Scope and Content
The materials in FOIA 2011-0201-F are a selective, not necessarily all inclusive, body of
documents responsive to the topic of the FOIA. Researchers should consult the archivist about
related materials.
FOIA request 2011-0201-F contains a variety of records which provide historical background
information about the presidential yacht, the Sequoia. The Sequoia was a government owned
yacht, purchased by the U.S. Department of Commerce in 1931. In 1977, during the Carter
administration, the Sequoia was sold and then in 1980 aquired by the Presidential Yacht Trust (a
group of private citizens). As the Presidential Yacht Trust was unable to raise funds necessary to
pay for renovations and maintenance, the Sequoia became the property of the Norfolk
Shipbuilding and Drydock Corporation (Norshipco) in 1990. During the Clinton
Administration, the Presidential Yacht Trust continued in its efforts to raise the necessary funds

�to reacquire and maintain the yacht but were unsuccessful. In 2000 Norshipco sold the Sequoia
to its present day owners, the Presidential Yacht Group, LLC.
Most of the records found to be responsive to this FOIA are from the White House Counsel’s
Office and the Management and Administration Office. The majority of these records are
concerned with a plan the Presidential Yacht Trust had to gain financial support from Kuwaiti
business leaders.
System of Arrangement
Records that were responsive to this FOIA request were found in the following collection areas –
Clinton Presidential Records: WHORM Subject Files; Clinton Presidential Records: White
House Staff and Office Files; Clinton Presidential Records: ARMS Emails; and Clinton
Presidential Records: NSC Cable, Email, and Records Management System.
The White House Office of Records Management (WHORM) contains a variety of series created
to organize and track documents and correspondence. The WHORM Subject File was compiled
by the White House Office of Records Management and is a series of categories designated by a
letter/number combination.
Staff and Office Files were maintained at the folder level by staff members within their
individual offices and document all levels of administration activity.
WHORM files are processed at the document level; whereas, Staff and Office files are processed
at the folder level, that is, individual documents are not selected and removed from a folder for
processing. While this method maintains folder integrity, it frequently results in the incidental
processing of documents that are not wholly responsive to the subject area.
The Automated Records Management System (ARMS) is a database that contains email records
of the Executive Office of the President. This system maintained unclassified Presidential email.
The ARMS dataset is comprised of 6-sub-series of email records called “Buckets.” The buckets
include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged
chronologically by creation date.

Presidential Yacht Sequoia
We now have·the opportunity to cooperate with a nonprofitorganization and thereby assist
them in returning the Presidential Yacht Sequoia to the people of the United States and their
Presidents. This is an "of the moment opportunity," though the effort is not new.
The Presidentiai Yacht Trust has been working since 1981 to preserve the Sequoia and return
it to service .. Currently, however, the Trust is in debt from renovation expenses and the
Sequoia will be sold unless action is taken immediately. The Trust has recently made
arrangements with leading citirens of Kuwait to make donations to the Trust sufficient to
cover the debts of the Trust and to create a fund to maintain the Sequoia without taxpayer
expense.
B~fore
the donors will proceed, they have sought reassurances from the Yacht Trust that the
White Iiouse is favorably disposed to this effort. To assist· the Trust in meeting this
reservation, I propose the attached letter for your signature. I have discussed this with other.
senior White House officials, inciuding Bruce Lindsey. We are in concurrence that this
opportunity should not be missed and that this letter is appropriate. ~
Name checks by the NSC are pending on the individuals known to be involved; nothing will
go forward until these results come back clear.

RE: SENATOR ROBB AND THE SEQUOIA
On December 17, 1993, Senator Robb called David Gergen to discuss
efforts by the.Presidential Yacht Trust {"Trust") to acquire the
Seqqoia. Gergen indicated that the President was ''aware" of the
Trust's effott to secure funds in order to.return._the Sequoia to
the people of the United states without expense to u.s.
taxpayers. Gergen stressed that such efforts to obtain funds
must be on af1 ·"arms -length and appropriate basis." Furthermore,
Gergen stated that the Trust should be prepared to provide a
"detailed and, if requested, public accounting_of the source and
disposition of all donations." Gergen si:lid the whole process
must be !'open and above board -- no secrecy; a transparent deal."
Moreover, Gergen advised that while the President was "aware of
this effort," he may never actually av~il himself of the use of
the Sequoia. Therefore, Gergen cautioned, the Trust must not
· rais~ mon~y for this effort "based on the President's use of the
sequoia." Robb indicated that the Trust is talking to several
Kuwaitis about donations. Gergen stressed that the Kuwaitis
"should not expect anything in return f<:>r a donation." Gergen
reiterated that ~he Trust's efforts should be "arms length and
appropriate"· and that the only thing that couid be conveyed to
potential donors was that the President was "aware" of the
Trust's efforts.

