The video recording processed in this case was created on February 28, 1997. The case contains White House Television video (WHTV) footage of President Clinton delivering his weekly radio address in the Roosevelt Room. The subject of the address is focused on the fight against illegal drugs. Following the radio address President Clinton meets and greets guests for photo opportunities including Monica Lewinsky and others in the Oval Office.

<p>The White House Photograph Office was responsible for the official photography of the First Family and the Presidential administration. The primary duty of this office was to document the President, First Lady, and staff in their official capacities. The office handled media and personal requests for photographs of the President and administration.</p>
