig~nce information from the·J·
August 1995 CSG meeting, the Federal Aviation A~inistration
issued a security directive on 4 August 1995 orde~inq increased
airport and airline security effective at ll:OO p.m. on 10.Auqust
1995.
I propose to hold a press conference late tomorrow afternoon in
Washington to advise the travelling public of the increased
security at U.S. airports and to ask the public for their
. cooperation. I would say that it is safe to fly.
I would also announce that DOT is requesting the other modes of
transportation, which DOT does not directly regulate, review
their own security procedures.
While I ··would acknowledge no specific threat to civil aviation·
exists, I would say law enforcement and intelligence information,
which I cannot discuss, provides the basis for our actions.
Much of the media·focus will then be on the "why" question,
prompting them .to c~li-··the White House, Justice and the FBI to
pursue that angle. i~· ·-·

The announcement's context· is important. DOT's actions are part
of an administration effort to review ?~nd increase security
government-wide, stemming from PDD-39, the u.s. Policy on
Counterterrorism, signed by the President.on June .. 21, 1995.

agencies to review their security require:f[\ents and take necessary
steps to ensure the continued safety of the American people.

The airline industry, represented by the Air Transport __
Association, has expressed concerns about impacts on· their
industry if civil aviation alone is the focal point for increased
security.·
I would propose that the White House tomorrow publicly.
- acknowledge that the DOT security actions are part of an
administration-wide effort in response to a general increase in
the potential for anti-American terrorism.

For more information concerning these collections please see the collection finding aids index. <p>The <a href="http://www.archives.gov/presidential-libraries/laws/1978-act.html" target="_blank">Presidential Records Act (PRA)</a> includes provisions that these types of documents be withheld for twelve years after the end of a president's administration. These documents are now being made available to the public. The documents will be released in batches and will be uploaded here as they become available.
