Elena Kagan, a 39-year-old Caucasian woman,.'Will be a Visiting Professor,at Harvard
Law School beginning in July 1999. Since 1997, she'has served as Deputy Assistant to the
President for Domestic Policy and Deputy Director of:~e Domestic'Policy'Council. ;Kagan
received a B.A. summa cum laude from Princeton University (1981), a M. Phil. from Oxford
University (1983), and a J.D. magna cum laude from Harvard Law School (1986):' Following
law school, she clerked on the D.C. Circuit for Judge Abner Mikva (1986-87) ahd on the
Supreme Court for Justice Thurgood Marshall (1987-88). Kagan was then an associate at
Williams and Connolly (1989-91). She joined the faculty of the University of Chicago Law
School as an assistant professor in 1991 and became a full professor with tenure in 1995. Kagan
served as Special Counsel to the Senate Judiciary Committee during' the 'confirmation hearings of
Ruth Bader Ginsburg (Summer 1993), and she was Associate Counsel to the Presidenr(1995- -,
96). In addition, she has been a member of the Board ofGovemors of the Chicago Council of
Lawyers and a public member of the Administrative Conference of the United St8tes. '

STATEMENT BY PRESS SECRETARY
President Clinton today announced that Charles Ruff
currently Corporation Counsel to the District of Columbia, will
succeed Jack Quinn as Assistant to the President and Counsel to
the President. Mr. Quinn is expected to remain on the job until
early next month.
The President made the following additional appointments:
. Cheryl P Mills, currently an Associate Counsel to the
President, as Deputy Assistant to the President and Deputy
Counsel to the President;
Kathleen M.H. Wallman, currently Deputy Counsel to the
President, to a newly created position as Deputy Assistant to the
President for Economic Policy and Chief of Staff and Counselor to
the National Economic Council, where she will manage the
Council's staff and serve as deputy for policy-making on key
legal and regulatory issues such as telecommunications;

president;-as-Dept.ity Director of the Domestic Policy Council.
Charles Ruff has served since 1995 as Corporation Counsel to
the District of Columbia. He is a former United States Attorney
for the District of Columbia, Associate Deputy and Acting Deputy
Attorney General, and Special Prosecutor in the Watergate Special
Prosecution Force. From 19B2 to 1995, Ruff was a partner in the
Washington law firm of Covington & Burling.
"The job of counsel to the President requires an individual
with a rare combination of intelligence, judgment, knowledge,

experience, stature, and legal skill," the President said. "That
is a perfect description of Charles Ruff. I do not know anyone
better suited for to fill this position and I have no doubt that,
like his predecessor, Jack Quinn, he will do a superb job."
Cheryl Mills, who has served as an Associate Counsel to the
President since 1 993, served as Deputy General Counsel to the
President-elect during the 1 992 presidential transition and a
staff attorney for the Presidential Transition Planning
Foundation. Prior to joining the transition, she was an
associate at the Washington, D.C. law firm of Hogan and Hartson.
Ms. Mills received a B.A. in economics and philosophy from the
University of Virginia and a J.D. from Stanford Law School.
Kathleen Wallman, who is currently Deputy Counsel to the
President, served as Chief of the Common Carrier Bureau at the
Federal Communications Commission and earlier as Deputy Chief of
the FCC's Cable Service Bureau. Prior to joining the FCC, Ms.
Wallman was a partner at the Washington, D.C. law firm of Armold
and Porter. She received a B.A. from Catholic University and
earned a J.D. from Georgetown University Law Center.
Elena Kagan, who currently serves as an Associate Counsel to
the President, is on leave from the University of Chicago, where
she is a Professor of Law, specializing in constitutional law and
labor law. Previously, Ms. Kagan was in private practice at the
Washington, D.C. law firm of Williams and Connolly. She received
her A.B. from Princeton University and an M. Phil in Politics at
Worcester College, Oxford University, where she spent two years
as a Daniel M. Sachs Scholar. She received her J.D. from Harvard
Law School.

<p>Elena Kagan worked as Associate White House Counsel from 1995-1996 and Deputy Assistant to the President for Domestic Policy and Deputy Director of the Domestic Policy Council (DPC) from 1997-1999.</p>
<p>During her work at the White House Justice Kagan worked on many topics including, but not limited to: AIDS, budget appropriations, campaign finance reform, education, health, labor, race, tobacco, Native Americans, and welfare.</p>
<p>In 1999 President Clinton nominated Kagan to the U.S. District Court of Appeals, no hearing was ever scheduled and she was thereby never confirmed.</p>

<p>This collection contains materials relating to the nomination of Judge Sonia Sotomayor to the U.S. Court of Appeals for the Second Circuit. President Clinton nominated Judge Sotomayor to the position in 1997. She was confirmed by the Senate in 1998. The records contain biographical information, court opinions as Judge for the U.S. District Court for the Southern District of New York, and letters in support of her nomination. This series also includes court records, correspondence, news clippings, articles, and emails concerning her nomination.</p>
<p>This collection was made available from a <a href="http://clinton.presidentiallibraries.us/freedom-of-information-act-requests">Freedom of Information Act Request</a>.</p>
