Dear Mr. President,
I was pleased (and surprised) at the Renaissance Weekend when you suggested I send
you a few ideas for how you might state the importance of religion for our common life in
the context of the State of the Union address. The fact that you made the suggestion
(whether or not you find a way to use my thoughts) signals the tremendous openness of
this AdministratiOn to the voice of the people.

I have several post-RFRA concerns:
•. th~t. in the glare of t~e. NAFfA triumph or th~ shadow of the ~ealth-care debate, the
stgruftcance of the Religwus Freedom RestoratiOn Act not be nussed;
• that the American people, the vast majority of whom are religious, be encouraged
by their President to bring their deeply held values and beliefs into the policy arena;
• that the Administration and the Congress be able to tap the tremendous power for
change that is possible when people wed their religious commitment to a program of
r:efotm.
Following are several paragraphs that translate key elements of Stephen Carter's
argument into the parall~lisms and alliterations of public rhetoric. What these paragraphs
lack is a story. But a little later in this letter, I would like to point you to several stories that
embody the message. But first, a bit of oratory:
During 1993 the Congress passed, and I signed into law, the Religious Freedom
Restoration Act--what some have called "the most significant legislative protection
within our lifetime for religious citizens of all faiths."
Our forebears placed the separation of church and state at the very head of our Bill
of Rights. This they did in order to protect organized religion from governmental
interference and to protect individual citizens as they walked the paths down which
conscience would lead them. Now, because of the Religious Freedom Restoration
Act, that protection has been reestablished.
But there is more to be done--not by statute nor by regulation--but by example and
encouragement. Some in our society believe that freedom of religion requires
freedom from religion whenever we engage in policy debate. Butrhow tragic it is to
ask the great majority of Americans to abandon the thance to shape their most
deeply held beliefs into a better future for America.
Yale law professor Stephen L. Carter reminds us that the role religion played iri the
Civil Rights movement is grossly underestimated. Only the deep conviction that they
were obeying God's call could have given Martin Luther King, Jr., and other leaders

the strensth to stand up to the threats and violence they endured. Surely they would
have quailed had they not deeply believed that under the divine hand the good
would eventually triumph over the, craven and the.corrupt. The pioneers of women's
suffrage and the visionaries of abolitionism were likewise empowered by the engine
of faith, by a transforming vision of human equality under divine sovereign.ty.
Some of the most discordant voices in our land today are religious voices. Yet, let us
listen to them. (If we reject their positions, let us do so, not because they are
·reli~ous, but because they do not serve well the common good.) Let them make
·
.theu case, let them tell us their dreams from the depths of their belief. And let us
respect those depths both in others and ourselves.
To drive the reli~ous vision from the public square, by greeting it with hostility or by
treating it as trivial, would be to risk losing a critically needed reform movement for
our own time.
·
Now about those stories. It would be good to call people's attention to the way in which
religion continues to motivate people to improve our common life. You know of the work
of Millard Fuller and Habitat for Humanity. At lunch during the Renaissance Weekend, I
heard Millard vigorously defend the Christian character of Habitat's work to a secular
critic. Perhaps the American people should hear how Millard's achievement proceeds
from his commitment.
You .also know of the work of Ed Dobson with people with AIDS in Grand Rapids. His
work also issues from a religious vision.
Much good is reported of the work of Black Islam in our cities, teaching discipline and
pride to young men and women. Such stories should make us welcome the diverse
religious ·perspectives•in· ourland.· ·

Your staff would need to get Millard and·Ed to share their stories more accurately than I
am able to relate them, and they would need to seek out similar stories from Islam and
Judaism. But brief references to such activity would underscore the importance of what
RFRA stands for.
A final, quick reflection on your presence at Renaissance Weekend: In your public talk
and in our conversations I once again saw the high moral seriousness With which you
approach the task before you. You have inspired our confidence once again.

easier until we pass tough, meaningful campaign finance and
lobbying reform and limit the influence of well financed special
interests who profit from the status quo. So I call on you to finish

<p>Robert Boorstin served in the Clinton Administration for a period of seven years in various capacities. From 1994 to 1995 he worked as President Clinton's chief speechwriter at the National Security Council, and afterwards was senior advisor to Secretary of State Warren Christopher and to Secretary of the Treasury Robert Rubin.</p>
<p>This collection consists of speech drafts, newspaper and magazine articles, memos, correspondence, schedules, and handwritten notes. Most of the speech drafts contain much in the way of comments, additions, and deletions. Remarks by President Clinton, Anthony Lake, Samuel Berger, and Warren Christopher can be found in the collection. Countries dealt with include Haiti, the Baltic States, Germany, Poland, and Indonesia.</p>
<p>This collection was made available through a <a href="http://clinton.presidentiallibraries.us/freedom-of-information-act-requests">Freedom of Information Act</a> request.</p>
