An account of the resource
This collection deals with records addressing the issues of cloning, stem cells, family planning, and other related matters. These papers document the efforts of the Clinton Administration to expand family planning on both the domestic and international level, to put restrictions and limitations on cloning, and to arrive at some sort of agreement that would make it possible for stem cells to be used in research. The collection contains press releases, emails with attachments focusing on scheduling and legislation, drafts, executive orders, reports, correspondence, memoranda, and newspaper clippings.

It contains correspondence, memoranda, talking points, drafts, invitations, background material, agendas and minutes, executive orders, speeches, informational packets, travel documents, emails, cables, reports, and press materials regarding a variety of issues related to the fight against HIV/AIDS. The topics addressed include the Haitian detention crisis, federal budget, foreign aid, collaboration with other governments, international agencies (such as WHO and the UN) and NGOs, international conferences, a Presidential Mission to Africa, pharmaceutical companies, tuberculosis, individual countries, and some crossover domestic issues, such as dealing with HIV positive persons in the US military and the inclusion of the virus as an excludable illness under the Immigration and Naturalization Act. The records of the National AIDS Policy Office make up the bulk of the collection.

An account of the resource
This collection consists of White House Office of Record Management (WHORM) files that contain correspondence, memoranda, and speeches related to the Northern Ireland Peace Process. WHORM records contain correspondence from congressional members, the public, and Irish-American social organizations. The correspondence and memoranda contain suggestions, ideas, and concerns for the President regarding the Northern Ireland Peace Process. The letters talk about the concern for peace, the Human Rights Violations, a possible Special Envoy, and possible meetings with Gerry Adams President of Sinn Féin. There is correspondence in support of appointing George Mitchell as Special Envoy for Investments & Economic Initiative in both the Republic and the North. The records also contain numerous letters supporting the president for all his efforts and hard work and correspondence from the President thanking everyone for their support of him. This collection consists of Automated Records Management System and Tape Restoration Project emails that contain office correspondence concerning the Irish Peace Process. A majority of the emails come from NSC email accounts. These NSC account emails include press guidance and drafts of the 1998 National Security Strategy Report. Also, included are emails from the scheduling office concerning the President’s and First Lady’s trips to Ireland and Northern Ireland in 1995 and 1998. The records of the National Security Council (NSC) in the collection consist of correspondence related to the Irish peace process. These correspondence are from members of the House and Senate, the public, and Irish-American social organizations. The collection also includes administrative paperwork related to decision memos and correspondence tracking. Cables in the collection reflect reporting from newspapers, television, and radio; and review events related to the peace process. Cables also reflect reporting from Belfast and London on the positions of Sinn Féin, Fianna Fail, Social Democratic and Labor Party (SDLP), Ulster Unionist Party (UUP), Ulster Democratic Party (UDP), Ulster Volunteer Force (UVF), Provisional Irish Republican Army (PIRA), Progressive Democrat Party (PDP), Progressive Unionist Party (PUP), and others. Email generally consist of discussions of scheduling, correspondence response, and document tracking.

�THE GAUER DISTINGUISHED LECTURE
IN LAW AND PUBLIC POLICY
The Gauer Distinguished Lecture in Law and Public Policy is one of
the most prestigious lecture series in the United States. It was created to
present and disseminate an original work by a national or world leader on an
important legal, constitutional, or public policy issue of the day.
Each lecture is a major public event attracting an audience from
leaders of the private sector and the legal and academic communities. After
its delivery, the lecture is published in book form and distributed to university
libraries to serve as a basic reference for future students of law and
government.
Lecturers are selected from among prominent thinkers in law and
government by the Center's three advisory bodies ~ the Legal Advisory
Council, the Academic Advisory Council, and the Editorial Advisory Board
of the Public Interest Law Review.
President Ronald W. Reagan delivered the 1992 Gauer Lecture. He
was introduced by former Chief Justice of the United States Warren E.
Burger, and discussed the role of the Presidency within the context of the
separation of powers.
The first Gauer Lecture was delivered in 1990 by Associate Justice
Anthony M. Kennedy of the United States Supreme Court shortly after the
fall of the Communist dictatorships in Central and Eastern Europe. The
Lecture queried whether the ideological origins of our Republic survive in our
time and whether they are still relevant to other peoples, namely the recently
freed countries.

health care meetings.
Unfortunately, the President and Mrs. Clinton's schedules
are very busy during the month of December, and it is unlikely
that they would be able to attend. Subsequently, I have
forwarded your request to Charlotte Hayes who is the
Administration's scheduler for health care events and have
requested that she review your request for a surrogate speaker
with the utmost attention.

