This Mandatory Declassification Review contains a copy of the report from the President’s Council of Advisors on Science and Technology (PCAST) to President Clinton and Vice President Gore on nuclear smuggling in the former Soviet Union on March 28th, 1995. It also includes a typed summary of the PCAST panel’s findings.

PCAST is a council that advises the President of the United States on science and technology and is part of the Office of Science and Technology. President Clinton established PCAST by Executive Order 12882.
