Official records of William Jefferson Clinton’s presidency are housed at the Clinton Presidential Library
and administered by the National Archives and Records Administration (NARA) under the provisions of
the Presidential Records Act (PRA).

Scope and Content
The materials in FOIA 2009-1159-F are a systematic body of documents responsive to the topic of the
FOIA. Researchers should consult the archivist about related materials.
FOIA request 2009-1159-F contains records on President Cardoso’s visits to the U.S. from 1995 thru
1999. President Cardoso made several trips to either New York or Washington D.C. in April and
October 1995, March 1996, June 1997 and 1998, and May 1999. The April 1995 trip was for an official
state visit. No records were found for the 1996 trip. It should be noted that many of the documents
regarding the visits have been withdrawn due to national security restrictions.
Documents responsive to this FOIA were entirely found within the NSC Cables, Emails, and Records
Management Systems (RMS). The NSC Records Management System includes Records Management
Office (RMO) profile sheets, rountine memos between the National Security Council and the
Department of State regarding the distribution of official record of conversations between President

�Clinton and President Cardoso, schedules of activities during the 1995 official state visit, and a toast
given by President Clinton during the same head of state visit.