Matt asked me to provide the latest draft language regarding.
the Sequoia. It is as follows.
PROPOSED:
"As the Presidentl.al Yacht Trust is not an authorized
charity under applicable statutes and regulations~
neither the Government nor the White House may take a
position with respect to this fundraising effort."
However, the President in his personal capacity, is aware of
efforts to return the Presidential Yacht Sequoia to the
American People and thinks them appropriate.
The Presidential Yacht Trust should provide a detailed
and public accounting of the source and disposition of
all donations upon request. 1

In conversations with trustees and staff and prospective
donors, th~ Presidential Yacht Trust should convey only that
President Clinton is aware of and deems appropriate efforts
to return the yacht to the American people, but may or may

Matt would prefer to omit the phrase underlined, "in his
personal capacity" if it is not really required. If it is

government (and the White House) cannot legally endorse this
effort, rather t~an just saying the government does not endorse

Cheryl -Beth advised that you are the person to contact on this.
State Department would like an answer right away, but will try to
hold off until Monday morning.
Ken Propp from the State Department called about half hour
ago. He advised that they just got a cable from the Ambassador
to Kuwait. It seems Josh Lanier, the bead of the Presidential
Yac.ht Trust; is on his way to Kuwait, presumably to ask the
Kuwait government and perhaps·private parties to donate money to
the Trust. Ken believes the Trust has been set up to buy the
Sequoi~ and give it back to the government.

The Ambassador has asked if he should give Lanier any
special treatment and what the White House thinks about it.
Stc:tte has be~n advised by David Watkins, Assistant to the
President for Management and Administraticm; that the White House
likes the ide.;! but'is not officially supporting it. Ken is
reluctant to advise the Ambassador of this without clearance from
theCounsePs office. ·Ken said State did intend.to advise that ·
Lanier should receive no special treatment; just t.he same as
anyone else coming there to raise funds for a charity.
In short, State needs to know what to advise about the White
House views on the Presidential Yacht Trust.

Mr. Abdul Aziz M.T. Al·Ghartim ~d other Kuwaiti individuals to
permanently preserve one of America's important National Historic·
Landmarks, the Presidential Yacht Sequoia. I commend your
endeavor to return the Sequoia to the people of the United- States
through the Presidential Yacht Trust without expense to U.S.
taxpayers.
As you know, the Sequoia played an important role in the ~istory .of
the United States of America, serving eight Presidents over forty-four
years, and, in doing so, became a symbol of peace and diplomacy.·
Returning the Sequoia to the Presidential Yacht Trust, which in turn
will make it available to the American people and to their Presidents,
has been the goal of many people for many years. I applaud you and

Final funding for the Sequoia project remains stalemated by our inability to credibly
answer the question "Does the President support this?" As you know, l returned from
Kuwait on June 22 without having met with the Prime Minister due to my inability to
provide a demonstrable answer. I am ready to return on a moment's notice once we have
resolved this issue, but I must stress that lime is now working against us. The Kuwaiti's
are ready to act, and our inability to provide an answer to thi~ very logical question is
beginning to weaken the credibility of the project.
·
Let me suggest the following approach: The Whit9 House designates one person or
office to r~ond to formal inquiri.es, to wit •• "The President fully supports Senate
..
Concurrent Resolution 98. 11 Inasrn..lJ.G.h asS. Co11. Res. 98 remains the operative document
on the entire project, this puts the White House in the position of (1) taking no overt action
. and (2) simply suppor'tin~ a Congressional action that was passed unanimously in both
houses. Thts approach will provide us the answer/signal. we need to wrap this up.
Such an arrangement needs to be secured with the While House just as quickly as is
humanly possible. ~ch day that passes without this iocr~ses the impressi?n in Kuwait
that perhaps the Pres1dent dos:s not support the. preservatton of the Sequma. Moreover,
Kuwaitis. have the Congressional habit of taking August off. Time is of the ~scnce.
It remains our understanding from December that President and Mrs. Clinton were
very interested in implementing S. Con. Res. 98. Th~ very best, and likely last,
opportunity to do so is before us right now. Keeping in mind ~P~~ ~~uring Sequoia's
future do~ not require immediate transfer 9f the ship to official service,_ the White House
should, at a minimum, preserve the option for futur~. use while saving a National Historic
Landmark. This can be accomplished if we act promptly.

The finding aids detail the scope, content, and provide a box and folder title list for each collection.</p>
<p>The <a href="http://www.archives.gov/presidential-libraries/laws/1978-act.html" target="_blank">Presidential Records Act (PRA)</a> includes provisions that these types of documents be withheld for twelve years after the end of a president's administration. These documents are now being made available to the public. The documents will be released in batches and will be uploaded here as they become available. The documents will also be available in the Clinton Library’s research room.</p>
<p>Please note the documents in this collection may not contain all the withheld documents listed on the collection's withdrawal sheet index.</p>
