Thank you for sharing your thoughts with me.
As you note, the Administration has been
considering a number of methods for financing
health care. While an excise tax on beer is not ·
under active consideration, I can assure you that
we would consult closely with you and take into
account your concern before considering this source
of revenue.
We understand the importance of the beer
industry to your area and to the economy as a
whole. By reforming health care, our goal is to
help businesses reduce their costs and improve
their financial stability.

Dear Mr. President:
There continue to be rumors regarding the possibility of
substantially raising the excise tax on beer as one source for
fun~ing government-sponsored health care.
We urge you to reject this approach for the following reasons:
1)
It unfairly singles out one
ind~stry
to bear an undue burden.
2) The beer industry has already lost jobs due to the doubling
of the excise tax in 1991. Estimates place the loss at 31,000
jobs and $463 million in wages in the brewing, wholesaling and
retailing industries. Sales decreased by 2 percent.
3) Excise taxes are regressive and adversely affect those with
the least disposable income. This tax would be unfair to lowand middle-income families.
No one group should pay for the cost of a program that proposes
to benefit the entire population.

This collection contains White House correspondence to and from Congress concerning the Health Care Task Force between July 1993 to December 1993. The Task Force on National Health Care Reform was created by President Clinton in January 1993 and was charged with developing a comprehensive national health care reform package. The Task Force was chaired by First Lady Hillary Rodham Clinton. The majority of the congressional letters were written to express the concerns of constituents, as well as correspondence regarding the maintenance of the Health Care Task Force's records and requests by Congress to view those records.
