Description
An account of the resource
Finding aids at the Clinton Presidential Library contain a detailed description of the collection including the total number of pages or photos and length of video and audio recordings. Finding aids also include background information of the collection’s topic and details on the record type (ex: email, memorandum, briefing book, Betacam video, audio cassette etc). <br /><br />Finding aids describe collections at the box and folder level, and include a folder title list and information about the arrangement of the collection. <br /><br /><strong>Please note the majority of collections have not yet been scanned nor made available online.</strong>

An account of the resource
This collection consists of files maintained by William “Bill” Kincaid, Associate Director for Education Policy on the Domestic Policy Council from 1997 to 2000. Prior to his service in the Clinton Administration, he worked for the Department of Education from 1995 to 1997. The collection consists of records related to charter schools and public school choice, reading and literacy initiatives, improving math and science education, urban and rural education initiatives, fixing failing schools, constructing, renovating, and modernizing schools, connecting schools to the Internet, training, recruiting, and retaining qualified teachers, and racial and ethnic diversity in schools and higher education. This collection also consists of records related to expanding access to higher education through community college initiatives, vocational education, Pell Grants, scholarships, tax credits, financial aid, work-study, and Federal Direct Loans. These materials include correspondence, memorandums, talking points, remarks, reports, publications, news articles, news releases, and handwritten notes.