Dear Mr. President:
I am writing to invite you or The First Lady to participate in the Health Care
Roundtable discussions I have scheduled in my District for early December. I understand
that it may not be possible for either of you to attend personally; however, it is my hope
that a representative of your Administration will participate in these discussions so that our
audiences (TV, radio and live) will be exposed to a clear insight into the specifics of your
plan and a real perspective of the need for change. I have been very impressed with the
presentations given by Ms. Judith Feder and would ask that she participate if neither of you
are able to attend.
Although the early planning stages of this project are complete, many of the details
must be worked out. The League of Women Voters chapters in both cities have given
preliminary commitments to sponsor and moderate these discussions. We have planned two
such events in the population centers in my North Georgia district, which borders four
states. The first will be held in Dalton, Georgia, on December 4, 1993, and the second will
be held a week later in Gainesville, Georgia, on December 11, 1993.
These locations lend themselves to enhanced press coverage due to the convergence of
media markets in both areas. Dalton, Georgia on I-75 north of Atlanta draws coverage not
only from Atlanta but also from Chattanooga across the line in Tennessee and possibly
Alabama in this instance, because this would be the health care roundtable for the
\ SERVING: Catoosa, Upper Cherokee, Dade, Dawson, Fannin, Forsyth, Gilmer, Gordon, Habersham, Hall, Lumpkin, Murray,
P1ckens, Rabun, Stephens, Towns, Union, Walker, White, and Whitfield Counties

Northwest Georgia area. Gainesville, Georgia and the surrounding markets will attract the
Atlanta media, as well as North Carolina and South Carolina outlets, which serve the
eastern side of my District. Although these media hubs create extra work for my staff and
me, they do present an opportunity for more regional coverage on the health care issue.
Both discussions will be held on Saturday mornings to avoid conflicts with afternoon
sports broadcasts. I also decided to wait until after Thanksgiving because of the heavy
college football interests in the District. Local cable and local television stations have been
very cooperative in broadcasting such public affairs programs and already have been.
contacted about these dates.
Both of the sites are close to major airports, including Hartsfield International Airport
in Atlanta and Lovell Field in Chattanooga.
I have enclosed our General Overview of Roundtable Discussions and an outline of
the proposed format which should provide greater detail. These discussions will be open to
the public for questions; however, the League will screen the questions prior to the
discussion. I have used this method in my town hall meetings in order to ensure that a
representative sample of questions are asked and no one group dominates the discussion.
I am very excited about the possibility of having you or a representative of the
Administration participate in these discussions.

I. Introduction

II. Define the Problem

-Statements by constituents who have "fallen through the crack" (3 min.
each)
III. Discussion
- Statements by the panelists (3 min. each)
- Questions from the moderator to the panelists
- Panelists field questions from the audience via the moderator

NOTE:
All panelists must submit their opening statements in written form 48 hrs.
before the discussion begins. Nathan can ask a question of anyone at anytime.
The time limit for the discussions will be 2 hours.
�General Overview of Roundtable Discussions
.
I. Format of discussion:
This Roundtable discussion would be designed so that Congressman Deal
would be more of a moderator, in that he would basically be listening to what
others have to say about health care rather than fielding questions from the
audience. The discussion would work on the basis that we would have someone
from each aspect of the health care industry comment on three things: 1) tell how
they are involved with the health care industry, 2) discuss things that they see
wrong with th_e health care industry as it pertains to their particular involvement,
and 3) offer some suggestions on how those particular problems could be
corrected or dealt with more efficiently. The League of Women Voters will be
handling the logistics of the Roundtable discussions. The League will also be
working with the moderator in the selection of questions from the audience.
There is a chance that these discussions will be televised on the local cable
televison stations.
II. Participants:
Those people who we invite to speak would be the panelists. We would
publicize these discussions and the people in the audience would be able to ask
questions of the panelists. The panelists would include people from different
areas of the health care industry. The following is a list of possible participants:

This collection contains White House correspondence to and from Congress concerning the Health Care Task Force between July 1993 to December 1993. The Task Force on National Health Care Reform was created by President Clinton in January 1993 and was charged with developing a comprehensive national health care reform package. The Task Force was chaired by First Lady Hillary Rodham Clinton. The majority of the congressional letters were written to express the concerns of constituents, as well as correspondence regarding the maintenance of the Health Care Task Force's records and requests by Congress to view those records.
