This Mandatory Declassification Review contains memoranda of conversation (memcons) and memoranda of telephone conversation (telcons) between Russian President Vladimir Putin and President William J. Clinton or National Security Advisor Samuel Berger. The memcons and telcons date from June 1999 through December 2000 and span Putin's career as Director of the Federal Security Service, Prime Minister, and President.

Description
An account of the resource
Memoranda of Telephone Conversation or “telcons” are the written record of those meetings which occur by phone. Because presidential phone calls are not recorded, telcons are not verbatim transcripts. White House Situation Room Duty Officers and National Security Council staff listen in on foreign leader calls and combine their notes to produce the final telcon. Telcons not only serve as a reminder to the President and his staff of what was agreed upon in the meeting, but they also document foreign relations during the administration.
